About this opportunity
The Defense Health Agency seeks a 60-month Blanket Purchase Agreement for consumable supplies supporting Terumo Trima Accel blood collection systems at the U.S. Army Institute of Surgical Research, with proposals due November 6 at 12:00 PM EDT (extended from October 29 via Amendment 0002). This is a 100 percent Service-Disabled Veteran-Owned Small Business set-aside, foreclosing competition outside that pool.
Place of performance is Fort Sam Houston, Texas. The procurement covers FDA-approved, original manufacturer-supplied consumable products—Teruflex 500ml collection bags, Trima Platelet Kits, Isoplate Solution (PAS-F), TSCD Wafers, ACD-A Solution, and 150 mL couplers—with no generic substitutes available. These consumables support recurring blood donor room resupply for USAISR's Combat Casualty Care Research Team 1.
The BPA has a $350,000 ceiling across all collective Call Orders and Government Purchase Card orders. Individual Call Orders cannot exceed $50,000; GPC Ordering Officers are limited to $15,000 per purchase. All Call Orders are firm fixed price. DHACA-placed orders are paid via Wide Area Work Flow; USAISR-placed orders are paid via Government Purchase Card. The NAICS code is 325413, In-Vitro Diagnostic Substance Manufacturing; PSC is 6515. Evaluation uses a Lowest Price Technically Acceptable standard, with technical capability evaluated on an Acceptable/Unacceptable pass-fail basis and price as the determinant factor. Quotations must include two volumes: Volume I (executed solicitation documents and technical capability, not to exceed 20 pages) and Volume II (price quote using the Government-provided pricing sheet with proposed discounts). Prices must be proposed for each 12-month pricing period throughout the 60-month term. Questions are due October 22. Contracting officers are Jeremy McMurry (jeremy.l.mcmurry.civ@health.mil, 301-619-2035) and Eric Zampelli (eric.m.zampelli.civ@health.mil, 301-619-8807).
