Call for Solutions (CFS)

Biological Containment Isolation System (BCIS)

Updated 10 July 2026 – Changes in red.

Call for Solutions (CFS) Number: W911QY-26-S-BCIS-01 Issuing Office: U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Natick Division Date Issued: 10 July 2026 Title: Biological Containment Isolation System (BCIS)

SECTION A: GENERAL INFORMATION

This Call for Solutions (CFS) is issued by the Army Contracting Command - Aberdeen Proving Ground (ACC-APG) on behalf of the Joint Project Manager for Chemical, Biological, Radiological, and Nuclear Protection (JPM CBRN P). The Government seeks prototype solutions for a Biological Containment Isolation System (BCIS) under the authority of 10 U.S.C. § 4022, Other Transaction Authority (OTA) for Prototype Projects. This CFS invites interested parties to submit Solution Briefs. Selected offerors will be invited to submit a full proposal in response to a Request for Solution Proposal (RSP).

This CFS is issued under the parent Army Open Solicitation (AOS) W9128Z-25-S-A002. All submissions must conform to the requirements outlined in the parent AOS and this specific call.

SECTION B: BACKGROUND / PROBLEM STATEMENT / CAPABILITY GAP

The desire is for a modular, field-installable kit that will allow the conversion of the United States Air Force UTS Systems - Tactical Military Tall 60 (TMT60) positive pressure tent shelter to a negative pressure Multi-Patient BCIS tent / shelter for managing HCID infected patients during contingency operations, both CONUS and OCONUS. Responding to HCID outbreaks in austere environments places extreme demands on personnel and resources, poses significant risks not only to patients but also to medical teams and surrounding populations.

A negative-pressure containment system, allows the USG the ability to rapidly isolate and treat infected individuals, manage disease control efforts and decrease risk of infection to others. Fulfilling this need allows increased operational readiness by decreasing exposure risk, driving down hospitalizations, managing limited medical assets, and conserving critical resources—ultimately improving mission effectiveness. Reliance on improvised or ad hoc containment solutions introduces unacceptable risks of breach and further transmission, endangering medical providers, transport crews, and general-purpose forces.

Government Furnished Property (GFP) and Information (GFI) To support prototype design, development, and testing while managing logistical constraints, the Government will utilize a hybrid physical and digital support strategy. Upon award of a Phase I Other Transaction (OT) Agreement, the Government will provide one (1) Joint Expeditionary Collective Protection Tent Kit, Single Skin (JECP TKSS) Tent and one (1) JECP TKSS Multi-Personnel Entrance (MPE) Kit and one (1) Filter Fan Assembly (FFA) to the Performer’s facility as Government Furnished Equipment (GFE). The Government will arrange and fund the initial transport and delivery of this GFE to the Performer’s facility. Performers are responsible for the safe receipt, storage, and maintenance of this GFE. At the conclusion of Phase I or upon agreement termination, the Performer is solely responsible for arranging and funding the return shipment of all GFE to a Government-designated CONUS location.

Due to asset availability, the Government will provide available Government Furnished Information (GFI) to assist with geometric and mechanical compatibility. This GFI may be limited to available technical manuals, component commercial specifications, interface dimensions (e.g., HVAC duct collar sizes), and power requirements. The JECP TKSS tent provided as GFE is a representative surrogate modeled off the USAF TMT60. Performers must design their modular conversion kits to physically interface with the provided JECP TKSS/MPE during Phase I. Because the GFI for the TMT60 and Lightweight Environmental Control Unit (LECU), is limited, the Performer's proposed design must include sufficient dimensional tolerance and modularity to account for minor variances between the surrogate equipment and the actual fielded assets. System validation requiring physical integration with a Government-provided TMT60 and LECU will be conducted on-site at a designated Government test facility.

SECTION C: SUBMISSION INSTRUCTIONS

This acquisition will be conducted using a two-step process.

· Initial Submission: Solution Brief

· Submission Format: The total submission shall consist of two (2) separate files:

1. File 1: Solution Brief

2. File 2: Supporting Data Package

· File 1: Solution Brief

1. The Solution Brief is the core of the offeror's proposal. The Solution Brief is limited to fifteen (15) pages, inclusive of the cover page and table of contents.

2. The Solution Brief should provide a concise narrative that details the technical merit of the proposed solution. This narrative must address the credibility, feasibility, and innovation of the technical approach to meeting the requirements detailed in the SOO. Given that Phase I testing may utilize the JECP TKSS as a surrogate platform, the narrative should address how proposed prototype design will accommodate dimensional and mechanical variances between the surrogate and the TMT60. It must also address the offeror's IP strategy, business information and Berry Amendment compliance of the proposed solution.

3. Rough Order of Magnitude (ROM) Cost Estimate: The Solution Brief shall include a non-binding ROM cost estimate for both Phase I and Phase II of prototype testing. The ROM should be broken down at a high level (e.g., Hardware, Labor, Travel/Support). The ROM is for budgetary planning only and is not a formal evaluation factor. However, the Government will review the ROM to ensure the proposed solution is fiscally realistic and executable (programmatic viability). The ROM is excluded from the 15-page limit.

· File 2: Supporting Data Package

1. The Supporting Data Package contains all evidence and verifiable data to support claims made in the Solution Brief. There is no page limit for this package.

2. The package must be clearly organized to allow for easy verification of claims.

Variations in font size, color, or style that the Government deems manipulate or obscures the readability of content are prohibited.

Compliance Verification: The Government may conduct technical verification to ensure compliance with these requirements. Proposals found to contain concealed or manipulated text will be considered non-compliant and may be rejected.

