About this file
This is a Request for Quotation (RFQ) for vault toilet pumping and recharging services at Bureau of Land Management (BLM) recreation sites in Tooele, Rich, and Utah Counties, Utah.
The solicitation is designated as a total small business set-aside under NAICS Code 562991 (Septic Tank and Related Services) with a $9 million size standard. The BLM Salt Lake Field Office seeks a single firm-fixed-price contract award for continuous pumping services at six recreation sites with 28 existing vaults, expanding to eight sites with 35 vaults upon completion of construction in Fall 2027. The base contract period runs from October 1, 2026 through September 30, 2027, with four optional one-year extension periods available, totaling five years of potential service. The vendor must supply all labor, equipment, materials, and supplies required to perform pumping, trash removal, spill cleanup, sewage treatment application, water recharging, and proper disposal services. Specific tasks include pumping vaults to within 6 inches of empty, hosing interior walls, removing mixed trash, applying 2.5 gallons of Port Septic Tank Treatment product per vault, and recharging each vault with 200 to 300 gallons of water. Emergency pumping services (up to three per year) are available at the Government's discretion. Quotations must be submitted by September 4, 2026 at 12:00 PM MDT to sarah_hancey@ios.doi.gov, with questions due by August 25, 2026. Evaluation criteria include technical capability and experience, past performance on similar contracts, and proposed price reasonableness. Successful vendors must maintain current System for Award Management (SAM) registration and provide current representations and certifications. All invoicing must be submitted electronically through the Treasury's Invoice Processing Platform (IPP).

SUBMISSION INSTRUCTIONS
1. Signed SF-1449. Ensure completion of blocks 17 and 30. An official having the authority to contractually bind the quoter’s company must sign the SF-1449 in accordance with the procedures prescribed in the Federal Acquisition Regulation Subpart 4.102.
2. Signed SF-30(s) to acknowledge receipt of solicitation amendments (if applicable).
3. Completed Bid Schedule (Attachment 1).
4. Submit a quotation package which addresses the Evaluation Factors below.
5. Quotes must be valid for a minimum of 90 days.
6. Offeror Representations, Certifications, and Other Statements fully executed as required pursuant to FAR 52.212-3 – Offeror Representations and Certifications – Commercial Products and Commercial Services. This provision is part of the Representations and Certifications that are submitted and maintained on the System for Award Management (SAM) website. Offerors shall ensure that the Representations and Certifications are up to date in SAM and provide UEI number.
7. Vendors are advised that FAR clause 52.217-8 Option to Extend Services is included in this solicitation and is intended to be included in the resultant award. However, the price for the effort associated with FAR 52.217-8 will not be included in the total awarded value at contract award.
8. The Government may choose to exercise the Option to Extend Services at the end of any performance period (base or option periods). If, at the end of the contract’s period of performance (the end of the base period or any option period) and within the time period established in the clause, the Government chooses to exercise this option, the pricing will be pursuant to the rates specified in the contract for the preceding performance period.
BASIS FOR CONTRACT AWARD
The Government anticipates awarding a firm-fixed price construction contract to a registered/certified small business concern, using FAR Part 12, Acquisition of Commercial Products and Commercial Services, and FAR Part 13 Simplified Acquisition Procedures. The Government contemplates a single award contract resulting from this solicitation. Quotes will be evaluated using a tradeoff approach. This process permits tradeoffs among price and non-price factors and allows the Government to accept other than the lowest priced quote. The Government will perform a comparative evaluation (comparing quotes to each other) to select the contractor that is best suited and provides the best value, considering the evaluation factors in this solicitation. The Government's objective is to obtain the best overall value considered necessary to achieve the project objectives, with a realistic and reasonable price. The Government reserves the right to make an award to other than the lowest-priced quoter if the superior technical submission, warrants paying a premium. The technical (non-price) factors listed below, when combined, are considered more important than price.
