About this file
This document is a Responses to RFIs (Requests for Information) for federal contract 47PC5326R0002 regarding the Binghamton 1st Floor Build Out, issued on April 27, 2026.
The RFI responses address 33 questions from prospective contractors regarding design clarifications, technical requirements, and project logistics. Key clarifications include: drawing AE600 will be reissued with the missing Door Hardware Schedule; fire alarm design follows FA drawings with new conduit required to feed devices, with GSA covering third-party testing costs; the SF1442 pricing form is included in the SAM.gov posting; special inspections will be conducted jointly by GSA, NKB, and the Customer rather than the contractor; the facility must comply with TEMPEST/01-13 requirements and ICD/ICS 705 Tech Specifications for SCIF (Sensitive Compartmented Information Facility) construction; and an Accrediting Official has been assigned for periodic construction inspection. The Construction Security Plan is a controlled document provided only at post-award kickoff. Lead-based paint abatement per specification 028333 applies only to work areas impacted by new construction. The project includes electrical permits (contractor responsibility for inspections), equipment provisions limited to monitors and projection screen, and coordination with existing building systems (Johnson Controls BMS and Simplex fire alarm). A separate furniture contractor will supply base cabinets and countertops. Asbestos abatement contractors must attend a pre-bid conference and review testing/sampling documentation in specification section 028200. Material storage is available in basement near the freight elevator, dumpsters are placed on the sidewalk west of the building, and noise restrictions apply based on court schedules with loud work prohibited during court hours except prior to 9 AM or after-hours. The site security manager must be on-site during work, with off-hours work not expected to be extensive.

Binghamton 1st Floor Build Out Responses to RFIs 04/27/2026
I. The Drawing AE600 we received has an empty area on the page under the Door Hardware Schedule heading.
RESPONSE: NKB to reissue drawing sheet AE600 with Door Hardware Schedule information included. Updated drawing included in the solicitation posting on SAM.
II. Fire Alarm System:
A. The Fire Alarm is extensive through the space that feeds other areas of that building, with multiple notification and SLC circuits. Spec states that no wire/conduit system is allowed to run through this space. Correct, no external wire/conduit system can run through space.
a. Is there a design in place for the Fire Alarm system to be re-done in this area?
RESPONSE: The design is as shown on FA drawings within the construction documents.
b. The addition of the circuit to feed the area will require CI cable for Federal Spec. Is there space in existing conduit and termination cabinet for that?
RESPONSE: New conduit will need to be run to feed devices per new floorplan.
There is space available in the cabinet.
c. Is GSA to carry the cost of 3rd party testing for federal systems? If not, could you provide or indicate where certified inspectors are for testing purposes.
RESPONSE: GSA will cover this.
