About this opportunity
The Department of the Interior Bureau of Land Management Utah Region seeks vault toilet pumping and recharging services at six recreation sites in Tooele, Rich, and Utah Counties, with quotations due September 8, 2026. The procurement is a total small business set-aside under NAICS 562991 (Septic Tank and Related Services).
Place of performance includes Birch Creek Campground, Little Creek Campground, Clover Springs Campground, Simpson Springs Campground, Knolls OHV Area, and Fivemile Pass OHV Area across the three counties. The base contract period runs October 1, 2026 through September 30, 2027, with four optional one-year extension periods available for a potential five-year term.
The contractor must supply all labor, equipment, materials, and supplies to pump vaults to within 6 inches of empty, hose interior walls, remove mixed trash, apply 2.5 gallons of PORT Septic Tank Treatment product per vault, and recharge each vault with 200 to 300 gallons of water. Currently six sites contain 28 vaults; this will expand to eight sites with 35 vaults upon completion of construction in Fall 2027. Emergency pumping services (up to three per year) are available at the Government's discretion. The contractor must furnish all water for recharge, obtain appropriate licenses and permits for pumping and waste transportation, and submit all invoicing electronically through the Treasury's Invoice Processing Platform. Prime contractors may use subcontractors for pumping and disposal services provided they comply with FAR 52.219-14(e)(1).
Service Contract Labor Standards wage classifications apply per county wage determinations. Evaluation criteria include technical capability and experience, past performance on similar contracts, and proposed price reasonableness. Quotations must be submitted to sarah_hancey@ios.doi.gov by September 4, 2026 at 12:00 PM MDT; questions were due August 25, 2026.