Formal ratings and scoring will NOT be used, rather the evaluators will compare one quote to another, factor by factor and then overall at the end. Should initial quotes not provide the Government with a satisfactory total solution, the Government reserves the right to engage with quoting firms to obtain a better understanding and to reach a best value determination. The Government reserves the right to engage all, some, or none of the firms submitting quotations in response to this RFQ. Once the Government determines that a firm is the best-suited (e.g. the apparent successful awardee), the Government reserves the right to engage with only that firm to address any remaining issues, if necessary, and finalize a contract with that firm. These issues may include technical and price. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the Government, the Government reserves the right to engage the next best-suited firm based on the original analysis and address any remaining issues. Once the Government has engaged the next best-suited firm, no further engagements with the previous firm will be entertained until after the contract has been awarded.
This process will continue until an agreement is successfully reached and a contract is awarded.
Quotes will be evaluated using the criteria listed in this section. Noncompliance with the Request for Quote (RFQ) requirements may be grounds to eliminate the quote from consideration for contract award. Failure to include all information requested may adversely affect the evaluation.
A quote that is orderly and sufficiently documented will enable the Government to perform a thorough and fair evaluation.
After solicitation closing, the Contracting Officer will conduct quote compliance review for determination of basic quote adequacy prior to providing commencing evaluation. Failure to provide a complete quote identified in the solicitation may result in the quote being removed from further consideration for award.
EVALUATION FACTORS FOR CONTRACT AWARD
Technical Volume:
The technical volume shall demonstrate the vendors’ understanding of, and capability to successfully perform, all requirements identified in the Statement of Work include in sufficient detail to allow for evaluation based on the criteria identified. It is strongly suggested that offerors organize their technical quote with individual sections that address each of the following evaluation criteria:
Technical Capability, Experience, Staffing, Equipment, and Approach The Government will evaluate the extent to which the vendor demonstrates the technical capability, relevant experience, resources, management capability, and technical approach necessary to successfully perform all requirements of the Statement of Work. The vendor shall submit a narrative describing its understanding of the requirements and its approach to successfully performing all tasks identified in Part B.III of the Statement of Work.
The Government will consider, as applicable, the vendor’s demonstrated capability to successfully perform services of similar scope, scale, and complexity, including experience providing recurring services at multiple geographically dispersed locations comparable to the BLM recreation sites identified in this solicitation; the qualifications, experience, and availability of the Project Manager and personnel responsible for contract performance; the vendor’s ability to maintain adequate staffing throughout the period of performance and respond to emergency service requests; and the adequacy, availability, condition, and capacity of vault pumping trucks, water trucks, support vehicles, pumping equipment, and other resources necessary to perform all required services.
The Government will also consider the vendor’s demonstrated ability to provide backup personnel and equipment, maintain continuity of operations, minimize service interruptions, and effectively manage resources necessary to meet the Government’s requirements throughout the period of performance.
Past Performance The vendor shall provide a list of all contracts or subcontracts within the last three years for vault toilet pumping services or similar sanitation services performed for federal, state, Tribal, municipal, commercial, or recreation facilities that are comparable in scope and complexity to the requirements of this solicitation.
For each contract, the vendor will provide:
1. The agency/company name
2. Point of contact and their email or phone number for reference checks
3. Contract number (if applicable)
4. Dollar value of contract
5. A description of the project and relevance to the current project
The Government may contact the references provided to obtain past performance information on the offeror. Past performance will be evaluated to assess how well the offeror has successfully managed and performed work similar in nature and complexity of this acquisition.
The Government may obtain past performance information from other sources available to the Government, to include, but not limited to, the Contractor Performance Assessment Reports System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), or other databases; interviews with Contracting Officers and Contracting Officer Representatives can be used by the Government to obtain past performance information on offerors. Any or all of these sources may be used in this evaluation to obtain a complete picture of past performance, in addition to past performance references provided by the offeror.
Price Proposed price will be evaluated for reasonableness.
Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers or quotations for award purposes by adding the total price for all options to the total price for the basic requirement to determine the total evaluated price. This includes options under FAR clause 52.217-8, Option to Extend Services, which applies to this solicitation. Evaluation of options will not obligate the Government to exercise the option(s).

II. Scope of Work
The intention of this contract is to award a firm-fixed-priced agreement for the provision of all labor, equipment, transportation, supplies, materials, and tools to pump up to 35 toilet vaults in 21 restroom facilities (single and double-vault buildings) at eight (8) recreation sites over a 12-month period (see attached bid schedule), beginning when the contract is awarded (See Part C.I.)
and the contract includes four (4) option years.
