About this opportunity
The National Park Service Southeast Region seeks vegetation clearing and hazard tree removal services for the Leatherwood Road Corridor at Big South Fork National River and Recreation Area, with proposals due July 23, 2026, and a mandatory site visit scheduled for July 14, 2026. This is a 100% small business set-aside under NAICS 561730, Landscaping Services, with a $9.5 million size standard.
Place of performance is Oneida, Tennessee (Scott County). The contract is firm fixed price with a 60-day period of performance beginning July 30, 2026, through October 30, 2026. Work involves maintaining a 45-foot total horizontal corridor width (22.5 feet from centerline on each side) and 20-foot vertical clearance along Leatherwood Ford Road. Vegetation clearing criteria are tiered: brush and trees under 5 inches diameter at breast height (DBH) may be removed without prior marking; trees between 5–10 inches DBH may be removed when encroaching into the corridor; trees exceeding 10 inches DBH only if identified as hazard trees or designated by the Contracting Officer's Representative. Hazard trees within 50 feet of the roadway centerline may be removed with COR approval. All stumps must be cut to no more than 3 inches above ground level; debris must be chipped and scattered outside the corridor with no piles permitted. Work performance is Monday through Friday, 8:00 am to 4:30 pm Eastern Time, excluding federal holidays.
Contractors must demonstrate relevant experience with comparable vegetation clearing and hazard tree removal projects, adequate personnel and resources to meet safety standards, and capability to perform traffic control per Manual on Uniform Traffic Control Devices standards. Liability insurance requirements are $1 million per person, $2 million property damage, and $2 million per occurrence. Service Contract Act wage determinations apply (Determination 2015-4659, Revision 32, covering Tennessee counties including Scott). Evaluation is based on technical capability (acceptable/unacceptable), price (determining factor among acceptable offers), and past performance (acceptable/unacceptable). Vendors must register in SAM prior to award. Vendor questions were due July 10, 2026. Amendment 1 scheduled the site visit and extended the proposal deadline from July 17 to July 23. Amendment 2 posted Overview maps, Orthoimagery maps, revised Statement of Work, and Q&A.
