About this file
This document is a Questions and Answers (Q&A) file for a USDA Agricultural Research Service Building 89 Renovation project. The Q&A addresses 74 contractor inquiries regarding scope clarifications, material specifications, responsibility assignments, and project execution requirements.
The project involves interior renovation work including flooring installation (vinyl, LVT/LVP, and carpet tile), drywall installation with sound attenuation, painting, cabinetry reuse or replacement, door installation, and finish work across multiple laboratory and office spaces. Key material specifications are not fully documented in the Statement of Work; contractors must submit comparable commercial-grade options for approval on items including wall tile, vinyl base, vinyl flooring, acoustic ceiling tile, carpet tile, paint, and soundproofing assemblies. The project requires a 120-day completion timeline from Notice to Proceed, with permit review time excluded from this duration. The Prime Contractor is responsible for obtaining required City/County permits and providing dust containment and negative air machines as needed. USDA/ARS personnel will handle equipment relocation, furniture removal, fire alarm disconnection/reconnection, and electrical de-energization, while the contractor is responsible for protecting remaining items and de-energizing receptacles. The project requires three separate individuals for superintendent, site safety and health officer, and QC manager roles; a contract-specific QA/QC plan; and traditional performance and payment bonds (irrevocable letters of credit are not accepted). Drywall finish is Level 4 unless otherwise specified. Work must commence within 10 days of contract award, and approximately 35 personnel will occupy the building during construction. Contractors will receive security badges after clearance. The Fire Alarm Contractor contact is Owen Security at 305-223-2561.
