About this opportunity
The Bureau of Land Management Nevada Region seeks a single-award contract for vault toilet pumping at five remote Black Rock Field Office locations, with proposals due June 5, 2026. The procurement is set aside 100% for small businesses (NAICS 562991, $9 million size standard).
Place of performance includes Steven's Camp, Black Rock Station, Massacre Ranch, Soldier Meadows Cabin, and Hot Creek Campground in the Black Rock Desert–High Rock Canyon Emigrant Trails National Conservation Area near Gerlach, Nevada. The contract runs July 1 through August 15, 2026. The contractor must pump approximately 5,000 gallons total across five vaults one time during the performance period, dispose of sewage at licensed facilities with proof of disposal retained for three years, and pressure-wash and disinfect vault interiors using EPA-approved cleansers. The Government will not provide water; contractors must supply all water for cleaning and sanitizing. Vaults have a maximum capacity of 1,000 gallons each and have not been pumped in at least three years; the Government cannot guarantee condition or volume of trash and debris. Road conditions vary significantly—Black Rock Station features paved access, while routes to other locations consist of gravel and dirt roads, with Steven's Camp featuring rough, rutted dirt roads with grade increases up to 8–10 percent. Four-wheel drive is not required. The Government cannot confirm that roads will support a 58,000-pound truck due to primitive conditions and weather-related changes.
A mandatory pre-bid site inspection occurs May 11, 2026, departing Black Rock Station at 8:00 AM PDT. Questions are due June 5 at 13:00 PDT via email to caitlyn_warner@ios.doi.gov. Award will be made on a best value trade-off basis, weighing technical capability, past performance, and price in descending order of importance. Past performance requires at least three similar projects completed within the last five years with current contact information. Service Contract Act prevailing wage rates apply.
