About this file

This is a Request for Quote (RFQ) for comprehensive diagnostic troubleshooting and repairs on a Trane Chiller system located in Building 3820 at Fort Sam Houston. The solicitation number is FA301626Q0271, issued on June 10, 2026, with an offer due date of September 18, 2026, at 12:30 PM Central Daylight Time. The acquisition is 100% set aside for small business concerns, with a NAICS code 238220 and size standard of $19,000,000. The Service Contract Act applies to this requirement.

The scope includes two firm-fixed-price contract line items: (1) Building 3820 Repair Dormitory Chiller, Parts Repaired, and (2) Building 3820 Repair Dormitory Chiller, Diagnostics Services. Both items are valued at one unit each with a performance period from September 30, 2026, to October 30, 2026. The work requires comprehensive diagnostic troubleshooting and repairs to isolate, diagnose, and resolve operational issues associated with the system's Variable Frequency Drive (VFD). Offerors must submit a detailed, step-by-step technical plan demonstrating capability to diagnose the Trane chiller and restore it to full operational capability, provide proof of technician qualifications to service the specified Trane equipment, and submit a clear plan for mobilization, diagnostics, repair recommendations, and final operational testing within the 30-day performance window. Evaluation will be conducted on a Lowest-Price Technically-Acceptable (LPTA) basis, with technical proposals rated on a pass/fail basis of "Acceptable" or "Unacceptable" across two subfactors: Technical Approach and Key Personnel Certifications, and Execution and Reporting. Payment will be made via Wide Area Workflow (WAWF) with routing to DoDAAC F87700 (Pay Official), FA3016 (Issue By and Admin), and F2M3CB (Inspect By and Service Acceptor/Approver). The contracting officer is Erika Turner, contactable at erika.turner.1@us.af.mil.

(a) Definitions. As used in this provision-

Foreign person means any person other than a United States person.

Specified Federal procurement payment means any payment made pursuant to a contract with a foreign contracting party that is for goods, manufactured or produced, or services provided in a foreign country that is not a party to an international procurement agreement with the United States. For purposes of the prior sentence, a foreign country does not include an outlying area of the United States.

United States person as defined in 26 U.S.C. 7701(a)(30) means

(1) A citizen or resident of the United States;

(2) A domestic partnership;

(3) A domestic corporation;

(4) Any estate (other than a foreign estate, within the meaning of 26 U.S.C. 701(a)(31)); and

(5) Any trust if-

(i) A court within the United States is able to exercise primary supervision over the administration of the trust; and

(ii) One or more United States persons have the authority to control all substantial decisions of the trust.

(b) Unless exempted, there is a 2 percent tax of the amount of a specified Federal procurement payment on any foreign person receiving such payment. See 26 U.S.C.

5000C and its implementing regulations at 26 CFR 1.5000C-1 through 1.5000C-7.

(c) Exemptions from withholding under this provision are described at 26 CFR 1.5000C-1(d)(5) through (7). The Offeror may claim an exemption from the withholding by using the Department of the Treasury Internal Revenue Service (IRS) Form W-14, Certificate of Foreign Contracting Party Receiving Federal Procurement Payments, available at www.irs.gov/w14. Any exemption claimed and self-certified on the IRS Form W-14 is subject to audit by the IRS. Any disputes regarding the imposition and collection of the 26 U.S.C. 5000C tax are adjudicated by the IRS as the 26 U.S.C. 5000C tax is a tax matter, not a contract issue. The IRS Form W-14 is provided to the acquiring agency rather than to the IRS.

(d) For purposes of withholding under 26 U.S.C. 5000C, the Offeror represents that

(1) It [ ] is [ ] is not a foreign person; and

Evaluation Factors for Award

RFO 52.212-2-- Evaluation--Commercial Products and Commercial Services

1.0 Basis for Contract Award. The Government will award a single Firm-Fixed-Price (FFP) contract to the responsible Offeror whose offer, conforming to the solicitation, is determined to represent the best value to the Government. The award will be made on a Lowest-Price Technically-Acceptable (LPTA) basis. To be considered for award, an offer must receive an overall rating of "Acceptable" for Factor 1: Technical. The Government will then award to the technically acceptable offeror with the lowest total evaluated price.

2.0 Evaluation Process.

(a) The Government will first rank all offers by the Offeror's Total Evaluated Price, from lowest to highest. (b) If three (3) or fewer offers are received, the Government will evaluate all offers for technical acceptability. If more than three (3) offers are received, the Government will evaluate the technical proposals for the three (3) lowest-priced offers. The Government reserves the right to evaluate additional offers for technical acceptability if it is determined to be in the Government's best interest. (c) Award will be made to the responsible Offeror whose offer is the lowest evaluated price among the technically acceptable offers.

3.0 Evaluation Factors. Offers will be evaluated based on the following two factors: Factor 1 - Technical and Factor 2 - Price.

FACTOR 1: TECHNICAL. The technical proposal will be evaluated on a single, pass/fail basis of "Acceptable" or "Unacceptable." The proposal must be rated "Acceptable" for each Subfactor to receive an overall "Acceptable" rating for Factor 1: Technical. Failure to meet the minimum requirements under any Subfactor will result in an overall "Unacceptable" rating for Factor 1: Technical, making the entire offer ineligible for award.

Acceptable: Proposal clearly meets the minimum requirements of the solicitation.

Unacceptable: Proposal does not meet the minimum requirements of solicitation.

Subfactor 1.1: Technical Approach and Key Personnel Certifications

Standard: The Government will evaluate whether the offeror presents a clear, compliant, and executable plan for performing troubleshooting, repair, and restoration of the portable chiller units to full operational capability, along with requisite personnel qualifications. Evaluation will consider whether the proposal:

1. Submits a detailed, step-by-step written plan demonstrating their capability to diagnose the Trane chiller and restore it to operational capability.

2. Acknowledgement of all SOW requirements.

3. Provides proof that the designated technician(s) assigned to perform the diagnoses and repair are qualified to service the specified Trane equipment.

The standard has been met when: The offeror provides a logical, comprehensive diagnostic and repair methodology that addresses initial response, diagnostic steps, communication of findings, repair recommendation/estimate and restoration/ testing. The plan must meet stated maximum and completion requirements. The offeror provides proof all technician(s) are qualified to service the equipment.

Subfactor 1.2: Execution, and Reporting

Standard: The Government will evaluate the offeror's ability to safely execute the work, complete the project within the 30-day period of performance, and provide proper closeout documentation. Evaluation will consider whether the proposal demonstrates:

1. A clear plan to mobilize to the job site with standard chiller diagnostic equipment, safety gear, and basic service stocks within the required timeline.

2. A clear process for providing detailed reports on findings, work performed, and all parts replaced, including a log sheet of final operational data.

The standard has been met when: The quote provides a realistic plan that aligns with the 30-day period of performance and outlines a clear, compliant process for submitting final operational data and closeout reports.

FACTOR 2: PRICE

The Government will evaluate the price proposal for reasonableness and completeness. Total Evaluated Price (TEP): The TEP will be calculated as the sum of all Firm-Fixed-Price (FFP) Contract Line Item Numbers (CLINs) provided in the pricing schedule. Reasonableness: Price reasonableness will be evaluated to ensure proposed pricing is fair and reasonable to the Government, utilizing price analysis techniques in accordance with RFO 15.404-1.

3. Unbalanced Pricing: Offers may be rejected if the contracting officer determines that the proposed pricing is materially unbalanced.

52.212-2 Evaluation-Commercial Products and Commercial Services. (Deviation 2026-O0038) (Feb 2026)

(a)Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. (b)Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c)Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
