About this file
This is a Statement of Objectives (SOO) for the Biological Containment Isolation System (BCIS), a multi-phased prototype development project managed by the Capability Program Executive for Chemical, Biological, Radiological, and Nuclear Defense and the Joint Project Manager for CBRN Protection. The Government seeks to develop a modular, field-installable kit that converts a United States Air Force UTS Systems Tactical Military Tall 60 (TMT60) positive pressure tent shelter into a negative pressure multi-patient biological isolation and quarantine capability for managing High-Consequence Infectious Disease (HCID) infected patients during contingency operations in both Continental United States (CONUS) and Outside CONUS (OCONUS) locations.
The acquisition utilizes Other Transaction Authority (OTA) with multiple awards anticipated. Phase I will select up to three contractors to deliver three prototypes each meeting a minimum Technology Readiness Level (TRL) of six within 60-90 days post-award. Following Phase I evaluation based on performance, technical maturity, item cost, and risk reduction, the Government will conduct a down-selection to determine which contractors (up to two) proceed to Phase II. Phase II requires delivery of five prototypes per selected contractor (three for testing, two for demonstration) meeting TRL-7 standards within 60-90 days. Key performance thresholds include negative pressure differential of -2.5 Pa (≈-0.01 in. w.g.), minimum 12 air changes per hour, 99.97% filtration efficiency at 0.3-micron particle diameter, 72-hour continuous operation capability, modular reversibility, outward-swinging doors operable by single personnel in PPE, anteroom patient access, and secure floor systems preventing mushrooming under negative pressure. Upon successful Phase II completion, the Government may issue a non-competitive follow-on production contract for up to 15 units without further competition under 10 U.S.C. § 4022. Proposals must include a detailed master delivery schedule, firm-fixed pricing for all prototypes and deliverables per phase, projected Full Rate Production unit costs, maximum monthly production rates, and supporting documentation addressing TRL data, production lead times, test plans, HCID containment data, military field hospital interoperability, power requirements, and durability data. Data deliverables include Start of Work meeting minutes, test support, Integrated Master Schedule, technical data with unlimited rights preference, Berry Amendment compliance verification, Safety Assessment Reports, operator and maintenance manuals, and system support documentation. Prototype development occurs at the Contractor's facility, while demonstrations and testing occur at Government-designated CONUS facilities. The Agreements Officer is Dan L. Adams, Jr. (dan.l.adams2.civ@army.mil).

STATEMENT OF OBJECTIVE (SOO)
DISTRIBUTION A. Authorized for public release, distribution unlimited.
1.0 PROJECT TITLE: Biological Containment Isolation System (BCIS)
2.0 BACKGROUND
The Capability Program Executive for Chemical, Biological, Radiological, and Nuclear Defense (CPE CBRND) and Joint Project Manager for CBRN Protection are seeking innovative biological containment, isolation, and quarantine (BIQ) capabilities for managing High- Consequence Infectious Disease (HCID) infected patients during contingency operations, in locations both in the Continental United States (CONUS) and Outside CONUS (OCONUS). The desire is for a modular, field-installable kit that will allow the conversion of a single, uncomplexed, United States Air Force UTS Systems - Tactical Military Tall 60 (TMT60) positive pressure tent shelter to a negative pressure Multi-Patient BCIS tent / shelter. The BCIS will allow medical staff to monitor and/or treat patients while decreasing the risk of infecting other patients and staff.
3.0 ACQUISITION STRATEGY & OBJECTIVES
This Statement of Objectives (SOO) defines the goals for a multi-phased prototype project.
3.1 Acquisition Approach
Subject to the availability of funds, the Government intends to make multiple awards for prototype solutions. Up to three (3) contractors will be selected for Phase I. Following Phase I, the Government will conduct a down-selection to determine which contractors (up to two) will proceed to Phase II. An award to participate in Phase I is a prerequisite for consideration for Phase II.
To be considered successful and eligible for a non-competitive follow-on production award after Phase II, a prototype must meet the following criteria. The Government reserves the right to update or refine evaluation criteria prior to Phase II award to ensure alignment with program objectives and operational needs, provided such updates do not alter the requirements specified in Attachment 1.
