About this opportunity

The Department of the Air Force Air Education and Training Command seeks diagnostic troubleshooting and repair services for a Trane chiller located at Building 3820, JBSA Fort Sam Houston, with quotes due September 22, 2026 at 4:00 PM CDT. This is a 100% small business set-aside procurement under NAICS code 238220.

Place of performance is Fort Sam Houston, Texas. The work requires comprehensive diagnostics within a 3-day service window using up to 17 hours of technician labor to isolate and diagnose operational issues with the chiller's Variable Frequency Drive (VFD), with conditional VFD replacement and operational testing if diagnostics warrant it. The contractor must perform work in coordination with qualified Trane Service Technicians and restore the system to 100% operational capability per manufacturer standards. Performance runs September 28 through October 28, 2026.

Contractor personnel must possess valid driver's licenses with current insurance and registration, pass background checks, and have no outstanding warrants. Work must comply with OSHA Lockout/Tagout procedures (29 CFR 1910.147), NFPA 70E arc flash standards, and EPA Section 608 refrigerant handling certification. The contractor provides all technician labor, tools, diagnostic equipment, and travel, and must maintain a zero-spill environment. Work occurs during normal duty hours (0700–1700, Monday–Friday), excluding federal holidays.

The Service Contract Act applies; wage determination document WD 2015-5253 Rev 31 governs labor rates for Texas counties including Bexar County. Two firm fixed-price line items structure the quotation: diagnostics and minor repair (Item 0001) and VFD major repair or replacement if authorized separately (Item 0002). Award criteria employ Lowest-Price Technically-Acceptable (LPTA) evaluation with technical proposals rated pass/fail on Technical Approach and Key Personnel Certifications, and Execution and Reporting. Offerors must provide proof of technician Trane qualifications, a detailed technical plan, and remain firm for 60 calendar days. Payment is via WAWF Invoice 2-in-1 documents. The contractor warrants all labor for 1 year and extends original manufacturer warranties on replacement parts. Contracting officer is Erika Turner (erika.turner.1@us.af.mil).