Each restroom facility consists of one (1) or two (2) below-ground vault(s) in which sewage is contained. BLM acknowledges that physical and biological elements (e.g., spiders, insects, rodents, reptiles, birds, bacteria, and viruses) may be present at these sites; the vendor must ensure the safety of their employees and provide adequate personal protective equipment that meets industry standards for protection against these elements. In addition, the vendor will provide certification they are qualified and licensed to provide the required pumping services.
Any changes to the scope of work will need to be approved by the Contracting Officer (CO).
The vendor shall provide vault toilet pumping and water recharging services for all vault toilets identified in the bid schedule. The Government anticipates servicing between 28 and 35 vault toilets during the contract period, depending on the completion of construction at two additional recreation sites. Each scheduled service shall be completed within the month specified in the bid schedule unless otherwise directed or approved by the Contracting Officer's Representative (COR). Most vault toilets require one (1) pumping annually; however, service frequency will vary based on use, and some vault toilets may require up to four (4) pumpings during a calendar year as directed by the BLM Bid Schedule.
In addition to the scheduled services identified in the Bid Schedule, the Government may order up to three (3) optional emergency pumping services during the base year and each option year.
Emergency pumping services are not scheduled in advance and shall be performed only when authorized by the Contracting Officer (CO).
The vendor will submit a brief work plan that demonstrates how the vendor will provide all labor, supervision, tools, equipment, supplies, and transportation necessary to provide toilet vault pumping services, including: charging with water, pumping out sewage, removing trash, cleaning up any spills, adding sewage treatment, recharging empty vault with water, disposing of sewage and sewage-contaminated trash, and any other related work in compliance with the terms, conditions, specifications, and provisions of this contract (Part B.III.). The vendor will provide Safety Data Sheets (SDS) for all chemical products used, including cleaning materials and sewage treatment product. If products change, the vendor will supply new SDS sheets to the Contracting Officer’s Representative (COR).
Part B – Work Requirements
I. Vendor Furnished Materials and Property
a. Pumping Equipment and Supplies
Vendor will furnish all needed materials, supplies, tools, and equipment sufficient and appropriate to perform the required vault pumping services. This includes and is not limited to:
sewage pump truck, water truck, suction hoses, shovels, wrenches, heavy-weight/industrial strength garbage bags, flashlights, brooms, mops, pails, disinfectant, sewage treatment product, and any other needed tools and equipment. All equipment will be in conformance with federal, state, and local regulations. All cleaning materials must be of a type that will not have an immediate or extended detrimental effect on any of the surfaces being cleaned, with use of “green” or “bio-based” products to the maximum extent possible. In addition, cleaning and other products must comply with the EPA’s Comprehensive Procurement Guidelines and USDA’s BioPreferred Designated Products.
The vendor also must provide necessary equipment and supplies to ensure the safety of their workers. This includes, but is not limited to, personal protective equipment that conforms to industry standards and any recommended vaccinations.
b. Motor Vehicles
Vendor is responsible for supplying vehicles suitable for pumping and transporting sewage, delivering water, and transporting staff, equipment, and supplies to perform the required services at each of the eight (8) recreation sites.
Access roads to restroom facilities are graded, graveled and/or well-used dirt roads. Four-wheel drive vehicles are recommended during periods of inclement weather due to potentially adverse road conditions.
II. Government Furnished Materials and Property
The BLM SLFO will provide maps of each recreation site with the locations of the restroom facilities. Each restroom facility has one or two toilet vault cleanout hatches located at the back of and on the outside of the restroom building with a cover that is padlocked or bolted in place for visitor safety. For those hatch covers with padlocks, the BLM will furnish keys to the padlocks on the vault cleanout hatch covers. All other hatch covers will require the use of a wrench. Restroom facility doors are kept unlocked, except when locked by BLM for safety concerns; BLM will notify the vendor if restroom doors are locked for any reason.
Pumping services will be performed from the vault cleanout hatches and on the outside and at the back of the restroom building. The vendor is responsible for unlocking/unbolting the cover to gain access to the cleanout hatch and replacing the cover and securing it in place with the bolt or padlock immediately after servicing is complete. At no time shall the vendor leave an uncovered cleanout hatch unattended. Cleanout hatch covers are to be secured for public safety.
