1. Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.

Solicitation number W911SG27QA003 is issued as a request for quotation (RFQ) for the rental or lease, delivery, placement, servicing, cleaning, pumping, waste disposal, sanitization, restocking, relocation, repair, removal, and pickup of portable latrines and portable hand-wash stations.

The Mission and Installation Contracting Command–Fort Bliss intends to establish five Blanket Purchase Agreements (BPAs) with responsible small-business concerns for commercial, non-personal portable sanitation services. The requirement includes the rental or lease, delivery, placement, servicing, cleaning, pumping, waste disposal, sanitization, restocking, relocation, repair, removal, and pickup of portable latrines and portable hand-wash stations.

The Government anticipates issuing BPA calls to meet recurring requirements in support of military units conducting routine activities, training events, and field exercises at Fort Bliss, Texas, and associated training areas and ranges in Texas and New Mexico.

This acquisition is a total small-business set-aside under NAICS 562991. The Government intends to establish up to five BPAs with technically acceptable offerors whose evaluated prices are determined fair and reasonable. The Government is not obligated to establish the maximum number of BPAs or to make any BPA award. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

2. Performance Work Statement (Summary)

The contractor shall provide all personnel, equipment, supervision, transportation, tools, materials, supplies, facilities, and other resources necessary to provide portable latrine and hand-wash station services, including waste disposal.

Services include, but are not limited to:

1. Furnishing clean, serviceable, high-wind-resistant portable latrines and hand-wash stations

2. Delivery, placement, setup, anchoring, and inspection of units at Government-designated locations

3. Scheduled cleaning, pumping, sanitization, restocking, and service-ticket documentation

4. Repair or replacement of unserviceable units

5. Relocation of units within training areas when directed by the Government

6. Emergency delivery or servicing

7. Waste and gray-water disposal at approved facilities

8. Removal and pickup of units at the conclusion of a BPA call

The contractor shall perform services in accordance with the attached Performance Work Statement (PWS), including the Performance Requirements Summary (PRS) and inspection report. The PWS requires serviceable units, delivery and setup at specified grid coordinates, removal within 48 hours after completion of the call period, routine cleaning and restocking, relocation support, emergency response, and spill-prevention procedures.

3. Place of Performance The place of performance is Fort Bliss, Texas, including Biggs Army Airfield, Fort Bliss Garrison-controlled areas, training areas, ranges, and other locations identified in individual BPA calls.

Performance may also occur at associated Fort Bliss training locations in Texas and New Mexico.

Each BPA call will identify the specific performance location(s), grid coordinates when applicable, required delivery date and time, period of performance, quantities, service frequency, and any exercise-specific requirements.

4. BPA Structure and Limitations

4.1 Multiple-Award BPA Structure

The Government intends to establish up to five BPAs with qualified small-business sources.

The BPAs will provide a vendor pool for recurring portable sanitation requirements. The existence of a BPA does not guarantee work, revenue, a minimum quantity, or a minimum expenditure.

The Government is obligated only to the extent authorized BPA calls are issued by a warranted Contracting Officer.

4.2 Ordering Period

The anticipated ordering period is 23 November 2026 through 22 November 2031.

If BPA award is delayed, the Government may shift the ordering period to a later commencement date and correspondingly extend the end date to preserve a total five-year ordering period. The final ordering-period dates will be established in the BPA award document.

4.3 BPA Ceiling

The aggregate ceiling for all BPAs awarded under this solicitation is $6,500,000. The Government will not issue BPA calls that cause the aggregate value of all BPA calls to exceed this amount.

4.4 Individual BPA Call Limitation

No individual BPA call shall exceed $1,000,000.

5. BPA Call Competition

When a requirement arises, the Contracting Officer will issue a request for quotation to all BPA holders capable of performing the requirement. Each BPA call RFQ will identify, at a minimum:

• Required services

• Required number and type of portable latrines and hand-wash stations

• Delivery and pickup location(s)

• Performance period

• Required delivery date and time

• Servicing frequency

• Relocation requirements

• Applicable performance standards

• Any emergency-service requirement

• Quote submission deadline

BPA calls will be competed among BPA holders. The Government may solicit sources outside the BPA-holder pool when necessary to obtain maximum practicable competition or satisfy an urgent requirement.

