About this opportunity

The U.S. Fish and Wildlife Service seeks construction services for the Boat Ramp Replacement Project at Kirwin National Wildlife Refuge in Kirwin, Kansas, with proposals due August 14, 2026 at 12:00 PM PST. The procurement is set aside exclusively for small businesses and carries a firm-fixed-price structure.

Place of performance is 702 E. Xavier Road, Kirwin, Kansas 67644. The scope includes demolition of three deteriorated concrete boat ramps and two concrete boat docks (bulkheads), and construction of two double-lane concrete boat ramps (North Shore: 36 feet wide by 130 feet long; South Shore: 36 feet wide by 260 feet long). Total concrete removal required is approximately 7,981 square feet. Both ramps must be reinforced concrete, 8 inches thick, with #4 epoxy-coated rebar at 12-inch spacing, non-skid V-groove finished surfaces, and capacity to support AASHTO HS-20 live loads. Ramp slopes must be 12–20% (preferred 14%). Concrete above water level shall be pour-in-place (minimum 4,000–4,500 psi compressive strength); concrete below water level shall be precast and pushed. Subgrade preparation, six-inch aggregate base installation, dredging of accumulated sediments, and riprap wave break extension using demolished concrete and imported materials are included. Environmental compliance with Best Management Practices, Clean Water Act requirements, perimeter turbidity curtains, concrete washout collection, and OSHA standards is mandatory. The project budget is estimated between $500,000 and $1 million. Period of performance is 60 days from Notice to Proceed, with an overall contract period from August 1 through October 15, 2026. A mandatory site visit is scheduled for July 15, 2026 at 10:00 AM CST. Technical questions were due July 22, 2026. Evaluation criteria include recent relevant experience (minimum three projects of $500,000 or more within five years), technical ability and capacity (confirmed availability for August 15, 2026 start), and price on a best-value tradeoff basis. Davis Bacon prevailing wage rates apply (Phillips County, Kansas, Heavy Construction classification). Payment and performance bonds are required for awards exceeding $150,000. NAICS code 237990 (Other Heavy and Civil Engineering Construction); PSC Y1PZ (Construction Of Other Non-Building Facilities). Recent amendments clarify that anchor points have been excluded from design work, and contractors must acknowledge receipt of all amendments prior to the proposal deadline.