In some instances, with COR approval, pumping services may be performed through the toilet riser on the inside of the restroom building. Pre- and post-charging with water may be performed through the toilet riser on the inside of the restroom building, without the need for COR approval.
III. Vendor Tasks and General Deliverables
a. Pre-Work Coordination Meeting
Pre-work coordination meeting will be held within 15 days of the contract award and the start of option years. BLM and the key vendor staff (Project Manager, at a minimum, and core staff, as appropriate) will attend one pre-work coordination meeting to review required work, invoicing, and other provisions of the contract. The pre-work coordination meeting will be via Microsoft Teams (or another teleconferencing format) or held at the Salt Lake Field Office in Salt Lake City, Utah, and is anticipated to last 2 hours.
The BLM will notify the vendor in advance of the pre-work coordination meeting date, time, and place; provide an agenda; and provide meeting notes afterwards. The vendor will submit SDS sheets at the meeting for all chemical products to be used during toilet vault pumping services.
Deliverable Due Date
Pre-Work Coordination Meeting Attendance Within 15 business days after the contract is awarded and the start of option years
b. Annual Work Plan
Within 10 business days after the contract is awarded, the vendor will submit a brief work plan that demonstrates how the vendor will provide all labor, supervision, tools, equipment, supplies, and transportation necessary to provide toilet vault pumping services, including: charging with water, pumping out sewage, removing trash, cleaning up any spills, adding sewage treatment product, recharging empty vault with water, disposing of sewage and sewage-contaminated trash, and related work in compliance with the terms, conditions, specifications, and provisions of this contract (Part B.III.c-d.).
1) Scheduling: The Bid Schedule establishes the required service frequency and service month for each vault toilet. Unless otherwise directed by the Contracting Officer's Representative (COR), the vendor shall complete each scheduled pumping service during the month identified in the Bid Schedule.
a. Any changes to already scheduled pumping service dates will be submitted by text or email for approval to the COR.

c. Vault Toilet Pumping Service Tasks
The vendor is responsible for completing all toilet vault pumping service tasks for the toilet vaults by the scheduled date after the initial notification from the COR or the rescheduled date within the constraints of the annual work plan (Part B.III.b.). BLM must have the opportunity to witness all tasks, if requested.
Vault toilet pumping service tasks are the seven (7) tasks specified below. These are to be performed as described and in accordance with the work performance standards in Part C.III.
1) Pump out sewage: vendor shall pump vaults as close to empty as possible, with no more than six (6) inches of sewage left in the vault.
a. Vendor will pump out sewage from the vault cleanout hatch on the outside and at the back of the restroom building. The cover will need to be unbolted or unlocked and re-bolted or locked after the task is completed.
b. Vendor may perform the task through the toilet riser on the inside of the restroom building only under special circumstances with the prior approval of the COR.
c. Vendor will hose down (i.e., wash) the interior walls of the vault and the cleanout hatch with sufficient pressure to remove any clinging sewage or trash.
2) Remove trash: vendor shall remove trash from the vaults, collect it in heavy duty/industrial strength trash bags or other containers, and haul it away for proper disposal.
a. Trash will be mixed in with the sewage and may include: cans, bottles, rocks, sticks or logs, animals or animal parts, clothing, plastic bags and containers, metal products, food products, cardboard and paper products, unused rolls of toilet paper, tools, diapers and sanitary napkins, and other miscellaneous garbage, litter, or debris.
3) Clean up spills: vendor shall immediately clean up any spills or contamination that occur inside the restroom building or outside on the surrounding cement, vegetation, and/or soil during the pumping or trash removal tasks. This includes cleaning to disinfect walls, floors, ceiling, window, door, handles, toilet seat and riser, and any other fixtures and replacement of toilet paper, if necessary, at the Vendor’s expense.
