About this opportunity
Pacific Air Forces, through the 36th Contracting Squadron, seeks to establish up to five Blanket Purchase Agreements for shuttle transportation services at Andersen Air Force Base, Yigo, Guam, with proposals due September 8, 2026. This is a 100% small business set-aside with an overall contract ceiling of $7 million and a five-year ordering period from September 1, 2026, through August 31, 2031.
Place of performance is Guam. The BPA covers shuttle transportation using buses and passenger vans (7–50 passengers) to support personnel travel to various locations on Guam, including short-notice support for deployments, exercises, contingency operations, and regular shuttle operations. All pricing must be fully burdened firm-fixed-price with fully burdened hourly rates covering direct costs, indirect costs, profit, insurance, maintenance, vehicle delivery, and roadside assistance. The maximum call value is $1.4 million; minimum is $2,500. For calls under $350,000, the Government allocates work alphabetically among BPA holders by fleet availability; for calls exceeding $350,000, the Government competes all qualified holders using total evaluated price source selection.
Offerors must demonstrate past performance including at least one-year unbroken contracts completed or ongoing within the past three years with annual value of at least $200,000; experience providing shuttle services for at least two simultaneous instances within Guam; possession of appropriate vehicle fleet and maintenance facilities; and current business ownership or affiliate affiliation with a Guam shuttle license. BPA holders must obtain base access through contracting officers and comply with federal prohibitions on controlled substances on military installations. Questions were due September 1, 2026. Amendment 0001 (issued September 2) updated Attachment 4 and incorporated Q&As. Evaluation employs lowest-priced source selection with past performance rated acceptable/unacceptable and price as the primary award factor.

The purpose of this Blanket Purchase Agreement (BPA) is to assist the 36th Wing and other mission partners. The BPA holder will furnish nonpersonal service(s) for Shuttle Transportation Services for 36 Wing, Andersen Air Force Base, Yigo, Guam, to support personnel traveling to various locations on Guam. This includes services on short notification to support deployments, exercises, contingency operations, and regular shuttle transportation. The scope of work is detailed in the Performance Work Statement (PWS) (Attachment 1). NAICS: 485999 (All Other Transit and Ground Passenger Transportation). The BPAs are established in accordance with Revolutionary FAR Overhaul (RFO) Part 12.201(3) as a method of filling anticipated repetitive needs for services by establishing "charge accounts" with qualified sources. A BPA is not a contract; it is a written instrument of understanding containing clauses applying to future Calls. The 36th Contracting Squadron (CONS) is responsible for administering the agreements and maintaining detailed logs of all information for each call placed. BPA Holders must agree to register in the System for Award Management (www.sam.gov) and maintain this registry throughout the tenure of this agreement.
