About this opportunity

The General Services Administration (GSA), Public Buildings Service, Upstate Service District, is soliciting sealed proposals for construction services to complete the first floor buildout of the Binghamton Federal Building and U.S. Courthouse located at 15 Henry Street, Binghamton, New York 13901. The project involves furnishing all materials, equipment, labor, and supervision to construct a Sensitive Compartmented Information Facility (SCIF) totaling approximately 3,015 square feet, with work encompassing demolition, abatement, new walls, hard ceilings, doors, casework, flooring, plumbing, electrical, IT, fire protection, and mechanical systems. Contractor qualifications include a minimum of eight years of successful experience on comparable projects with award values of at least $1,500,000 each, with at least one project demonstrating SCIF construction experience as the prime general contractor; key personnel (Project Manager and Superintendent) must each possess a minimum of eight years of respective experience. Evaluation will be conducted using a best-value approach, considering non-price factors (Experience, Past Performance, and Staffing Plan) combined with total evaluated price. Proposals are due by 6:00 PM Eastern on May 11, 2026, following amendments that extended the original April 22, 2026 deadline, and a mandatory pre-proposal site visit conference was held on April 14, 2026.

This solicitation (47PC5326R0002) is designated as a Total Small Business set-aside, restricting competition exclusively to qualified small business concerns. The contract is structured as a firm fixed-price agreement with two line items covering both tenant improvement costs and shell costs, with a performance period from February 2, 2026 through November 2, 2026, requiring substantial completion within 210 calendar days of the Notice to Proceed and final completion within an additional 30 days. The contractor must submit a bid guarantee of 20 percent of the bid price or $3,000,000, whichever is less, and performance and payment bonds within ten days of award. Liquidated damages of $880.61 per calendar day apply for delays beyond the substantial completion deadline. All personnel must obtain Enter on Duty (EOD) clearance prior to site access, with extended-duration personnel requiring HSPD-12 security clearance, and work is restricted to times when the Site Security Manager is present on-site.
