About this opportunity
The Federal Law Enforcement Training Center (FLETC), a component of the Department of Homeland Security, seeks inspection and calibration services for 13 natural gas boilers and associated gas sensors, with quote submission due September 11, 2026 at noon. This is a Total Small Business set-aside.
Place of performance is Cheltenham, Maryland at FLETC's Main Center, with boilers distributed across 10 buildings. The contractor must inspect all 13 boilers and perform comprehensive troubleshooting of deficiencies, submitting a detailed assessment checklist and line-item cost estimate for any identified corrections. Inspection scope includes mounting and isolators, burner and gas train, breeching and combustion air, chemical treatment assessment, fan operation, sight glass condition, water and gas piping and valves, electrical connections and safety circuits, control systems and firing sequences, safety controls and flame safeguards, pressure and temperature gauges, low water cutout testing, and safety relief valve testing. The contractor must calibrate all gas sensors (MSA ULTIMA X5000 units, 13 total) and verify proper communication with the Building Automation System (BAS), which is Automated Logic WebCTRL using BACnet protocol. Boiler specifications are documented in the inventory, with input capacity ranging from 120 to 7,000 MBH. Period of performance is 60 calendar days from Notice to Proceed on a firm-fixed-price basis. FLETC will provide lift equipment and on-site personnel for system access and boiler cycling.
Technical proposals must address inspection methodology and demonstrate technician qualifications with a minimum 10-year experience requirement. Evaluation weighs price and technical factors approximately equally. A mandatory site visit occurred September 4; questions were due September 8. All work must comply with United Facilities Guide Specifications (Divisions 1–48), OSHA (29 CFR 1926), EPA requirements, EM 385-1-1 (2024 edition), and the Buy American Act. Wage Determination 15-4281 (Maryland) applies. NAICS 238220, PSC J042. Contracting Officer: Chris Dills (chris.d.dills@fletc.dhs.gov). No incumbent contractor exists.
