About this file
This Statement of Work (SOW) details a stormwater drainage repair and parking lot asphalt re-sealing project for Building 1916-T2 located at 230 Warehouse Road in Oak Ridge, Tennessee. The project encompasses six primary action items: (1) asphalt surface restoration including crack sealing and two-layer sealer application, (2) re-striping parking spaces with white and yellow markings and handicap symbols, (3) enhancing stormwater drainage along the Warehouse Road side by removing and replacing concrete, (4) structural repairs including replacing an awning column and installing three parking bumper wheel stops, (5) maintaining a safe work environment adhering to DOE and industry safety standards, and (6) providing comprehensive project documentation including warranties and as-built drawings.
Key constraints include compliance with current industry code standards, mandatory protection of existing building components, potential asbestos-containing materials requiring specialized handling protocols, and a requirement to use only Non-Volatile Organic Compound paints and adhesives. The overall goal is to restore and enhance the functionality, safety, and appearance of the parking areas while ensuring operational readiness and adherence to Department of Energy requirements. Success will be measured through visual inspections confirming proper drainage, surface condition, parking markings, structural repairs, and comprehensive documentation.

The primary purpose of this project is to restore and enhance the functionality, safety, and appearance of the asphalt parking areas and address stormwater drainage issues at Building 1916-T2, located at 230 Warehouse Road, Oak Ridge, Tennessee 37830. This will ensure continued operational readiness and compliance with facility standards.
2. Overall Goal:
To achieve a restored and re-sealed asphalt parking lot with clearly marked parking spaces, functional stormwater drainage, and specific structural repairs, all executed in accordance with prevailing industry standards, applicable codes, and Department of Energy (DOE) requirements.
3. Specific Action Items:
The selected contractor shall:
• Item 1: Achieve Durable Asphalt Surface Restoration.
o Performance Standard: The contractor shall thoroughly prepare all asphalt surfaces, remove vegetation, seal cracks, patch areas as specified, and apply two layers of asphalt sealer to all designated areas, including the asphalt ramp, to create a durable, sealed surface.
o Measures of Success: Visual inspection confirming no visible cracks (1/8" or wider), proper patch integration, and uniform application of two sealer layers across all specified asphalt surfaces.
• Item 2: Implement Clear and Compliant Parking Lot Markings.
o Performance Standard: The contractor shall re-stripe all parking spaces in white, no-parking hatched areas in yellow, paint handicap symbols, and add "COMPACT" lettering as indicated on the provided drawings.
o Measures of Success: Visual inspection confirming proper color, line crispness, adherence to layout as per drawings, and correct placement of all symbols and lettering.
• Item 3: Ensure Effective Stormwater Drainage Functionality.
o Performance Standard: The contractor shall remove concrete for new concrete placement and compact gravel/broken pavement as necessary to restore and enhance stormwater drainage along the Warehouse Road side of Building 1916-T2.
o Measures of Success: Visual inspection confirming proper drainage flow, absence of standing water in previously affected areas after rainfall, and proper integration of reworked downspouts.
• Item 4: Complete Specific Structural and Accessory Repairs.
o Performance Standard: The contractor shall replace the damaged awning column at Bay 3's handicap ramp and install three parking bumper wheel stops at the indicated spaces near Bay 3's handicap ramp.
o Measures of Success: Visual inspection confirming proper installation of the new awning column (1EA) and the three parking bumper wheel stops as per design and functional requirements.
• Item 5: Maintain a Safe and Compliant Work Environment.
o Performance Standard: The contractor shall ensure all work is performed in strict adherence to industry safety standards, DOE requirements, and applicable codes; maintain a clean and debris-free worksite; and implement necessary protective measures for existing facilities.
o Measures of Success: Absence of safety incidents or violations, clean daily worksite conditions, and protection of adjacent structures and equipment from damage or debris.
• Item 6: Deliver Necessary Documentation and Warranties.
o Performance Standard: The contractor shall provide all required shop drawings for approval, product data, owner's/operator's manuals, warranty information, as-built drawings, and register all product warranties. If the work should require a permit, the contractor will be responsible for obtaining.
o Measures of Success: Receipt and acceptance of all specified documentation (shop drawings, product data, manuals, warranties, as-builts, and permits) by the DOE Maintenance Department at project closeout and confirmation of registered warranties.
4. Constraints and Considerations:
• All work shall comply with prevailing industry and most current code standards.
• Contractor is responsible for field verifying all measurements and quantities.
• Protection of existing building components (walls, floors, doors, equipment, etc.) is mandatory.
• Asbestos-containing materials may be present; contractor must follow specified protocols for handling and notification.
• Use only Non-Volatile Organic Compound paints and adhesives.
