About this opportunity

U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG), issuing on behalf of the Joint Project Manager for Chemical, Biological, Radiological, and Nuclear Protection, intends to solicit prototype solutions for a Biological Containment Isolation System (BCIS) under Other Transaction Authority (10 U.S.C. 4022), with Solution Brief submissions due July 10, 2026 at 1700 EST.

The procurement is a two-step competitive process intended to award multiple prototype OTAs. Step 1 requires a 15-page Solution Brief plus unlimited-page Supporting Data Package addressing technical merit, feasibility, innovation, intellectual property strategy, and Rough Order of Magnitude cost estimate. Selected offerors advance to Step 2 for full Request for Solution Proposal submission with firm-fixed pricing. The Government anticipates awarding up to three Phase I contracts, with potential down-selection to two contractors for Phase II, and may issue a non-competitive follow-on production contract for up to 15 units upon successful Phase II completion.

The BCIS is a modular, field-installable kit converting the USAF TMT60 positive-pressure tent shelter into a negative-pressure, multi-patient isolation system for High Consequence Infectious Disease management in CONUS and OCONUS contingency operations. Critical threshold requirements: negative pressure differential of -2.5 Pa (-0.01 in. w.g., not exceeding -0.05 i.w.g.); 12 air changes per hour; 99.97% filtration efficiency at 0.3-micron particles; full compatibility and reversibility with TMT60. Phase I prototypes must meet Technology Readiness Level 6 within 60-90 days of award; Phase II prototypes must meet TRL-7 within 60-90 days of Phase II start.

Performance location is contractor facility for development, with Government-designated CONUS facilities for demonstrations and testing. The solicitation encourages participation from non-traditional defense contractors and small businesses. Government Furnished Equipment includes one TMT60 tent, one Joint Equipment Configuration Platform Tank Service System Multi-Purpose Equipment kit, one Filter Fan Assembly, and one Low Equipment Control Unit. The Government strongly prefers Unlimited Rights or Government Purpose Rights for all technical data and intellectual property. An on-site equipment viewing occurred June 30, 2026 at Fort Detrick, Maryland; vendor questions were due July 1, 2026 with answers posted July 3, 2026.