4) Add sewage treatment product: vendor shall add sewage/septic tank treatment bacteria and/or enzymes to the empty vault after pumping, trash removal, and spill cleanup tasks are completed.
a. Vendor shall use 2.5 gallons of the “Port Septic Tank Treatment” product made by Southland Organics in every vault after every pumping. See website:
https://www.southlandorganics.com/products/septic-tank-treatment?variant=13439969732.
b. A substitute product may be used, only after approval by the COR. The substitute must be an organic microbial culture that facilitates the breakdown of raw sewage; digests difficult compounds toxic to naturally occurring bacteria or existing sewage bacteria; contain bacterial strains that break down difficult fats, oils, tissue, hydrocarbons, and phenols; reduces corrosion resulting from leaching hydrogen sulfide; and controls odor without perfumes or fragrances. In addition, the substitute must be biodegradable in water, harmless to animal and human life, noncorrosive and nonpathogenic; safe to handle and store; promote the natural composting process; and increase microbial activity after use.
5) Recharge with water: vendor shall charge each vault with 200 to 300 gallons of clean water after pumping, trash removal, cleanup, and sewage treatment tasks have been completed.
a. Vendor will perform this task as described under task 1) Charge with water.
6) Dispose of sewage and trash: vendor shall transport and properly dispose of sewage and sewage-contaminated trash removed from the toilet vaults.
a. Vendor shall transport sewage in licensed containers and/or vehicles and sewage-contaminated trash in heavy-duty/industrial trash bags or other containers to a licensed/permitted disposal facility and pay all fees associated with disposal.
Sewage and sewage-contaminated trash handling and disposal will conform with all federal, state, and local laws and ordinances, including applicable health regulations.
7) Notify of completed service: vendor will notify the COR via phone, text, or email after all https://www.southlandorganics.com/products/septic-tank-treatment?variant=13439969732 https://www.southlandorganics.com/products/septic-tank-treatment?variant=13439969732 scheduled vault pumping service tasks have been completed.

Vault Toilet Pumping Service Tasks As described in the section above per the bid schedule
d. Notifications of Service Completed or Service Delayed
1) All notifications must be sent by text message or email. The vendor may call with information or questions, but must follow up with a brief, written record of the completed or re-scheduled vault pumping service visit. The BLM will confirm any re-scheduled toilet vault pumping service date in writing (via email or text). BLM will generally respond during regular business hours.
2) Vendor will notify the COR on either the same business day or on the next business day after all toilet vault pumping service duties have been completed for the scheduled service date. This includes notification after re-scheduled toilet vault pumping service dates and for completing or re-performing toilet vault pumping service duties for deficient or unperformed work (see Part D.II.).
3) Snow and/or impassable road conditions during inclement weather may prevent access to the recreation sites and/or specific restroom facilities. This is especially a concern during the winter months (December through March/April). If weather conditions prevent a scheduled vault pumping service visit, the vendor must notify the COR one day in advance or on the same business day as the scheduled service to reschedule. The toilet vault pumping service visit should be rescheduled as soon as practicable, weather and road conditions permitting. Vendor will notify the COR by text or email on either the same business day or on the next business day after the rescheduled vault pumping service has been completed.
4) BLM acknowledges that occasionally there will be other needs for rescheduling vault pumping service dates. Such reasons may include but are not limited to equipment and vehicle failures, staff shortages, and other unforeseen circumstances. When reasons other than weather cause a delay to the scheduled service date, the vendor must notify the COR one day in advance or on the same business day as the originally scheduled service date to reschedule as soon as practicable. The vendor should attempt to complete the toilet vault pumping service within two weeks of the initially scheduled service date. Vendor will notify the COR on either the same business day or on the next business day after the rescheduled vault pumping service has been completed.
5) Service Completed Notifications are a critical component of the invoice/billing payment process and the inspection process. BLM will use the notifications to confirm the scheduled toilet vault pumping service duties were completed and for post-service inspections. The COR will compare the pumping service invoice dates with the Service
Completed Notification dates and also schedule inspections accordingly. The vendor may not be paid for invoice dates that do not have a corresponding Service Completed Notification email or text, unless completion of vault pumping service tasks can be confirmed otherwise. See Part C.IV.
Notification of Service Completed (by text or email)
Within one business day after completing the scheduled pumping service visit
Notification of Service Delayed (by text or email) Within one business day before or on the same business day as the scheduled pumping service date
