About this file
This is a Scope of Work (SOW) for the demolition and replacement of three concrete boat ramps at Kirwin National Wildlife Refuge in Kirwin, Kansas (Project #6R-KS-461-100).
The contractor must demolish and replace two double-lane concrete boat ramps at the North Shore (1,067 sq ft) and South Shore (combined 4,090 sq ft), demolish two concrete boat docks (bulkheads) totaling 1,490 sq ft, and extend, reinforce, and potentially relocate wave breaks at both locations. The North Shore boat ramp replacement includes integration of the 620 sq ft bulkhead as part of the ramp structure. The South Shore work addresses a separate 870 sq ft bulkhead. Total concrete removal required is 7,981 sq ft. All concrete ramps shall be reinforced with #4 epoxy-coated rebar, 6 inches thick, finished with non-skid V-groove surface (1-inch deep), and designed to support AASHTO HS-20 live loads. Each ramp lane shall be 20 feet wide with a median for steel boat dock installation (30 ft x 6 ft). Ramp slopes must be 12-20% (preferred 14%), with water elevation considerations: 20-year historical low of 1,702.03 ft and high of 1,729.31 ft. Concrete above water level shall be pour-in-place (4,000 psi minimum with epoxy rebar 12 inches each way); below water level shall be precast and pushed. Wave breaks shall extend approximately 40 feet using reused demolished concrete riprap (12-18 inches) and imported riprap as needed, with non-woven geotextile underlayment (minimum 8 oz, AASHTO M288 compliant).
The work includes preconstruction site assessment, mobilization with designated staging areas, water control via low water level work or temporary coffer dams/sheet piling, soil erosion control with perimeter turbidity curtains and concrete washout collection areas, site/subgrade preparation with 95% compaction (ASTM D 1557 Modified Proctor), six-inch aggregate base installation, dredging of accumulated sediments with approved disposal, and environmental compliance with Best Management Practices, Clean Water Act requirements, and OSHA standards. Construction limitations include no uncured concrete entering water, cast-in-place concrete limited to two or more feet above water surface, equipment fueling/maintenance prohibited within 100 feet of water unless secondary containment provided, and minimum vegetation clearing. Site cleanup requires removal of all debris, restoration to original condition, and native vegetation or riprap stabilization of disturbed areas. The project completion deadline is 60 days from notice to proceed. Contractor availability is Monday-Friday 8:00 a.m.–4:00 p.m., with emergency functions potentially required during non-duty hours. All products and equipment carry a minimum one-year labor warranty unless extended warranty is purchased by the Government.

Scope of Work for the Replacement of Multiple Boat Ramps at Kirwin National Wildlife Refuge
Project #: 6R-KS-461-100
Kirwin NWR
702 E Xavier Rd, Kirwin, KS 67644
Project Overview
The purpose of this project is to demolish and replace three (3) deteriorated concrete boat ramps at Kirwin National Wildlife Refuge. A high percentage of refuge visitation comes from the utilization of the boat ramps for authorized recreational activities, primarily hunting and fishing. The rehab of these boat ramps will improve public safety, enhance protection of refuge and visitor property, and reduce long-term maintenance costs. They will be designed to accommodate modern vehicles and trailers, support increased loads, and comply with current design standards for boat ramp construction. The ramps will be replaced with two (2) double-lane concrete boat ramps. Each lane will be separated with a median with space for a steel boat dock (30 ft x 6 ft). There are two (2) concrete boat docks (bulkheads), one at the North Shore (620 sq ft) that is part of the North Shore boat ramp structure, and one at the South Shore (870 sq ft), which need to be demolished as well.
The bulkhead at the North Shore should be treated as part of the North Shore Boat Ramp structure. The wave breaks at both boat ramp locations need to be extended, reinforced, and potentially moved altogether.

Background
The two-lane North Shore boat ramp was also constructed in 2001 and is 1,067 sq ft. The ramp is in poor working condition and no longer supports the demand for vehicle use due to the uneven and deteriorated concrete. The ramp is also too narrow and too short to accommodate the fluctuating reservoir water levels and vehicle size.
The two lanes at the South Shore boat ramp were also constructed in 2001. As seen in Figure 5, the north lane at the South Shore boat ramp is 1,483 sq ft and the south lane is 2,607 sq ft. Both lanes are in poor working condition and no longer support the demand for vehicle use due to the uneven, deteriorated concrete. The ramps are also too narrow and too short to accommodate the reservoir levels and vehicle size.
