About this file

This is a Performance Work Statement (PWS) for a Multiple Award Blanket Purchase Agreement (BPA) to provide shuttle transportation services to the 36 Wing at Andersen Air Force Base, Guam.

The BPA Holder shall provide comprehensive shuttle transportation services within Guam, including buses and multi-passenger vans accommodating 7-15 passengers. Key service requirements include fully operational, air-conditioned vehicles compliant with local and federal safety regulations, and properly licensed drivers in accordance with transportation regulations. The BPA Holder must provide immediate replacement of defective vehicles and be prepared to support deployments, exercises, contingency operations, and regular shuttle transportation on short notice. All proposed prices and hourly rates shall be fully burdened Firm-Fixed-Price (FFP), including direct costs, indirect costs, profit, insurance, maintenance, and roadside assistance. The ordering period for calls is five years from BPA issuance.

Call allocation procedures differ by value threshold. For calls under $350,000, the Government will allocate individual calls on an alphabetical rotation basis among BPA holders, provided the sequential holder has the required vehicle type available within their active inventory. BPA Holders have 24 hours to respond to a call; failure to respond results in bypass with position retained at the top of the rotation list. For calls exceeding $350,000, the Government will conduct competition among all qualified BPA holders using a Request for Quote (RFQ) process with Total Evaluated Price (TEP) source selection, with the lowest offer meeting technical specifications being awarded. Multiple BPA holders may be selected to fill requirements at Government discretion. Authorized Contracting Officers from the 36th Contracting Squadron (CONS) and 356th Expeditionary Theater Support Group (ETSG) execute calls. The BPA Holder must designate an authorized representative and alternate point of contact within 72 hours of award and maintain responsiveness during active order periods. Services must be available on all federal holidays as specified in individual calls. BPA Holders must obtain base access through the contracting officer, who will forward requests to 36 Security Forces; employees must provide valid Real ID driver's license, current vehicle registration, and valid vehicle insurance at the Visitor Control Center to obtain vehicle passes. Employees must comply with base traffic regulations and federal prohibitions on controlled substances, particularly marijuana, which is prohibited on federal property and military installations regardless of local decriminalization; violations may result in delays, costs for processing and debarment, and negative performance reviews.

1. GENERAL:

This is a non-personal services Multiple Award Blanket Purchase Agreement (BPA) to provide Shuttle Transportation. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such service providers shall be accountable solely to the BPA Holder who, in turn is responsible to the Government.

1.1 Description of Services/Introduction:

The BPA Holder shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform Shuttle Transportation as defined in this PWS except for those items specified as government furnished property and services. The BPA Holder (referred to as “contractor” upon call issuance and acceptance) shall perform to the standards in this agreement.

1.2 Background:

The 36 Wing at Andersen Air Force Base (AFB), Guam, requires this BPA to fulfill its mission requirements for the transportation of personnel across various locations on Guam.

1.3 Objective:

Specific vehicle requirements and geographic limits will be defined at the individual call level. Call Procedures and Competition Thresholds

• For Calls Under $350,000: The Government will allocate individual calls on an alphabetical rotation basis among the BPA holders. While alphabetical rotation is the baseline standard, call placement remains dependent on immediate fleet availability. If the sequential BPA Holder does not possess the specific vehicle type required in their active inventory for the required period, the call officer may bypass that BPA Holder in favor of the next sequential BPA Holder who has the asset available. BPA Holders will

P a g e | 3 have 24 Hours to respond to a call otherwise a bypass due to non-availability will be determined and the next BPA Holder will be considered. Bypassed BPA Holders will retain their position at the top of the rotation list for the next standard vehicle requirement.

• For Calls Over $350,000: The Government will compete the requirement among all qualified BPA holders using a Request for Quote (RFQ) process.

When BPA Calls Over $350,000 are required, a RFQ will be competed amongst all BPA holders.

BPA Holders will receive the specific requirement, which will include details such as address of delivery, address of pick-up, routes in which the vehicles will operate, period of performance, and quantity/type of vehicles. BPA holders will then have the option to provide an offer and the lowest offer that meets the technical specification requirements will be awarded the call. The Government will evaluate offerors for calls using Total Evaluated Price (TEP) source selection process, as described under FAR Part 15.101-2. Multiple BPA holders may be selected to fill the requirements stated in the RFQ at the Government’s discretion.

Period of Performance: The ordering period for calls will be for five (5) years in total, beginning on the date the Contracting Officer issues the BPA.

3.1 BPA Holder Representation: An authorized representative shall conduct overall management coordination and shall be the primary point of contact (POC) for the Government in performance of the call.
