General Information
1.0 Scope of Work
Remove the 100-gallon electric water heater and replace with 80 gallon minimum at the Supervisors Office.
2.0 Background
The 2008 State commercial water heater has reached the end of its service life.
Contractor Requirements
3.0 Technical Requirements / Tasks
1. DESCRIPTION: Work items for this project will be at the Black Hills National Forest Supervisors Office located at 1019 North 5th Street, Custer, Custer County, South Dakota. Contractor shall provide all labor and materials necessary to perform the work described below. Work to be performed includes:
A. Electric Water Heater Replacement
1. Remove and dispose of existing 100-gallon State electric Water Heater, which was installed in 2008.
2. Provide and install new commercial 80-gallon electric water heater in existing location.
3. Basis of Design Water Heater is: Gold Xi Series 80-Gallon ASME Commercial Electric Water
Heater Model DVE-80A 100.
4. Removal and installation includes providing all labor and materials necessary to make all required plumbing, and electrical connections. Removal and safe disposal of existing water heater.
2. MEASUREMENT AND PAYMENTS
A. Measurement: All items described in this statement of work, completely in place and functional.
B. Payment: Payment will be at the contractor lump sum price in full compensation for work completed.
3. PERFORMANCE REQUIREMENTS
A. Electrical Components, Devices, and Accessories: Listed and labeled as defined in NFPA 70, by an NRTL, and marked for intended location and use.
B. ASME Compliance: Where ASME-code construction is indicated, fabricate and label commercial, domestic-water heater storage tanks to comply with ASME Boiler and Pressure Vessel Code:
Section VIII, Division 1.
C. NSF Compliance: Fabricate and label equipment components that will be in contact with potable water to comply with NSF 61 and NSF 372.
D. COMMERCIAL, ELECTRIC, DOMESTIC-WATER HEATERS
1. Commercial, Medium-Duty, Storage, Electric, Domestic-Water Heaters:
2. Basis of Design: A.O. Smith, Gold Xi Series, 80-Gallon ASME Commercial Electric Water
Heater, Model DVE-80A 100
3. Standard: UL 174.
4. Storage-Tank Construction: Steel, vertical arrangement.
a. Tappings: ASME B1.20.1 pipe thread.
b. Pressure Rating: 150 psig (1035 kPa).
c. Interior Finish: Comply with NSF 61 and NSF 372 barrier materials for potable-water tank linings, including extending lining material into tappings.
5. Factory-Installed, Storage-Tank Appurtenances:
a. Anode Rods: Replaceable magnesium, dual roads
b. Dip Tube: Required unless cold-water inlet is near bottom of tank.
c. Drain Valve: Corrosion-resistant metal with hose-end connection.
d. Insulation: Comply with ASHRAE/IES 90.1.
e. Jacket: Steel with enameled finish or high-impact composite material.
f. Heat-Trap Fittings: Inlet type in cold-water inlet and outlet type in hot-water outlet.
g. Heating Elements: Electric, screw-in immersion type.
h. Temperature Control: Adjustable thermostat.
i. Safety Control: High-temperature-limit cutoff device or system.
j. Relief Valve: ASME rated and stamped for combination temperature-and-pressure relief valves. Include relieving capacity at least as great as heat input, and include pressure setting less than working-pressure rating of domestic-water heater. Select relief valve with sensing element that extends into storage tank.
E. Capacity and Characteristics:
1. Capacity: 80 gal. 300 L
2. Tank Construction: Glass-lined interior with foam insulation.
3. Temperature Setting: 125 deg F (52 deg C)
4. Temperature Set Point Control: To Automatically lower operating set point during user-defined unoccupied/low-demand periods.
5. Working Pressure 160 psi ASME rated
6. Power Demand: 24 kW
7. Compliant with ASHRAE IES 90.1-2004/2005, and NSF-5.
8. Heating Elements:
a. Number of Elements: Six, in 3 banks with 2 elements each bank.
b. Heavy duty elements with nickel-iron-chromium alloy sheathing (incoloy or equal).
9. Electrical Characteristics:
a. Volts: 480 V.
b. Phases: Three.
c. Hertz: 60 Hz.
F. Domestic-Water Expansion Tanks:
1. As required by current UPC code.
2. Description: Steel pressure-rated tank constructed with welded joints and factory-installed, butyl-rubber diaphragm. Include air precharge to minimum system-operating pressure at tank.
3. Construction:
a. Tappings: Factory-fabricated steel, welded to tank before testing and labeling. Include
ASME B1.20.1 pipe thread.
b. Interior Finish: Comply with NSF 61 and NSF 372 barrier materials for potable-water tank linings, including extending finish into and through tank fittings and outlets.
c. Air-Charging Valve: Factory installed.
