About this opportunity
The Defense Logistics Agency seeks white papers and proposals through its Broad Agency Announcement for the National Defense Stockpile Industry Material Test program. DLA Strategic Materials intends to identify, test, and certify domestically produced strategic and critical materials, including energetic materials, energy and power materials, aeronautical and astronautical materials, armor materials, stable isotopes, and paints/coatings. Proposals will be evaluated based on technical approach, transition potential, contributions to defense needs, and offeror qualifications. White papers may be submitted through September 2023 and proposals through November 2023.
There is no set-aside designated for this requirement. Potential NAICS codes include 336410 and 541715, with possible PSC codes R699 and R425. Awards are expected to be fixed price, cost reimbursement, or hybrid contracts not exceeding $250,000 for a base year plus two option years, to be performed at Fort Belvoir, Virginia. The Defense Logistics Agency seeks to qualify domestic production of materials to reduce reliance on foreign sources and sole producers.