Step 1: Evaluation of Initial Solution Briefs

Solution Briefs will be evaluated to determine which offerors demonstrate the highest potential to deliver a successful prototype and will be invited to submit a full Solution Proposal The Government will evaluate the Solution Briefs using the following criteria:

· Threshold Assertions (Pass/Fail): The Solution Brief MUST assert compliance with the subset of critical Threshold Requirements listed in Section C (Force Protection, Conversion Kit Compatibility). Briefs that fail to assert to these thresholds, or provide inadequate supporting data in the Government's assessment to validate the assertion, will be excluded.

· OTA Eligibility (Pass/Fail): The Government will assess whether the offeror meets one of the conditions under 10 U.S.C. § 4022(d)(1) (e.g., non-traditional defense contractor or small business participation).

· Technical Merit: The Government will evaluate the credibility, feasibility, and innovation of the proposed technical approach to meeting the requirements detailed in the SOO.

· Programmatic Viability: The Government will review the submitted Rough Order of Magnitude (ROM) to assess if the proposed solution is affordable and falls within anticipated funding constraints.

Step 2: Evaluation of full proposal for OTA Award and Commencement of Phase I Prototype Testing

Offerors' full Solution Proposal will be assessed to select up to three (3) of the most promising solutions for a Phase I OT Agreement award. To be considered, the full solution proposal must demonstrate a credible approach to meeting the project's core objectives. The following criteria will be used for the assessment, listed in descending order of importance:

· Technical Merit: The Government will evaluate the credibility and feasibility of the proposed technical approach and its potential to meet or exceed the objective requirements detailed in the SOO. This includes assessing the Offeror's conceptual approach to transitioning the prototype from the Phase I surrogate platform to the TMT60 platform without requiring a complete system redesign.

· Innovation & IP: The Government will assess the novelty of the proposed solution and the offeror's proposed Intellectual Property approach, favoring flexible strategies that support the Government's long-term needs for sustainment and certification.

· Cost/Price: The Government will assess Cost/Price based off a cost model template provided.

Step 3: Downselect from Phase I to Phase II

At the conclusion of Phase I prototype testing, the Government will select up to two (2) performers to proceed to Phase II prototype testing based on assessment of their progress, prototype performance against the requirements in the SOO (Attachment 1, Tables 2 & 3), and demonstrated potential.

The Government reserves the right to update or refine evaluation criteria prior to Phase II award to ensure alignment with program objectives and operational needs, provided such updates do not alter the requirements specified in the SOO.

SECTION E: ANTICIPATED PHASED EFFORT

Subject to the availability of funds, the Government intends to make multiple awards for this prototype project, which will be executed in two distinct phases.

· Phase I: Up to three (3) contractors may be selected for award. Each contractor shall deliver three (3) prototype systems, meeting a minimum Technology Readiness Level-6 (TRL-6) (Prototype demonstration in a relevant environment) to a Government-specified CONUS location. Contractors will be required to conduct a system demonstration. The Government desires delivery within 60-90 days after receipt of Government Furnished Equipment (GFE) at the Performer's facility. Verification that the prototype meets TRL-6 will be conducted via a Government-witnessed demonstration at the conclusion of Phase I performance.

· Phase II: Following a down-selection, up to two (2) contractors from Phase I may be invited to participate in Phase II. Each contractor shall deliver five (5) prototype systems meeting a minimum TRL-7 (Prototype demonstration in an operational environment) to a Government-specified CONUS test facility for comprehensive Government testing and operational demonstrations. The Government desires delivery within 60-90 days after the start of Phase II.

· In accordance with 10 U.S.C. 4022, and upon a determination that the prototype project for this transaction has been successfully completed, any competitively awarded prototype Other Transaction Authority (OTA) as a result of this Call for Solutions may result in a award of a follow-on production contract, or transaction without the use of competitive procedures.

SECTION F: INTELLECTUAL PROPERTY

The Government requires sufficient data rights to operate, maintain, and sustain the Biological Containment Isolation System (BCIS) throughout its lifecycle.

The Government's preference is for Unlimited Rights for all technical data and computer software developed under this effort.

As part of the full proposal submitted in response to the Request for Solution Proposal (RSP), the offeror shall provide a table detailing its data rights assertions for all technical data and computer software being provided to the Government with less than an unlimited or unrestricted rights license. For each assertion, the offeror must explain how the proposed approach will result in the best approach for the Government, considering total life-cycle costs.

The Government will consider the impact of the data rights assertions in its selection decision. The Government reserves the right to evaluate negatively any proposed approach that provides less than Government Purpose Rights (GPR) for the prototype design documentation and/or does not facilitate competitive procurement of hardware maintenance and sustainment services.

A final Technical Data Package (TDP) with the final negotiated data rights will be a required deliverable at the conclusion of the prototype project.

SECTION G: SUCCESSFUL COMPLETION CRITERIA FOR FOLLOW-ON PRODUCTION

In accordance with 10 U.S.C. § 4022, the Government will make a formal written determination of "successful completion" for a prototype prior to awarding a follow-on production contract or transaction.

A prototype project may be deemed "successfully completed" upon a determination that the prototype has:

1. Met the key technical goals and threshold requirements outlined in the SOO and verified during testing; or

2. Accomplished a particularly favorable or unexpected result that provides utility to the Government and justifies the transition to production.

This allows the Government the flexibility to transition any aspect of the prototype project determined to be advantageous, even if other aspects of the project have not yet been completed.

The key criteria that will inform the Government's final determination include, but are not limited to, the following, as verified by government-conducted or government-witnessed testing and analysis:
