About this opportunity
This Special Notice announces a Brand Name Sole Source procurement opportunity for a Honeywell controls system replacement at Facility 200, Vance Air Force Base, Oklahoma. The opportunity is published by ASRC Federal Field Services on behalf of the Department of the Air Force Air Education and Training Command. The project involves removing and replacing the existing building automation system with new Honeywell Comfort Point Open (CPO) controllers that will be integrated into the Energy Management Controls System (EMCS) Enterprise Building Integrator (EBI) System. The procurement is structured as a Firm Fixed Price Contract with an estimated value of $750,000 and will be evaluated using Best Value/Technically Acceptable criteria. The work includes replacing 35 Variable Air Volume controllers, 6 Fan Coil Unit controllers, and 5 Variable Frequency Driver controllers along with any incidental work necessary to provide a complete system.
The primary objective of this procurement is to upgrade the aging building automation system that has been in place since 1978, maintaining compatibility with the existing Honeywell infrastructure while avoiding the $8.4 million cost of a complete system replacement with alternative vendors. Contractors must submit proposals electronically by August 22, 2025, at 10:00 AM CST, with quotes valid for 30 days and no late responses accepted. Eligibility requires current registration in the System of Award Management (SAM), and successful vendors must complete ASRC Federal's vendor authorization paperwork to be established in their accounting system. The contractor will have a total performance period of 235 calendar days, including 75 days for mobilization and material procurement followed by 160 calendar days for actual performance. The sole source justification is based on the need for proprietary Honeywell software and equipment to maintain compatibility with the existing legacy system, making this procurement specifically limited to Honeywell International or its authorized representatives.