Table 1: Successful prototype criteria.
Requirement Threshold
Force Protection Negative pressure differential of 0.01 In.w.g
≥12 Air Changes per Hour (ACH) 99.97% at 0.3-micron particle diameter
System Interruption Visual alarm when pressure is outside the required negative pressure range
Patient Access Anteroom allows personnel and a litter-bound patient ingress/egress while maintaining negative pressure
Modularity & Reversibility
The TMT60 tent must be fully returnable to its original configuration.
Modifications must either be fully removable without damage or, if left in place, must not interfere with the tent's original form, fit, or function.
Directional Airflow Clean air inlet and filtered air exhaust should be positioned to maximize airflow, optimally at diagonally opposite corners in rectangular tents.
Floor The kit must secure the floor against the ground to prevent
"mushrooming" and maintain tautness and trip-free conditions under negative pressure.
Walls Supplementary structural components must be included to prevent inward collapse and minimize deflection of tent walls, integrating with the existing frame.
Doors
Entry/exit doors must be modified or replaced to be outward-swinging, form a tight seal, resist deformation from negative pressure, and have a robust latch operable by a single person wearing medical PPE from both sides.
Patient Movement System accommodates movement of patients on standard litters (94” x
31”) while maintaining negative pressure
Power Connects to and operates on power from existing TMT60 tent
The solution must operate at normal temperature IAW MIL-STD 810H and pressure (between 0.69 atm - 1 atm)
Reusability System can be safely decontaminated and reused
Noise Level The noise generated by the solution shall not exceed the levels of the equipment (e.g, generator, air filtration system, environmental control solution) used with the TMT60 shelter Shelf Life 5 years (filters) / 10 years (non-filters)
Environmental No operational degradation from wind, rain, sand, or dust EMI Meets applicable MIL-STD-461 and MIL-STD-464
Transportation Must demonstrate ability to be transported in stored configuration
Occupancy Isolation room to accommodate two single-patient HCID units (118 in L
X 54 in W X 76 in H) and four litters (94 in L X 31 in W).
Regulatory Compliance System must meet all regulatory compliance requirements (e.g. CDC, FDA, OSHA, NIOSH, DOT) for safe operation and to minimize risk of exposure to other personnel, as required.
3.2 Follow-on Production Authority
Upon successful completion of a prototype Other Transaction Authority (OTA) competitively awarded from this SOO, the Government may issue a follow-on production contract for up to 15 units without further competition, in accordance with 10 U.S.C. § 4022.
3.3 Proposal Requirements
Offerors shall use this SOO as the basis for preparing a draft Statement of Work (SOW), which will be included as an integral part of the proposal. The proposal shall address the objectives of each phase for a multi-patient solution and include a draft Statement of Work (SOW) for the Government's consideration. Multiple SOW submissions per Offeror are acceptable.
This project is unclassified.
The proposal must contain the following distinct elements:
A detailed master delivery schedule for all prototypes and data deliverables.
The total firm-fixed-price for all prototypes and associated deliverables in each Phase.
The Offeror's projected unit cost for a potential Full Rate Production (FRP) quantity.
The Offeror's demonstrated or projected maximum monthly production rate.
Supporting documentation to substantiate performance claims, including but not limited to: Technology Readiness Level (TRL) data, production lead times, test plans and reports, High Consequence Infectious Disease (HCID) containment data, analysis of interoperability with existing military field hospitals, power requirements, and durability data.
3.4 Phased Objectives
The following objectives apply to each phase. All requirements from Phase I carry forward and apply to Phase II, in addition to the new objectives listed for Phase II.
Phase I (Three Prototypes)
Objective 1 (Delivery): The Contractor shall deliver three (3) prototypes meeting a minimum TRL of six (6) to a Government-specified CONUS location for Phase I testing.
Objective 2 (Demonstration): At the specified location, the Contractor shall conduct a system demonstration of the prototype, covering setup, operational use (including containment), and breakdown procedures.
