About this file
This is a Questions and Answers (Q&A) document issued as Amendment 03 to a federal solicitation (70LCHE26QPFB00004) for boiler inspection and repair services.
The requirement involves inspection, troubleshooting, testing, and calibration of 13 boilers located across 10 buildings at a federal facility (FLETC). CLIN 0001 covers the baseline scope of boiler inspection, gas sensor calibration, Building Automation System (BAS) integration verification, and water chemistry analysis at a firm-fixed-price. The BAS is Automated Logic WebCTRL using BACnet protocol, with service provider Albireo Energy; FLETC will provide onsite personnel for system access and communication verification. Gas sensors are MSA Ultima X5000 units (13 total, one per boiler in mechanical rooms) requiring span calibration per manufacturer instructions. Water chemistry testing is limited to field testing of pH, inhibitor residual, conductivity, glycol concentration, iron, and copper. Boiler safety relief valves require in-place operational testing only. Any identified repairs will be separately authorized and funded under a secondary Not-to-Exceed CLIN with pricing evaluated at the time repairs are recommended. The Period of Performance is 60 calendar days from Notice to Proceed, with the delivery order serving as NTP. Contractors must submit project schedules within five days of delivery order issuance. The 10-year minimum experience requirement applies to individual technicians performing the work. Site visit attendance on September 4, 2026 is not mandatory; subcontractors or technical representatives may attend on behalf of prime contractors. Quote submission format is flexible provided technical information is clearly identified and pricing is identifiable; no official government pricing form is required. Work must comply with EM 385-1-1 (2024 edition) and UFGS 23 80 20.00 10. FLETC personnel will be available to start, stop, isolate, and cycle boilers as needed, with no restrictions on shutdowns under 2 hours. This is a new requirement with no incumbent contractor.

70LCHE26QPFB00004 AMENDMENT 03
1. Boiler Technical Specifications: The SOW and RFQ identify a total of thirteen
(13) boilers located across ten (10) buildings. However, the specific technical data for these units is not identified. Could the Government provide the manufacturer, model number, heating capacity (MBH/HP), fuel type (e.g., natural gas, propane, or dual-fuel), and design pressure for each of the thirteen boilers? This information is critical for our technical approach under Technical Factor 1 and to ensure appropriate safety relief valve testing procedures.
1A. SEE ATTACHED SHEET.
2. Building Automation System (BAS) Integration: SOW Execution states that the contractor shall "ensure that the boilers and gas sensors are communicating properly with the Building Automation System (BAS)". To ensure compatibility and estimate controls programming labor accurately, could the Government identify the BAS manufacturer, system platform (e.g., Johnson Controls, Honeywell, Siemens, Tridium Niagara), and the communication protocol utilized (e.g., BACnet, Modbus)? Additionally, please clarify if the Government or a separate controls contractor will provide system access and necessary licensing to perform this integration.
2A. Automated Logic WebCTRL, Service provider Albireo Energy, BACnet.
3. Clarification of SOW Section 5 "Workout Stations" Clause: SOW Section 5 (page
2) contains the following instruction: "Contractor Project Manager and Site Superintendent shall meet with the FLETC Project Manager within 3 days of receiving RFP to walk the proposed path to measure and mark the locations of workout stations." As this solicitation is for "Boiler Inspection and Repairs", this clause appears to be a clerical error from an unrelated scope of work. Please clarify if this on-site path-marking for "workout stations" is a requirement under this contract, or if it should be disregarded.
3A. This is a clerical error and is not required (removed from SOW).
4. Pricing Boundary for Deficiencies and Repairs: RFQ Section 4.2 requires the contractor to provide "a detailed assessment checklist noting all deficiencies" and "a line-item cost estimate to correct any identified deficiencies." SOW Execution also states that "Required repairs shall be approved and scheduled through the Contracting Officer (CO) or the Contracting Officers Representative (COR)." To ensure equitable bidding, please confirm that the firm-fixed-price (FFP) for CLIN 0001 covers only the inspection, troubleshooting diagnostics, gas sensor calibration, BAS integration, and the subsequent priced deficiency report, and that the actual execution of any repair work will be funded separately via a contract modification or separate task order.
4A. Any subsequent repairs will be made/completed/paid out from a secondary CLIN with a Not to Exceed amount.
5. Scope of Boiler Water "Chemical Treatment": RFQ Section 4.2 lists "Boiler Inspection and Chemical Treatment" as a minimum coverage item. Please clarify if this requirement is limited to testing and analyzing the existing boiler water chemistry to report recommendations in our assessment checklist, or if the contractor is expected to supply and administer water treatment chemicals, flush the systems, and re-dose the boilers under the baseline CLIN 0001 FFP scope.
5A. Test and Analyze water chemistry only.
