The Department of Agriculture Forest Service, Region 2–Rocky Mountain Region, is soliciting quotations for removal and replacement of an electric water heater at the Black Hills National Forest Supervisors Office in Custer, South Dakota, with proposals due September 2, 2026, at 10:00 AM Mountain Time. This procurement is a Total Small Business Set-Aside, and questions are due August 26, 2026, at 10:00 AM Mountain Time.

Work is performed at the Black Hills National Forest Supervisors Office, 1019 North 5th Street, Custer, South Dakota 57730. The scope requires removal and disposal of an existing 100-gallon State electric water heater and replacement with a new commercial 80-gallon A.O. Smith Gold Xi Series Model DVE-80A 100 unit or equivalent commercial unit meeting all stated specifications, installed in existing location on the ground floor mechanical room. The contractor must provide all labor and materials. NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors; PSC is J045.

The contractor must be a South Dakota state licensed plumber. All electrical connections must be performed by a licensed electrician. The water heater must comply with ASME Boiler and Pressure Vessel Code Section VIII Division 1, NSF 61 and NSF 372 standards, UL 174, and NFPA 70. Service Contract Labor Standards apply; the wage determination for plumbers is $25.82 per hour plus $5.92 per hour health and welfare benefits. The contract is firm-fixed price for a performance period from September 4 through October 3, 2026, with a 30-day delivery requirement after award. The warranty covers the storage tank for three years and controls and other components for one year from substantial completion. Evaluation uses lowest-price technically acceptable criteria, considering technical approach, price, and past performance. All items must have clear traceability to the Original Equipment Manufacturer and include a Certificate of Conformance per FAR clause 52.246-15. Amendment 1 (effective August 31, 2026) provides questions and answers clarifying that no concrete base work or formal site visit is required and that equivalent products meeting specifications are acceptable.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1240LP26Q0151 is issued as a Request for Quotation (RFQ) for Removal and replacement of an electric water heater.

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 238220  The small business size standard is $19.  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency.

Work items for this project will be at the Black Hills National Forest Supervisors Office located at 1019 North 5th Street, Custer, Custer County, South Dakota. Contractor shall provide all labor and materials necessary to perform the work described below. Work to be performed includes Remove and dispose of existing 100-gallon State electric Water Heater, and replace it with 80-gallon electric water heater in existing location, in accordance with the Statement of Work attached in this solicitation.
