About this opportunity
The U.S. Embassy Brussels seeks a Blanket Purchase Agreement for heating fuel delivery services to U.S. Government-owned residences, with proposals due May 9, 2026, at 14:00 Central European Time. The BPA is not a financial commitment but an overarching agreement enabling authorized personnel to request services; only companies specializing in fuel delivery should apply.
Place of performance is Brussels, Belgium (1000 Brussels). The contractor must provide both scheduled and unscheduled (on-call and emergency) fuel deliveries with capability to respond to emergency requests within 24 hours, maintain continuity of supply, and ensure all personnel are properly trained and licensed. The NAICS code is 457210, Fuel Dealers; PSC is S204, Housekeeping—Fueling and Other Petroleum.
The BPA runs from May 15, 2026, through May 14, 2027, with individual calls not exceeding the Simplified Acquisition Threshold and an aggregate BPA ceiling of 20,000 EUR (approximately $40,000). All pricing is established at BPA award and serves as the baseline for future calls. Pricing must include all labor, materials, overhead, profit, and transportation costs. Value Added Tax at 21% applies and must be included in line item rates; the Embassy subsequently obtains VAT exempt form C151 for refund purposes. All pricing and calls are issued in EURO currency. The acquisition uses Simplified Acquisition Procedures under FAR Part 12. Proposals must be submitted electronically in Microsoft Word, Excel, or PDF format to Brusselsbids@state.gov with subject line "Proposal 19BE2026Q0065." Evaluation factors are technical capability, past performance and experience, and price, with award made to the responsible offeror offering best overall value. All companies must register in SAM.gov before award, an NCAGE code is required, and there is no cost to obtain either.