BPA holders shall respond to each BPA call RFQ with either a quotation or a written declination.

Urgent requirements may require abbreviated quotation response times, including response times as short as 72 hours

6. Pricing Schedule Offerors shall complete and submit the attached SF1449.

All proposed prices shall be in U.S. dollars and include all costs necessary to perform the required services, including labor, equipment, transportation, delivery, setup, anchoring, routine servicing, cleaning, sanitization, pumping, waste disposal, restocking, pickup, overhead, and profit.

8. Evaluation and Award

8.1 Addendum to 52.212-2 Evaluation-Commercial Products and Commercial Services.

(Deviation 2026-O0038)

The Government will evaluate quotations using the following factors:

1. Technical Acceptability — Acceptable/Unacceptable

2. Price — Evaluated for completeness, reasonableness, and balance

3. Past Performance — Evaluated based on recorded past performance within the last three

(3) years.

8.2 Technical Acceptability

A quotation will be rated Acceptable when it demonstrates the offeror’s capability to meet the material requirements of the PWS, including mobilization; serviceable equipment; delivery, setup, and anchoring; servicing and waste disposal; relocation; emergency response; pickup; installation access; and quality control.

A quotation rated Unacceptable is ineligible for award unless the Government conducts discussions or otherwise permits revision.

8.3 Price

The Government will evaluate the unit price proposed for each Contract Line Item Number (CLIN) to determine whether pricing is complete, fair and reasonable, and not materially unbalanced.

Offerors shall propose a unit price for every CLIN. Because the BPA does not guarantee quantities, the Government will not calculate an aggregate evaluated price for BPA establishment.

The Government will evaluate actual quantities, applicable unit prices, and the total quoted price when competing individual BPA calls among BPA holders.

The Government will assess the prices of all acceptable offers to determine whether they are fair and reasonable. Award will be made to the offeror with the lowest evaluated price among the technically acceptable proposals.

Reasonableness: The existence of adequate price competition is expected to support a determination of reasonableness; a price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business.

Realism: Analysis the government uses to ensure the quoter understands the requirement. Quoting unrealistically low in price may be considered indicative of a lack of understanding of the complexity and risk in the contract requirements. Unrealistic offers may not be considered for award. The ability of the quoter to perform aspects of the anticipated contract from inception to completion will be considered as part of the overall "realism" evaluation.

Completeness: Completeness is compliance of the quoter with Addendum to FAR Provision 52.212-1, Instruction to Offerors.

Unbalanced pricing: Exists when, despite an acceptable evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of price analysis techniques. Quotes that are determined to be unbalanced may be rejected if the lack of balance poses a significant risk to the Government.

Past Performance: Must provide capabilities and past experiences of delivering Latrines and HWs in a timely manner.

Process: The Government will conduct an initial evaluation of all proposals to determine price acceptability and whether the proposed prices are fair and reasonable. From the set of proposals found technically acceptable, the Government will then identify the offeror that most clearly demonstrates the capability to meet the requirements specified in PWS. As part of this determination, the offeror must show the ability to mobilize and begin performance promptly upon contract award.

Technical Acceptable and Unacceptable Ratings

Rating Description

Acceptable Offer clearly meets all evaluation factors of the solicitation.

Unacceptable Offer does not meet the minimum requirements of the solicitation.

Rating Acceptable Description Offer clearly meets all evaluation factors of the solicitation.

Unacceptable Offer does not meet the minimum requirements of the solicitation. Once that offeror is identified, the Government will perform a price-reasonableness analysis on the proposed price. If the price is determined to be fair and reasonable, the Government will make award to that offeror without further consideration of the remaining proposals.

8.4 Award

The Government intends to establish up to five BPAs with responsible small-business offerors whose quotations are determined technically acceptable and whose evaluated prices are fair and reasonable. If more than five quotations are found technically acceptable, the Government will establish BPAs with the five offerors offering the lowest evaluated prices.

The Government reserves the right to establish fewer than five BPAs, establish no BPA, or make award without discussions.