Objective 3 (Evaluation): During the demonstration, Government and user personnel will conduct an assessment against the requirements. The Government will perform on-site confirmation of containment capabilities using Government-owned equipment. Upon completion of demonstration activities, the Government will transport the prototype to a designated facility for additional Government laboratory testing.
The Government will evaluate Phase I prototypes to determine which candidates will continue to Phase II, based on the following factors, listed in descending order of importance:
1. Performance The extent to which the prototype meets or exceeds the requirements and test objectives outlined in Tables 2 and 3, Phase I Criteria, as demonstrated by Government test results, data, and analysis.
2. Technical Maturity
The readiness level of the prototype, including prior laboratory or operational testing with the Government’s validation, TRL, and supporting documentation that demonstrates the system’s ability to meet the KPP threshold requirements in Attachment 1.
3. Item Cost The proposed price for the prototype system including supporting cost breakdowns.
4. Risk Reduction Submitted Risk Management Plan and associated risk register; results from component/subsystem qualification testing; material selection reports.
Phase II (Five Prototypes)
Objective 4 (Delivery for Testing): The Contractor shall deliver three (3) prototypes meeting a minimum TRL of seven (7) to a Government-specified CONUS test facility for Phase II testing.
Objective 5 (Delivery for Demonstration): The Contractor shall deliver two (2) prototypes to a Government-specified CONUS location for operational and logistics demonstrations.
Objective 6 (Training and Support): The Contractor shall support an Initial Key Personnel Training (IKPT) event. Following this training, Government personnel will execute all operational and logistics demonstration vignettes using the Contractor-provided manuals. Upon completion of all Phase II activities, the Contractor shall transport the prototypes from the Government facilities.
Final Prototype Selection Criteria:
The evaluation factors for the final selection (following completion of Phase II testing) will include, at a minimum:
1. Performance Results of all testing conducted in Phases I and II, as measured against the requirements in Attachment 1.
2. User Feedback Usability and human systems integration, as assessed during operational evaluation and user touchpoints.
3. Affordability Overall cost, including production cost, life-cycle cost, and sustainment.
The relative order of importance for these factors will be provided prior to Phase II award. At this time, performance is anticipated to be the most important factor, followed by user feedback, then affordability. The Government reserves the right to update or refine evaluation criteria prior to Phase II award to ensure alignment with program objectives and operational needs, provided such updates do not alter the requirements specified in Attachment 1. The Government reserves the right to award one (1) or more production follow on contracts or transactions.
4.0 SYSTEM (HARDWARE) DELIVERABLES
Specific delivery dates will be negotiated into the final SOW.
Phase I: Three (3) prototype TMT60 negative-pressure conversion kits meeting a minimum TRL of 6 (Prototype demonstration in a relevant environment). (Delivery 60- 90 days post-award).
Phase II: Five (5) prototype TMT60 negative-pressure conversion kits meeting a minimum TRL of 7 (Prototype demonstration in an operational environment). (Delivery 60-90 days post-Phase II start).
5.0 DATA DELIVERABLES
The Contractor shall deliver all data in formats to be negotiated and agreed upon with the Authorized Organizational Representative (AOR).

4.4 Technical Data & Intellectual Property: The Government requires sufficient data rights to operate, maintain, and sustain the BCIS for its entire lifecycle.
Government Preference: The Government’s strong preference is for Unlimited Rights for all technical data, software, and associated intellectual property developed under this effort.
Offeror Assertions: The Offeror must include a table detailing any data rights assertions for technical data or software being provided with less than an unlimited/unrestricted license. This includes both commercial and non-commercial items. The Offeror must explain how this approach provides the best value to the Government over the system's lifecycle.
Evaluation Impact: The Government will evaluate the impact of any proposed data rights restrictions. Proposals that provide less than Government Purpose Rights (GPR) for the prototype design, or which hinder the competitive procurement of future sustainment services, may be evaluated negatively and could be a deciding factor in the selection decision.
4.5 Berry Amendment Compliance: The Contractor shall provide documentation verifying compliance with the Berry Amendment and detail the sourcing of any non-compliant items.
4.6 Safety Documentation: The Contractor shall deliver a Safety Assessment Report (SAR), Safety Data Sheets, and all necessary documentation for safe storage and disposal.
