About this opportunity

The Defense Health Agency's US Army Medical Research Acquisition Activity (USAMRAA) is soliciting quotations for a Sartorius Stedim Ambr 250 high throughput bioreactor system to enhance the Walter Reed Army Institute of Research's monoclonal antibody production capabilities. The procurement seeks a comprehensive 12-station bioreactor system including workstation, system computer, software, installation services, External Sampling Monitor, chiller, automated cleaning-in-place module, headspace gassing capabilities, system qualification, and a complete first-year service package with dedicated support team and operator training for two personnel. The system must support both mammalian and microbial cell cultures with working volumes of 100-250 mL scalable to 30 L, feature automated aseptic processing, comply with 21 CFR Part 11 requirements, and provide advanced process control for temperature, pH, dissolved oxygen, and gas flow management. This Request for Quote (RFQ HT9425-25-Q-0036) operates under simplified acquisition procedures with questions due by June 30, 2025, and quotation responses required by July 15, 2025. The procurement falls under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing with evaluation criteria focusing on technical compliance with the detailed Minimum Essential Characteristics specifications.

This opportunity is designated as a 100% Small Business set-aside with a size standard of 1,000 employees, and the Justification and Approval documentation indicates sole source acquisition from Sartorius Stedim North America Inc. and its authorized resellers as the Original Equipment Manufacturer. The base contract period runs from August 15, 2025, through August 14, 2026, with three additional one-year option periods extending potential performance through August 14, 2029, covering ongoing service and maintenance requirements. System delivery is scheduled for 6-9 months after contract award to the Walter Reed Army Institute of Research Pilot Bioproduction Facility located at 503 Robert Grant Avenue, Silver Spring, Maryland. The procurement specifically targets the unique Ambr 250 system as the only fully automated, high-throughput 12 parallel bioreactor system with small-scale working volumes designed for process development and facilitating transition from research to Current Good Manufacturing Practices for Phase I clinical trials. Market research conducted from August 2024 through April 2025 confirmed the system's distinctive capabilities for supporting advanced bioprocessing research and development activities.
