About this opportunity

The United States Army Medical Research Acquisition Activity (USAMRAA), an agency within the Defense Health Agency, has issued a Special Notice of Intent to Award a Sole Source contract to Sartorius Stedim North America, Inc. The notice concerns the procurement of an Ambr 250 High Throughput Bioreactor System for the Pilot Bioproduction Facility (PBF) at the Walter Reed Army Institute of Research (WRAIR). The bioreactor system is specifically intended to support the development of vaccines and biologics for military-relevant infectious disease threats. This procurement is being pursued under FAR 13.5 as a sole source acquisition, targeting the enhancement of monoclonal antibody production capabilities. The notice was published on March 11, 2025, with a response deadline of March 27, 2025.

The primary objective of this procurement is to acquire a high-throughput bioreactor system that enables rapid development of scalable fermentation processes through multiple parallel bioreactors and automated liquid handling. The contract will consist of one base year, including delivery, equipment installation, and support, followed by three optional support periods. Interested contractors are invited to submit capability information in writing to Ms. Brenda Mena by 2:00 p.m. EST on March 27, 2025, though the government retains sole discretion to proceed with the sole source procurement regardless of responses received. The system must meet specific minimum essential characteristics, including processing up to 12 parallel cultures, supporting both mammalian and microbial cell cultures, and complying with 21 CFR Part 11 requirements. Potential contractors must demonstrate their ability to provide the required capabilities, with the ultimate goal of supporting the PBF's research and development of critical biologics and therapeutics for military applications.
