About this opportunity

The Department of the Air Force Global Strike Command is seeking a small business contractor to provide portable latrine, oil/water separator, and grease trap services at F.E. Warren Air Force Base in Wyoming, with associated support for Missile Alert Facilities and Missile Launch Facilities during START treaty inspections. The contract requires a contractor capable of responding to routine and emergency service calls, with performance standards including zero discrepancies in supply provision, same-day emergency response, and strict compliance with city, county, state, and federal regulations. Contractors must provide all necessary parts, materials, supplies, equipment, labor, and transportation to support the specified services. Key qualifications include maintaining a contract manager fluent in English, completing antiterrorism awareness training within 30 days of base access, and obtaining proper authorization for hazardous materials use. The pre-solicitation notice was posted on January 15, 2025, with responses due by January 31, 2025, and services expected to commence on October 23, 2024.

The opportunity is set aside exclusively for small businesses in the Septic Tank and Related Services NAICS category (562991), with payment to be processed through the Government Purchase Card (GPC) program. The contract involves servicing 10 oil/water separators with capacities ranging from 8,000 to 40,000 pounds and 8 grease traps with capacities between 50 and 5,000 gallons across various facilities. Billing periods will conclude on the 19th of each month, and contractors must ensure all personnel maintain appropriate security credentials for base access. While specific award value details are not explicitly stated, the comprehensive service requirements suggest a potentially significant contract scope. The contractor will be responsible for comprehensive maintenance and service of critical infrastructure support systems, with a focus on reliability, environmental compliance, and immediate responsiveness to facility needs during potential treaty inspection periods.
