About this opportunity

The Mission and Installation Contracting Command-Fort Bliss seeks to establish up to five Blanket Purchase Agreements for rental, delivery, servicing, and removal of portable latrines and hand-wash stations at Fort Bliss, Texas, and associated training areas in Texas and New Mexico, with quotations due November 13, 2026. This is a total small business set-aside under NAICS 562991, Septic Tank and Related Services, with a $9 million size standard.

One of the five BPAs carries a Women-Owned Small Business (WOSB) set-aside designation. Place of performance spans Fort Bliss, Texas, and subordinate training areas and ranges in Texas and New Mexico. The BPA ordering period runs from November 23, 2026, through November 22, 2031. The aggregate BPA ceiling is $6.5 million, with individual BPA call values not to exceed $1 million. The Government does not guarantee minimum quantity or expenditure.

Services include rental or lease, delivery with placement by 8:00 AM on the first requested day, scheduled cleaning and sanitization (24/7, 52 weeks annually), sanitization with commercial chemicals, restocking with minimum three full toilet paper rolls and refilled soap and water dispensers, relocation within 24–48 hours, emergency response within 24 hours, and removal within 48 hours after event completion. Portable latrines must meet ANSI Z4.3-2005 standards, be new or like-new condition with no leaks or cracks, feature spring-locked self-closing doors, and withstand 45 miles per hour wind. Hand-wash stations must accommodate a minimum of two individuals simultaneously with separate fresh and gray water tanks.

Contractors must provide all personnel, equipment, supervision, transportation, tools, materials, and facilities. Performance standards require 100% compliance for unit serviceability, cleaning and stocking, relocations, emergency response, and spill prevention; 95% compliance for delivery/setup and unit pickup. Contractors must obtain all necessary federal, state, and local licenses and permits, maintain Material Safety Data Sheets, comply with 29 CFR 1910 and Army safety manuals, and report spills.

Service Contract Act prevailing wage rates apply. Texas (El Paso and Hudspeth counties) wage rates range from $10.84 to $55.70 per hour. New Mexico counties (Chaves, Eddy, Lincoln, Otero, and Dona Ana) rates range from $11.27 to $59.52 per hour. All workers receive fringe benefits of $5.92 per hour ($5.42 under Executive Order 13706), plus two weeks paid vacation (escalating to four weeks after 15 years) and a minimum of eleven paid holidays annually.

Evaluation is price-only among BPA holders. Award goes to the lowest-priced technically acceptable offerors. Technical evaluation requires a five-page approach volume and at least two references demonstrating relevant experience within the past two years. Quotations must include completed SF1449 pricing, administrative documentation, and acknowledgment of BPA terms and conditions. Vendors must respond to each RFQ; failure to respond to three RFQs may result in BPA termination. Payment terms are Net 30 with monthly invoicing through WAWF/PIEE including signed delivery tickets and labor documentation.
