About this file

This document is a Questions and Answers record from a Biological Containment Isolation System (BCIS) Vendor Day that addresses technical clarifications regarding system requirements and implementation details.

Key technical specifications and requirements include: the EMEDS complex utilizes two 100kW generators to power the entire system; the JECP TKSS MPE will be available for integration; Government Furnished Equipment (GFE) will include the TMT60 tent, a LECU, an FFA, and the JECP TKSS MPE; directional airflow must flow in one direction; D-ring weight capacity is 100 lbs; an FFA controller will be provided but does not connect to the pressure monitor; and the TKSS anteroom (NSN: 4240-01-665-7521) must be accounted for in proposals. The program is seeking solutions to address floor mushrooming under negative pressure and stress on the shelter's outside liner. Non-potable water is likely available on-site but in unknown quantities. The interior layout of litters within the TKSS and TMT60, contamination and decontamination protocols, and specific generator specifications remain undetermined and will be available upon request via pictures file.

The contracting approach requires development of eight prototypes across two phases with anticipated gaps of 4-5 months between Phase 1 and Phase 2 and nine months before user evaluations. Contractors must provide on-site technical support assuming two travel days and two support days per phase. The maximum procurement quantity is 15 units. A vendor request to increase production quantities or reduce prototype and testing requirements due to the disparity between development costs and small production volumes was declined, with the Government confirming that requirements stand as written.

Biological Containment Isolation System (BCIS) Vendor Day Questions/Answers

1. Power:

a. What are the generators powering?

i. See below.

b. What are the overall power requirements to run everything?

i. The complex uses two 100kW generators

c. What generators will be available? Specifically, to power the ECU.

i. The generator specs info plate is in the pictures file (available upon request). The two generators are powering the entire EMEDS complex.

2. What MPE will be available?

a. It is anticipated that the JECP TKSS MPE will be available and should be accounted for in the solution.

3. Potential layout of litters within the TKSS and TMT60.

a. It is not known what the interior layout will be.

4. ECU

a. Will the ECU be supplied via GFE?

i. Yes. The ECU will be supplied as part of the solution set.

b. List of GFE that will be included into the ECU?

i. It is anticipated that the TMT60 tent, a LECU, a FFA, and the JECP TKSS

MPE will be available as part of the solution set.

c. What is the protocol for contamination and Decon of the system?

i. not known

d. Pictures of the FFA ECU.

i. Picture available upon request.

5. What are the directional airflow requirements?

a. Airflow must go in one direction.

6. D-ring weight requirements - how much will it hold and what is it holding internally?

a. According to vendor specifications it is 100lbs.

7. Is there a controller for the FFA?

a. Yes

8. Does the FFA connect to the pressure monitor?

a. No, the FFA does not connect to the pressure monitor.

9. Shelter floor modification:

a. The program is looking for solutions to keep the floor from mushrooming under negative pressure.

10. Stress on the outside liner of the shelter.

a. Picture available upon request.

11. Negative pressure duct picture.

a. Picture available upon request.

12. Protocol on staking and sand bagging or water bagging the tent. Picture are needed.

a. Picture available upon request.

13. Will there be sources of non-potable water on site?

a. Water would likely be available, but the quantity of non-potable water is unknown.

14. Please kindly confirm that the TKSS anteroom (NSN: 4240-01-665-7521) needs to be accounted for in BCIS solution proposals or clarify otherwise.

a. Yes, the TKSS anteroom must be accounted for.

15. Please clarify what differences are expected in Phase 2 for the initial 3 prototypes to be “tested” and the additional 2 prototypes to be “demonstrated”

a. Test details per phase are described in Attachment 1 of the SOO available on SAM.gov

b. What is the amount of time between these two events?

i. We anticipate a 4-5 month gap between phase I and phase 2 and a 9 month gap between user evaluations

16. What are the Govts expectations that the contractor is required to attend both events and clarification if these events are being held at separate sites.

a. Per the SOO: The Contractor shall provide on-site technical support for test events as required. Assume two (2) travel days and two (2) days of support for each phase.

17. As this program requires a total of 8 prototypes with extended testing and demonstration activities procurement of only a maximum of 15 units appears not to be economical for the Government or commercially viable for Industry. As currently requested the development costs and time will be significantly more than the procurement costs Q4. We kindly request the Government consider increasing the maximum production quantities OR consider reducing the number of prototypes and the testing required for such a small production quantity.

a. The requirements stand as written.
