About this file
This is Amendment 0001 to Solicitation N40085-26-R-9051, issued by NAVPAC Mid-Atlantic on August 6, 2026, for Building 1005 Water Line Repairs at Camp Lejeune, North Carolina. The amendment provides answers to five questions raised during the proposal phase and clarifies requirements in the original scope of work and drawings.
The amendment addresses critical clarifications regarding water line installation procedures, steam vault removal, material specifications, and site restoration. Key determinations include: existing water service must remain operational during working hours, requiring new line installation outside business hours; concrete headwalls approximately 8-10 inches thick must be cast in place on each side of excavation where it crosses the steam vault/tunnel, with dowels into existing walls to prevent backfill collapse, and coring and sleeving are not preferred methods; the abandoned steam line will remain in place with the new water line installed in its location and backfilled, eliminating thermal concerns for PVC piping; and any crape myrtle trees damaged or removed during construction must be replaced in the same location with the same species. The time and date for receipt of proposals remains unchanged, and all other terms and conditions of the original solicitation remain in full force and effect. Contractors must acknowledge receipt of this amendment when submitting proposals to avoid rejection.

CONTINUATION SHEET
1. QUESTION: Referencing the Detail Requirements in the scope of work and the drawings:
Item #2 and #7 contradict each other. We assume Item #2 supersedes Item #7 as there's no room to install a second line next to building 1005 without being in conflict of the steam vault.
ANSWER: The building cannot be left without water during working hours, so if the existing water line must be taken out of service in order to install the new one, this must be done completely outside of working hours.
2. QUESTION: Can a detail be provided for Item #10? Are the bulkheads for the penetration through the existing tunnel wall? Or is it transverse across the tunnel? If it's for the tunnel wall penetration can coring and sleeving be done instead?
ANSWER: All this is doing is removing the steam vault/tunnel and its contents in the trench area. You’ll need to pour a cast-in-place concrete headwall approx. 8-10” thick on each side of the excavation where it crosses the steam vault/tunnel. Dowel it into the existing walls as noted in the SOW. This is to keep the backfill from collapsing into the steam vault/tunnel. Coring and sleeving is not preferred.
3. QUESTION: Due to the proximity of the PVC water pipe to the steam piping in the tunnel, there is a potential for pvc deformation over time from the heat. Cherry Point has experienced several issues over the years. We recommend sleeving the waterline in the tunnel or using ductile iron to mitigate the thermal exposure. Please advise.
ANSWER: The steam line is not active; it is abandoned in place as is all the steam on MCBCL.
This project will remove a segment of that abandoned steam system to place the new water line and backfill it. The pipe will be completely under fill material. The remaining abandoned steam trench will continue on either side of the excavation and headwalls to be constructed to contain the fill material from collapsing into the trench during backfill.
4. QUESTION: There are several crape myrtles next to b1005 that will have to be removed in order to replace the water line. Scope of Work said to provide sod on all disturbed areas. Please confirm the tree replacement will not be required.
ANSWER: If the trees are damaged/removed, they must be replaced in the same location with the same species.
5. All other terms and conditions remain unchanged.
