About this file

This is a Solicitation Amendment – Questions and Answers document for BLM Nevada solicitation 140L3926Q0023 for BRFO Vault Toilet Pumping services, issued as Amendment 0002 on 05/28/2026.

The amendment addresses contractor inquiries regarding vault pumping operations at five remote Nevada locations: Black Rock Station, Soldier Meadows Cabin, Hot Creek Campground, Massacre Ranch, and Steven's Camp. Key clarifications include: the Government will not provide water; contractors must supply all water needed for cleaning and sanitizing; all vaults have a maximum capacity of 1,000 gallons; vaults have not been pumped in at least three years; and the Government cannot guarantee the condition or volume of trash and debris inside vaults. Road conditions vary significantly across sites—Black Rock Station features paved access, while routes to other locations consist of gravel and dirt roads, with Steven's Camp having rough, rutted dirt roads with grade increases up to 8-10 percent over short distances. The Government cannot confirm that roads will support a 58,000-pound truck due to primitive conditions and weather-related changes. Disinfection requirements include pressure washing using EPA-approved cleansers, removal of cleaning materials, and refilling vaults with 80-100 gallons of fresh water. The amendment provides corrected GPS coordinates and nearest landmarks for all five sites and confirms site maps will be included in amendment attachments. Contractors may not coordinate with Government water trucks for refilling operations. Four-wheel drive is not required for safe access to any location.

Bureau of Land Management (BLM) Nevada

Solicitation Number:

140L3926Q0023

Solicitation Title:

BRFO Vault Toilet Pumping

Amendment Number:

Amendment 0002

Date:

05/28/2026

Questions and Answers

The following questions were received regarding the subject solicitation. Responses are provided below for clarification purposes. The information contained herein is hereby incorporated into the solicitation by reference.

1. Will water be provided by the Government?

a. No water will be provided by the Government. The contractor must be prepared to bring all water on site for cleaning and sanitizing, and any other needs that they have for pumping the vaults.

2. Is there a map that shows the distance between each location?

a. Soldier Meadows Cabin is approximately 55 miles mostly on gravel road from the Black Rock Station. The Hot Creek Campground (not in Lund, NV) vault is approximately 1.5 miles from Soldier Meadows. The turn off to the Soldier Meadows cabin and Hot Creek campground are rough.

They should not require four-wheel drive, but they are mainly flat, rough roads. The main road leading up to the Soldier Meadows area is gravel.

3. Black Rock Station — Vault Capacity Confirmation: The Statement of Work lists the Black Rock Station vault at 1,000 gallons. Based on our team's prior experience at this site, the vault capacity has historically been closer to 7,000 gallons. Can you confirm whether the 1,000-gallon figure in the current solicitation is accurate? We want to ensure we mobilize the correct equipment to complete the work in full on the first visit.

a. Confirmed, no more than 1,000 gallons per vault.

5. Could you please provide details regarding the condition of the access roads (e.g., gravel, dirt, maintained vs. unmaintained)? Are the roads regularly maintained?

a. Soldier Meadows cabin is approximately 55 miles mostly on gravel road from the Black Rock Station. The Hot Creek Campground (not in Lund, NV) vault is approximately 1.5 miles from the Soldier Meadows. The turn off to the Soldier Meadows cabin and Hot Creek campground are rough.

They should not require four-wheel-drive, but they are mainly flat rough roads. The main road leading up to Soldier Meadows area is gravel. The Massacre Ranch vault is approximately 68 miles from the Black Rock Station. The road is mainly gravel with the last three (3) miles being dirt which are a bit rough but fairly flat. The Steven’s Camp vault is approximately 20 miles from Massacre Ranch. If the contractor pumped both of these vaults on the same day, they would leave Massacre Ranch, go out to the main gravel road and then turn onto the road to Steven’s Camp, which is approximately 16 miles. The road to Steven’s Camp is dirt, rough and rutted. It does have a couple of areas with a steeper grade of maybe 8 to 10%. These areas with the grade are fairly short and about 300 feet long. The Black Rock Station vault is all paved.

6. Is four-wheel drive required or recommended for safe access to all locations?

a. No, four-wheel drive should not be necessary for safe access to all locations.

7. Can you advise on the grade (incline/decline) of the access roads, particularly any steep or challenging segments?

a. The road to Steven’s Camp is dirt. It is rough and rutted. It does have a couple of areas with a steeper grade of maybe 8 to 10%. These areas with the grade are fairly short, about 300 feet long.

8. Additionally, can you confirm whether the access roads and site conditions can safely support a truck with a gross weight of approximately 58,000 lbs.?

a. We cannot confirm if the roads and routes will hold a 58,000-pound truck. They are primitive dirt roads that consistently change due to weather conditions.

9. When were the vaults most recently pumped?

a. It has been at least three (3) years since the vaults were pumped.

10. We understand that all trash and debris are to be removed — could you provide an estimate of the volume or condition of debris currently within each vault?

a. We cannot guarantee that all trash and debris are out of the vaults as we cannot see inside of them.

11. What is the total holding capacity (in gallons) of each vault?

a. No more than 1,000 gallons per vault.

12. Could you provide site maps for each location, including vault placement and access points?

a. Yes, these will be provided in the amendment attachments.

13. We would appreciate additional detail regarding the disinfection scope, specifically what is expected in terms of cleaning procedures, materials, and final condition.

a. Pressure washing is to be included for the sanitation process. An EPA approved cleanser must be used for cleaning and pressure washing inside the tank. The material must then be removed before refilling the tank with approximately 80-100 gallons of fresh water.

14. To ensure thorough pressure washing of the vault interiors, additional water supply may be necessary. Our trucks carry approximately 200 gallons, which may not be sufficient for servicing multiple tanks per day. Can we coordinate with the water truck while it is onsite filling the vaults to also refill our truck, in order to improve efficiency and ensure proper cleaning, and align our presence at the same time to streamline operations?

a. No, the BLM will not have water trucks at the site at the same time as pumping occurs. The contractor must be responsible for all water on site.

15. STEVEN'S CAMP — Coordinates (34.062665, -112.151746): These coordinates do not point to a location in Nevada. At 34 degrees latitude, this location maps to the state of Arizona. We believe this may be a data entry error in the solicitation.

Please confirm the correct coordinates for this site.

a. Coordinates should be updated to 41.490230 N, -119.490933 for Steven’s Camp.

16. HOT CREEK CAMPGROUND — Coordinates (38.3877273, -115.1341834): As previously noted in our earlier questions, these coordinates point to a location near Lund, Nevada, which is approximately seven (7) hours from the other four performance sites. Please confirm whether this is the intended location or if the correct coordinates should reflect a site closer to the Gerlach area.

a. Coordinates should be updated to 41.361079, -119.222862 for Hot Creek Campground.

17. Please confirm all coordinates in the Statement of Work are accurate as there are discrepancies and provide physical addresses or nearest landmarks for route planning.

a. Coordinates should be updated to 41.361079, -119.222862 for Hot Creek Campground, nearest landmark is Mud Reservoir

b. Coordinates should be updated to 41.490230 N, -119.490933 for Steven’s Camp, nearest landmark High Rock Canyon

c. Coordinates should be updated to 41.360778 N, -119.196711 For Soldier Meadows Campground. Nearest Landmark is Mud Reservoir

d. Coordinates should be updated to 41.560635 N, -119587026 for Massacre Ranch, nearest landmark Massacre Lake
