About this opportunity

Lawrence Berkeley National Laboratory (LBNL), a Department of Energy facility operated by the University of California, is soliciting proposals for the design and manufacture of approximately 1,120 semi-rigid coaxial Beam Position Monitor (BPM) jumper cable assemblies for the Advanced Light Source Upgrade (ALS-U) project. The cables must meet strict technical specifications including operation across 0.05-18 GHz frequency range, right-angle SMA connectors rated to 200°C, non-magnetic materials with permeability of 1.08 or less, and insertion loss (S21) of 0.97 with a tolerance of 0.0015 at 500 MHz. Proposals will be evaluated based on the offeror's ability to meet technical requirements, delivery and schedule capability, manufacturing capabilities and capacity, past performance producing similar products within the last three years, and quality assurance systems and certifications. Additional evaluation factors include acceptance of the sample subcontract terms and pricing on a firm fixed-price lump sum basis. The deadline for submission of clarification questions was April 17, 2026, and proposals must be submitted by May 5, 2026, at 3:00 PM Pacific Time, following a modification that extended the original April 27, 2026 deadline.

This procurement includes no set-aside designation and represents a single-award opportunity for all base and optional items. The delivery schedule consists of a first article phase (8 units within 6 weeks), Production Batch 1 (92 units within 6 weeks following first article approval), and Production Batch 2 (1,024 units within 12 weeks following batch 1 approval), with two-week and twelve-week hold periods allowing LBNL inspection and testing. The cable assemblies come in three configurations: 525mm low-loss PTFE cables, 650mm low-loss PTFE cables, and an optional variable-length configuration ranging from 525-725mm. The solicitation requires submission of comprehensive documentation including a technical volume demonstrating manufacturing capability and quality assurance credentials, past performance references from contracts within the past three years, a completed Representations and Certifications form, and completion of the ALS-U Supplier Quality Evaluation Survey. The place of performance is Berkeley, California, with FOB Destination delivery to Building 69 at One Cyclotron Road, Berkeley, California 94720.
