About this opportunity

The Department of the Navy Naval Facilities Engineering Command seeks water line repairs at Building 1005, Marine Corps Base Camp Lejeune, North Carolina, with proposals due August 11, 2026. This procurement is restricted to four pre-qualified M&R MACC contractors: T.E. Davis Construction Company, Joyce & Associates Construction Inc., Olympic Enterprises Inc., and Quadrant Construction. A mandatory site visit is scheduled for July 14, 2026, at 0900 in front of Building 1005, and requests for information are due July 28, 2026.

The work involves demolition and replacement of an existing 8-inch water main with new C900 water pipe between Buildings 1005 and 1106, including removal of existing pipe where open cut is permitted, abandonment in place beneath Ash Street, installation of new 8-inch C900 pipe with push-on restrained joints and double-restrained mechanical joint fittings (ductile iron per AWWA C153 or C110), repair of disturbed sidewalks and walkways, construction of concrete headwalls on both sides of the steam tunnel, and repair of any damaged storm drain. The contractor must maintain the existing water line in service until the new line is installed, tested, disinfected, and approved through chlorination, flushing, and bacteriological testing. Hydrostatic pressure testing to a minimum 150 psi is required before placing into service. All outages must occur over weekends or outside normal business hours. The estimated cost range is between $100,000 and $250,000, with 180-day completion required from award. Liquidated damages are $220 per calendar day. Mobilization must occur within 60 days of award. Bond requirements apply based on proposal value: no bonds under $40,000; payment bond only for $40,000–$149,999; bid, payment, and performance bonds for $150,000 and above. The solicitation is evaluated on a lowest-price basis and is subject to Buy American, Davis-Bacon prevailing wage, and Executive Order 13706 and 13658 requirements. Amendment 1, issued August 6, 2026, clarifies water line installation procedures, steam vault handling, and site restoration requirements; contractors must acknowledge receipt of the amendment when submitting proposals.
