About this file
This is a Questions and Answers document providing clarifications on the Biological Containment Isolation System (BCIS) solicitation W911QY-26-S-BCIS-01 issued by the Department of the Army Contracting Command Aberdeen Proving Ground (ACC-APG) Natick Division on behalf of the Joint Project Manager for Chemical, Biological, Radiological, and Nuclear Defense Protection (JPM CBRN P). The document addresses fourteen key questions submitted by potential offerors regarding technical specifications, integration requirements, and evaluation criteria for prototype solutions converting the UTS Systems Tactical Military Tall 60 (TMT60) shelter (NSN 8340-01-689-5996) into a negative-pressure, multi-patient isolation system for High Consequence Infectious Diseases management.
Critical technical specifications clarified include: the BCIS solution must integrate with the standard 2-door TMT60 configuration with internal dimensions of 19'0" W x 34'0" L x 6'9" Eave x 9'1" Peak; approximately 8 kW of power is available operating on 190-240 VAC, 3-Phase, 50/60 Hz; maximum allowable hanging weight limit per individual interior attachment point is 100 lbs; system-generated noise shall not exceed 65 decibels (dBA) on primary power and 70 dBA on backup power; clean air inlet and filtered exhaust outlet must be positioned to maximize air path travel distance through the containment area; and offerors may utilize the existing M98 CBRN filter sets or propose alternative filtration mechanisms meeting negative-pressure and 12 ACH requirements. HEPA-filtered recirculating airflow design configurations are deemed acceptable if offerors identify applicable commercial or military standards (ASHRAE, ISO, ASTM) and justify compliance. Electronic components must meet specific MIL-STD-461 testing parameters (CE102, RE102, RS103, CS101, CS114, CS115, CS116, CS118), while the fully integrated shelter must pass system-level MIL-STD-464 evaluations for electrostatic charge control, EMP shielding, and lightning protection. The Government declined to extend the proposal submission deadline and did not provide physical access to TMT60 shelters prior to award, though an on-site equipment viewing was scheduled for June 30, 2026, at Fort Detrick, Maryland, from 0900 to 1200 EDT. The 100 kW Tactical Quiet Generator (TQG) serves as the power source for the tent system.

1. Were answers to questions submitted by the 1 April 2026 deadline posted and if so where can they be accessed? We submitted several questions for which we are awaiting a Govt response.
A - The Government has finalized and posted the responses to all questions submitted by the 1 April 2026 deadline. These answers can be accessed via the official solicitation portal at https://sam.gov/workspace/contract/opp/697c8089dbd2440da87b5f7abcfd5d4a/view.
2. We see the CFS has a new evaluation criterion and specially now indicates that BCIS solutions Must integrate with and be reversible for the standard TMT60 tent system. Which configuration of the TMT60 tent system must the solution be integrated with? We understand there are at least four configurations with different doors and ingress / egress locations. Please kindly provide any integrating specifications for the TMT60 required to be met by BCIS solutions to integrate.
A - The BCIS solution must integrate with the standard 2-door configuration of the UTS Systems Tactical Military Tall 60 (TMT60) shelter (NSN 8340-01-689-5996). While the Government will attempt to make the official Operator and Maintenance Manual available to qualified bidders through the secure portal, its release is not guaranteed at this time.
3. What power source and filtration systems are being provided as part of the TMT60 configuration being used by the Govt to evaluate solutions?
A - During evaluation, the Government will provide approximately 8 kW of power operating on 190–240 VAC, 3-Phase, 50/60 Hz. The baseline TMT60 utilizes M98 CBRN filter sets (NSN 4240-01-369-6533) within its fan filter assemblies (NSN 4240-01-666-0323 / 4230-01-101-3611); offerors may utilize this existing system or propose their own filtration/recirculation mechanisms to meet the negative-pressure and ACH requirements.
4. Will the Govt provide access to the TMT60 in the configuration required to interested solutions providers?
A - The Government will not provide physical access to a TMT60 shelter prior to award. We will attempt to make the Operator and Maintenance Manual available to qualified bidders, but cannot guarantee its provision at this time.
5. Based on the configuration required what are the internal dimensions and the available attachment points available for BCIS solutions? We are aware that there at weight limits for attachment points of about 105 pounds so what other equipment such as lighting, ventilation ducting, electrical wiring etc. are being included in the required configuration which will limit the weight of the BCIS solution?
A - The internal dimensions of the required TMT60 configuration are 19'0" W x 34'0" L x 6'9" Eave x 9'1" Peak, and the baseline interior includes pre-installed overhead LED lighting, power cabling, and an insulated liner. Offerors are advised that the maximum allowable hanging weight limit for each individual interior attachment point is 100 lbs, and any BCIS conversion kit components must distribute weight accordingly to prevent frame overload.
6. Anticipating it will require the Govt time to respond to these questions we request a suitable extension to the due date of response to allow bidders time to review the info provided and to then incorporate this new information into a comprehensive and compliant response.
A - The Government has reviewed the request and will not be extending the proposal submission deadline at this time. The current schedule remains in effect to meet critical program timelines, as the clarifications provided in this Q&A do not fundamentally alter the existing solicitation requirements.
7. Is the use of a HEPA-filtered recirculating airflow design configuration deemed acceptable to optimize the efficacy, complexity, SWaP required and cost-effectiveness of the design?
A - The use of a HEPA-filtered recirculating airflow design configuration could be deemed acceptable. Offerors should identify any recognized commercial or military standards (e.g., ASHRAE, ISO, ASTM) utilized in the design, engineering, and validation of their proposed solution. The proposal must include a justification of how adherence to these chosen standards ensures the system safely and effectively meets the Government's requirements.
8. The statement of objectives indicates that the system should connect and operate on power from the existing tent. How much power is available for the isolation system based on existing TMT60 tent power?
A - There is approximately 8 kW of power available running on 190–240 VAC, 3-Phase, 50/60 Hz.
9. For the TMT-60 System, what is the allowable maximum noise?
A - System-generated noise levels in the TFA shall not exceed 65 decibels (dBA) on primary power and 70 dBA on backup power, measured in the area of the second bed position closest to the individual air handling systems.
10. What are the specific MIL-STD-461 and MIL-STD-464 requirements?
A - Under MIL-STD-461, the kit's electronic components will be tested against (CE102, RE102, RS103, and CS101, CS114, CS115, CS116 and CS118) to ensure they survive power transients, personnel ESD, and EMPs without disrupting co-located medical equipment. Additionally, under MIL-STD-464, the fully integrated TMT60 shelter will be tested for system-level evaluations for electrostatic charge control (Section 5.11), EMP shielding (Section 5.12), and lightning protection (Section 5.13) to ensure environmental hazards are safely grounded away from patients and staff.
11. With the host tent structure (TMT-60) being generally rectangular, is the intent to have the directional air flow to have the inlets in two corners and outlets in the other corners?
A - The TMT60 tent integrated with the BCIS conversion kit shall have the clean air inlet and filtered exhaust air outlet positioned to maximize, to the greatest extent practicable, the air path travel distance through the containment area volume.
