About this file

This is a Questions and Answers document addressing inquiries regarding solicitation FA301626Q0271 for diagnostic and repair services on a Trane air-cooled chiller located at Building 3820, JBSA Fort Sam Houston. The requirement involves diagnostic evaluation of a 165-ton Trane ACRB 1655 chiller with a problematic Variable Frequency Drive (VFD) on Circuit 1, with a secondary VFD on Circuit 2 currently operating normally. The contractor must complete a diagnostic assessment within 17 total technician labor hours to identify the root cause of the VFD failure, after which replacement, programming, startup, and commissioning hours are excluded from this limitation and will be compensated separately.

Pricing will be structured in two phases: the initial firm-fixed-price quotation covers only the 17-hour diagnostic work, while VFD replacement costs and any additional repairs identified during diagnostics will be addressed and authorized separately following the diagnostic report. The work must be performed by or in coordination with qualified Trane Service Technicians to restore the system to 100% operational capability per manufacturer standards. Technicians must possess valid driver's licenses with current insurance and registration, pass background checks, and have no outstanding warrants. The government will coordinate equipment shutdown, electrical isolation, and facility access. Questions were due September 15th at 1400 CDT, with quotations due September 18th at 1230 CDT. The Service Contract Act applies, with wage determination documentation to be added to the solicitation, and the work is not classified as construction.

· Government Response: Contractor will submit their diagnostic report and notify the problem to see what the actual repair needs to be.

1. Does the 17-hour diagnostic limit represent 17 total technician labor-hours, 17 hours per technician or 17 elapsed onsite hours?

1. Chiller Model and Serial Number Please provide the complete Trane chiller model number and serial number for the unit located at Building 3820.

· Government Response: See questions #2

1. Chiller Type Please confirm whether the Trane unit is a centrifugal chiller, air-cooled chiller, or another type/configuration.

· Government Response: Air Cooled Chiller

1. VFD Quantity and Identification Please confirm how many VFDs are associated with the affected chiller and whether the Government's current concern is limited to one specific VFD. If available, please provide the VFD manufacturer, model number, part number, and/or serial number.

· Government Response: See questions #2 for model number and serial number. There are 2 VFDs associated with the affected chiller and only Circuit 1 VFD is the one specific that’s having problems.

1. Existing VFD Condition / Reported Symptoms Has the Government or its maintenance personnel previously identified any fault codes, alarms, operational symptoms, test results, or other indications suggesting that the VFD may be defective? If so, please provide any available diagnostic information, service reports, alarm history, photographs, or technician notes that may assist with preparation for the service call.

· Government Response: Our Maintenance personnel locked the VFD to only be operating under one Circuit. A proper diagnostic is needed to trouble shoot the VFD.

1. Pricing for VFD Replacement The SOW states that if the VFD is determined to be defective, the contractor is authorized to proceed with its replacement. Please clarify whether offerors are expected to include the anticipated VFD replacement, associated labor, materials, programming, start-up, and commissioning costs in the initial Firm-Fixed-Price quotation, or whether VFD replacement pricing will be addressed after diagnostics confirm that replacement is required.

· Government Response: The VFD pricing will be addressed after the diagnostic report that confirms that the replacement is required.

1. Pricing for Other Repairs Identified During Diagnostics The SOW states that if components other than the VFD are found to be defective, the contractor must provide the Government with a cost/labor estimate and obtain authorization before proceeding. Please confirm whether these potential additional repairs should therefore be excluded from the initial quotation and handled separately through Government authorization or contract modification following diagnostics.

· Government Response: The potential additional repairs should not be excluded from the initial quotation. The additional repairs will just need authorization prior in proceeding forward.
