About this file

This is a Scope of Work for a Department of Defense construction project involving water infrastructure repairs at a military facility.

Project 26-0003 requires the demolition and replacement of an existing 8-inch dilapidated water main with new C900 water pipe between Buildings 1005 and 1106. The contractor must remove the existing 8-inch water pipe where open cuts are permitted, while the segment beneath Ash Street must be abandoned in place, grouted, and capped to avoid disturbing existing asphalt and curbing. The new water pipe must connect a valve in front of Building 1005 to a valve on the west side of Ash Street at Building 1106. Technical specifications include push-on restrained joints with double-restrained mechanical joint fittings, ductile iron fittings conforming to AWWA C153 or C110 standards, concrete thrust blocks at all fittings and valves, minimum 36-inch cover depth, and 57-stone pipe bedding compacted to 90 percent modified Proctor in non-paved areas and 95 percent under paved areas. The contractor must provide compaction tests for government approval. The existing water line must remain operational until the new line is installed, tested, disinfected, and approved through chlorination, flushing, and bacteriological testing. Hydrostatic pressure testing to a minimum 150 psi is required. All disturbed sidewalks, walkways, and the steam tunnel used as a sidewalk must be repaired, with concrete headwalls constructed on both sides of the steam tunnel and 12-inch #5 rebar pins installed at 12-inch spacing and set in epoxy adhesive. Any disturbed storm drain must be repaired, and all product data must be submitted for government approval.

The contractor is responsible for locating all underground utilities prior to ground-disturbing activities, field-verifying measurements, preserving and protecting existing utilities including telecommunications and commercial cabling, coordinating with commercial cabling providers, and coordinating all construction activities with the Resident Officer in Charge of Construction (ROICC), Installations & Environment (I&E), and base utilities. The contractor must comply with all applicable state and local codes, restore disturbed areas with sod upon completion, maintain a debris-free jobsite, and assume full responsibility for environmental, health, and safety matters.
