This is a Total Small Business Set-Aside under NAICS 238990 with a $19.0 million size standard.
Place of performance is Lava Hot Springs, Idaho (Westside Ranger District, approximately 52 miles south of Pocatello). The base scope includes one 20-foot by 60-foot corral divided into three pens with recycled steel oil pipe (minimum 4-inch Schedule 80 posts and 2-inch Schedule 80 rails), concrete post embedment, temporary traffic control with local traffic closure and public closure signage, and mobilization capped at 10 percent of original contract value. Optional work includes Option #1 (supply and construction of an additional identical corral) and Option #2 (supply and installation of a hitching rail), both to be completed within the base 61-calendar-day performance period of June 1 through July 31, 2027.
The contract is Firm Fixed Price. Estimated project value is between $25,000 and $100,000. Evaluation weighs technical acceptability (demonstrated through an Experience Questionnaire covering general construction, concrete work, and earthwork experience), fair and reasonable pricing, and past performance. An organized site visit is scheduled October 6, 2026 at 10:00 MT. Contracting Officer is Terri Tucker (terri.tucker@usda.gov, 423-417-1345). Amendment P0002, effective October 19, 2026, revised the Period of Performance to June 1 through July 31, 2027, aligning the SOW with the Request for Quote.