6. Period of Performance (Notice to Proceed vs. Award Date): RFQ Section 4.3 indicates the Period of Performance for CLIN 0001 is "Notice to Proceed + 60 calendar days". However, Section 5.0 states that a "Project Schedule must be submitted to the FLETC Project Manager within five (5) days of the delivery order issuance." Please clarify whether the issuance of the delivery order serves as the formal Notice to Proceed (NTP), or if a separate NTP will be issued at a later date, triggering the 60-day performance window.
6A. The delivery order will act as NTP.
7. Quote Submission Requirements: Please confirm the exact documents required for quote submission. Should the technical and price portions be submitted as separate attachments by email, and is a completed SF 1449 or other Government pricing form required?
7A. This is up to the submitting contractor. As long as the technical information is easily found/highlighted and the price is identifiable then it would be deemed acceptable. No officially pricing form is required.
8. Site Visit Attendance: Is attendance at the September 4, 2026 site visit mandatory for an offeror to be eligible for award? Additionally, may an authorized subcontractor or technical representative attend the site visit on behalf of the prime contractor?
8A. The site visit is not mandatory. Subcontractors or technical reps can attend for prime contractors.
9. Experience Requirement: The RFQ states that a “10 Year minimum experience would be acceptable.” Please clarify whether this is a mandatory minimum requirement and whether the 10 years applies to the bidding company, the individual technicians performing the work, or either.
9A. The 10 year experience is the minimum requirement for the technicians performing the work.
10. BAS Access: Amendment 01 identifies the Building Automation System as Automated Logic WebCTRL using BACnet. Will FLETC provide the contractor with the necessary system access, credentials, and coordination required to verify communications, or should the contractor include any third-party BAS access or support costs in its CLIN 0001 price?
10A. FLETC has onsite personnel to access the BAS and assist with communication verification.
11. Gas Sensors: Could the Government provide the manufacturer, model, quantity, and locations of the gas sensors requiring calibration, as well as any required calibration standards or tolerances?
11A. MSA Ultima X5000 perform span calibration in accordance to manufactures instructions.
12. Repair CLIN: Please confirm that the initial quote should include pricing only for the inspection, troubleshooting, testing, and calibration work under CLIN 0001, with identified repairs to be separately authorized under the secondary Not-to- Exceed CLIN. Will the NTE amount or any repair labor/material rates be established or evaluated as part of the initial award?
12A. Quotes should only have CLIN 0001 priced for the inspection, troubleshooting, testing, and calibration. Any repairs that are recommended have the possibility to be funded from the NTE CLIN, and will be priced/evaluated at that time.
13. Previous Requirement: If this requirement has been performed previously, could the Government provide the prior contract or purchase order number, incumbent contractor name, and approximate prior award value, if available?
13A. This is a new requirement and does not have an incumbent.
14. The Q&A identifies the sensors as MSA Ultima X5000 units and requires span calibration in accordance with the manufacturer's instructions, but the quantity and locations were not provided. Could you please confirm the total number of sensors requiring calibration and the building/location of each?
14A. 13 sensors one for each boiler they are located in the mechanical rooms with the boilers
15. Could you please clarify the required testing method and acceptance standard for the boiler safety relief valves? Specifically, is an in-place operational test sufficient, or is removal, bench testing, certified set-pressure verification, or another procedure required?
15A. In place operational test
16. The Q&A clarified that this requirement is limited to testing and analyzing the boiler water. Are there specific parameters/acceptable ranges that must be tested, and is field testing acceptable, or is laboratory analysis required?
16A. pH, inhibitor residual, conductivity, glycol concentration when applicable, iron, and copper. Field testing is acceptable.
17. Will FLETC personnel be available to start, stop, isolate, and cycle the boilers as necessary to verify firing sequences, safety circuits, pump/flow interlocks, low-water cutoffs, and related operating controls? Are there any restrictions on boiler shutdowns or simultaneous outages that we should account for in our schedule?
17A. Yes personnel will be available. There are no restrictions on shutdowns under 2 hours
18. Could you please confirm the issued inventory values where there appear to be possible data inconsistencies, particularly the Building 12 input values shown as 120/750 and 120/751, and the Building 3 and Building 4 supply-pressure fields showing a minimum of 14 and maximum of 7? We also noted that both Building 5 boilers list serial number 102255. We want to ensure our team is working from the correct equipment data.
18A. Building 12: both boilers input values 120/750, Building 3 and 4: supply pressure is as shown on the data plate. Building 5: boiler 1 is 102256
19. The revised SOW references COE EM-385-1 (1992) while the RFQ references EM- 385-1 generally, and the SOW states that all work will be in accordance with UFGS Divisions 1 through 48. Could you please confirm the applicable EM-385-1 edition and, if applicable, the specific UFGS sections intended for this inspection/testing/calibration requirement?
