About this opportunity

The U.S. Department of Agriculture Agricultural Research Service seeks renovation of Building 89 at its Subtropical Horticulture Research facility in Miami, Florida, with quotations due July 22, 2026. The procurement is a Total Small Business set-aside (NAICS 236220), with a small business size standard of $45 million.

Place of performance is 13601 Old Cutler Road, Miami, Florida 33158. Work must be completed within 160 calendar days from contract award and commence within 10 calendar days of notice to proceed. The scope includes drywall installation (5,712.80 square feet including fire-resistant drywall and cement board), soundproofing interior walls (880.40 square feet), vinyl flooring and carpet tile installation, painting with primer and two finish coats, cabinetry with glass doors and countertops, plumbing fixtures, tile wall installation, window blinds, and installation of one commercial hollow-metal door with frame, plus flooring and countertop replacement in Lab 232. The contractor furnishes all labor, materials, equipment, and services; the government provides reasonable electricity and water.

Contractor responsibilities include obtaining all required permits and licenses, providing a Site-Specific Safety Plan within ten days of award, and maintaining continuous quality control. Three separate individuals are required for superintendent, site safety and health officer, and QC manager roles. Performance and payment bonds are mandatory within ten days of award. The contractor warrants all work for one year from final acceptance, covering defects in materials and workmanship but excluding damage from misuse, environmental events, normal wear, or alterations by others.

Material specifications for wall tile, vinyl base, vinyl flooring, acoustic ceiling tile, carpet tile, paint, and soundproofing assemblies require contractor submission of comparable commercial-grade options for approval. An organized site visit was held June 23, 2026. Questions were due June 25; Amendment 0001 (July 7, 2026) extended the deadline and provided updated SOW and RFI responses. Award will be made on best value considering technical approach, corporate experience with similar projects completed within the last two years, and price. Davis-Bacon prevailing wage rates apply.
