About this file
This is a Decision Memorandum documenting a categorical exclusion (CATEX) from National Environmental Policy Act (NEPA) requirements for a water line repair project at Marine Corps Base Camp Lejeune in North Carolina, issued January 7, 2026.
The project involves repairing a broken water line located under Ash Street between Building 1005 and Building 1106 at Mainside. Work will commence at the water valve on the Building 1005 side of Ash Street and excavate across the street to the valve on the Building 1106 side. The scope includes replacing the existing water line with new pipe, backfilling, compacting, grading, sodding, and repairing asphalt. The project is classified under CATEX III 35, which covers acquisition, installation, modernization, repair, or operation of utility systems using existing rights of way and distribution systems. The Action Sponsor is the Public Works Department, with Chris Sanderson as the primary contact (910-471-7337). The project timeline spans from January 31, 2026 to December 31, 2026, affecting approximately 0.75 acres.
Applicable conditions require compliance with multiple environmental and safety protocols, including the Reduction of Lead in Drinking Water Act for all piping materials, 3R UXO Safety Awareness Training for construction workers, adherence to 29 CFR 1910.120 hazardous waste standards given proximity to IR site 78 Operable Unit 1, protection of an active Vapor Intrusion Monitoring System at Building 1005, sediment control measures coordinated with the Stormwater Manager, and notification procedures if contaminants or munitions-related items are discovered. The Decision Memorandum does not constitute authority to proceed but documents proper environmental review. If the project does not begin within one calendar year or if scope changes, updated environmental review may be required.

(3) Applicable Conditions
1. In response to enclosure (1), this Decision Memorandum (DM) satisfies the referenced National Environmental Policy Act (NEPA) requirements applicable to the proposed action. Pursuant to the planning considerations for the Department of the Navy (DON) within Appendix A of the reference, this DM also documents the decision to categorically exclude (CATEX) the proposed action from the requirements of preparing an Environmental Assessment or an Environmental Impact Statement.
2. As outlined in enclosures (1) and (2), the proposed scope of the project is:
Repair broken water line under Ash Street between building 1005 and 1106. Project will start at the vale on the 1005 side of Ash Street. Project will excavate across Ash Street to water valve located on the 1106 side of Ash Street. Repair exciting water line with new water line. Backfill, compact, grade and sod and repair asphalt.
3. Pursuant to the references, the proposed action qualifies for the following CATEX: "III 35 Acquisition, installation, modernization, repair, or operation of utility (including, but not limited to, water, sewer, and electrical) and communication systems (including, but not limited to, data processing cable and similar electronic equipment) that use existing rights of way, easements, distribution systems, and facilities.." The proposed action will not result in any extraordinary circumstances that may preclude the use of a CATEX.
4. In accordance with NEPA, this Decision Memorandum (DM) documents the proper level of environmental review for the proposed action to date but may not constitute authority to proceed with the implementation of the project. Please see the enclosures for more information. If the proposed action changes or does not begin within one calendar year after the date of this DM, please coordinate with the Environmental Planning Program Manager at (910-451-4542) to determine whether this DM continues to apply to the proposed action or whether an updated environmental impact review will be required to find that a CATEX still applies to the proposed action.

Water Quality Program:
1. Reduction of Lead in Drinking Water Act: Installation or repair of any piping, fittings, fixtures, solder or flux providing water for possible human consumption must be “lead-free” as defined by the Reduction of Lead in Drinking Water Act (RLDWA).
