About this opportunity
The U.S. Mission to the United Kingdom is seeking to establish a Blanket Purchase Agreement (BPA) for residential cleaning and gardening services to support diplomatic personnel housing in the Greater London area. The Department of State US Embassy London requires vendors capable of providing comprehensive on-call cleaning services including all residential rooms, kitchens, bathrooms, property exteriors, and upholstery, as well as gardening services such as lawn maintenance, shrub cutting, and weed removal. Interested vendors must be registered in the System for Award Management (SAM) with an NCAGE code before submitting proposals, and all business with the U.S. Government valued over $30,000 requires SAM registration. The evaluation will be based on indicative pricing information submitted by qualified vendors specializing in residential cleaning and gardening services. Quotations must be submitted via email to Procurement_Box7@state.gov with the subject line referencing BPA I.D. #19UK5625A0016 no later than 17:00 UK Time on August 11, 2025, with the solicitation having been posted on July 9, 2025 for a 30-day response period.
This opportunity is designated as a Local Area Set-Aside, indicating preference for businesses within the geographic region of performance. The BPA has an estimated total value of £130,000 (approximately $177,000) over a five-year period, with individual task orders not exceeding £3,000 ($3,900) each. The Embassy may select one or more vendors to provide these services, though the BPA itself represents no financial commitment and does not guarantee any specific volume of business to awarded contractors. Services will be performed in the Greater London area of the United Kingdom, supporting residential properties used by U.S. diplomatic personnel. The agreement structure allows named individuals within the Embassy to request services on an as-needed basis, with the understanding that vendors must maintain performance standards or risk having future orders redirected to other BPA holders.

Residential Cleaning and Gardening services for the U.S. Mission to the United Kingdom
The U.S. Mission to the United Kingdom intends to issue a Blanket Purchase Agreement (BPA) for Residential Cleaning and Gardening Services. The vendor must be able to provide on-call cleaning and gardening services for residential properties.
BPA is not a standard agreement or Contract as it does not involve any financial commitment. Rather, it serves as an overarching agreement that allows the individuals named on the agreement to request services.
Only companies or individuals specializing in this field should apply by providing indicative pricing information.
It is compulsory for all companies doing business with the U.S. Government valued over $30,000 to register on the website “SAM – System for Award Management” www.sam.gov. The website compiles standard information such as the company’s legal name, street address, contact information, and what kind of goods and services it offers. An NCAGE code is required to register in SAM. If you do not have this information, it must be obtained before registering. There is no cost involved, neither to obtaining the NCAGE code nor to register in SAM. Interested parties are strongly encouraged to register their business as soon as possible to avoid any delay in making an award to the successful bidder.
Interested parties are required to download the attached package and submit their pricing information via email to Procurement_Box7@state.gov, ensuring that the email subject line references BPA I.D. #19UK5625A0016. Quotations must be received no later than 17:00 (UK Time) on August 11, 2025.
