About this opportunity

The Defense Health Agency, acting through the Walter Reed Army Institute of Research (WRAIR), is issuing a Request for Information on May 14, 2026 (11:00 AM ET deadline) for market research to establish a future Blanket Purchase Agreement for medical gases and dry ice. This is not a solicitation and will not result in contract award; the agency seeks vendor capabilities statements only.

The requirement encompasses compressed and bulk medical-grade gases, laboratory and specialty gases, gas-related equipment, dry ice pellets, and tank leasing services across four geographic locations: Alabama, Delaware, Maryland, and Massachusetts. Performance will support WRAIR and other Defense Health Agency R&D laboratories including USAMRIID (Fort Detrick, Maryland), USAMRICD (Aberdeen Proving Ground, Maryland), USARIEM (Natick, Massachusetts), USAARL (Fort Novosel, Alabama), and the Pilot Bioproduction Facility (Silver Spring, Maryland). The procurement covers over 180 line items including cylinder rental (medical and industrial grades, ranging from E-tank to 300-cubic-foot cylinders), bulk liquid nitrogen delivery via 3,000-gallon tanks and portable micro-bulk stations, dry ice delivery at pre-scheduled times and quantities, cylinder maintenance services (ultrasonic testing, cleaning, painting, valve replacement, disposal), and telemetry monitoring for specified large storage tanks.

Interested vendors must submit a capabilities statement (not exceeding five pages, 12-point font) demonstrating ability to service all four locations, supply all listed gases and dry ice, comply with compressed gas cylinder safety regulations, and provide telemetry and software updates for one 14-ton CO2 tank, two 6,000-gallon liquid nitrogen tanks, and one 1,000-liter liquid nitrogen microbulk tank. Submissions must include DUNS number, CAGE code, Tax Identification Number, SAM registration status, and socio-economic classifications. Email responses to brenda.i.mena.civ@health.mil and jennifer.c.jackson18.civ@health.mil.