4. Capacity and Characteristics:
a. Working- Pressure Rating: 100 psig (690 kPa) or as required by current UPC code.
b. Capacity Acceptable: 2 gal. (7.6 L)] minimum
G. Drain Pans: Corrosion-resistant metal with raised edge. Include dimensions not less than base of domestic-water heater, and include drain outlet not less than NPS 3/4 (DN 20) with ASME B1.20.1 pipe threads.
H. Pressure-Reducing Valves: ASSE 1003 for water. Set at 25-psig- (172.5-kPa-) maximum outlet pressure unless otherwise indicated.
I. Pressure Relief Valves: ASME rated and stamped. Include pressure setting less than working-pressure rating of domestic-water heater.
J. Vacuum Relief Valves: ANSI Z21.22/CSA 4.4.
4. SOURCE QUALITY CONTROL:
A. Factory Tests: Test and inspect domestic-water heaters specified to be ASME-code construction, in accordance with ASME Boiler and Pressure Vessel Code.
B. Hydrostatically test commercial domestic-water heaters to minimum of one and one-half times pressure rating before shipment.
C. Electric, domestic-water heaters will be considered defective if they do not pass tests and Electric Water Heater Replacement inspections.
D. Prepare test and inspection reports.
5. DOMESTIC-WATER HEATER INSTALLATION
A. Commercial, Electric, Domestic-Water Heater Mounting: Install commercial, electric, domestic-water heaters on existing concrete floor of basement of Supervisor’s Office.
B. Maintain manufacturer's recommended:
1. clearances.
2. Arrange units so controls and devices that require servicing are accessible.
3. Install dowel rods to connect concrete base to concrete floor. Unless otherwise indicated, install dowel rods on 18-inch (450-mm) centers around the full perimeter of concrete base.
4. For supported equipment, install epoxy-coated anchor bolts that extend through concrete base and anchor into structural concrete floor.
5. Place and secure anchorage devices. Use setting drawings, templates, diagrams, instructions, and directions furnished with items to be embedded.
6. Install anchor bolts to elevations required for proper attachment to supported equipment.
7. Anchor domestic-water heaters to substrate.
a. Install electric, domestic-water heaters level and plumb, in accordance with requirements of current edition of Uniform Plumbing Code (UPC) and manufacturer’s written installation instructions. Maintain manufacturer's recommended clearances. Arrange units so controls and devices needing service are accessible.
b. Install shutoff valves on domestic-water-supply piping to domestic-water heaters and on domestic-hot-water outlet piping. Comply with requirements for shutoff valves specified in current edition of UPC.
c. Install combination temperature-and-pressure relief valves in top portion of storage tanks.
Use relief valves with sensing elements that extend into tanks. Extend domestic-water heater relief-valve outlet, with drain piping same as domestic-water piping in continuous downward pitch, and discharge by positive air gap onto closest floor drain.
d. Install combination temperature-and pressure relief valves in water piping for electric, domestic-water heaters without storage. Extend domestic-water heater relief-valve outlet, with drain piping same as domestic-water piping in continuous downward pitch, and discharge by positive air gap onto closest floor drain.
8. Install water-heater drain piping as indirect waste to spill by positive air gap into open drains or over floor drains. Install hose-end drain valves at low points in water piping for electric, domestic-water heaters that do not have tank drains. Comply with requirements for hose-end drain valves as required in current edition of UPC.
a. Install thermometers on outlet piping of electric, domestic-water heaters. Comply with requirements for thermometers specified in current edition of UPC and current edition of National Electric Code (NEC).
b. Install thermometers on inlet and outlet piping of residential, solar, electric, domestic-water heaters. Comply with requirements for thermometers specified in current edition of NEC and current edition of UPC.
c. Assemble and install inlet and outlet piping manifold kits for multiple electric, domestic-water heaters. Fabricate, modify, or arrange manifolds for balanced water flow through each electric, domestic-water heater. Include shutoff valve and thermometer in each domestic-water heater inlet and outlet, and throttling valve in each electric, domestic-water heater outlet. Comply with current edition of UPC. Comple with current edition of NEC and UPC requirements for thermometers.
d. Install piping-type heat traps on inlet and outlet piping of electric, domestic-water heater storage tanks without integral or fitting-type heat traps.
e. Fill electric, domestic-water heaters with water.
f. Charge domestic-water expansion tanks with air to required system pressure.
g. Install dielectric fittings in all locations where piping of dissimilar metals is to be joined.
The wetted surface of the dielectric fitting contacted by potable water shall contain less than 0.25 percent of lead by weight.
6. PIPING CONNECTIONS
A. Comply with requirements for piping specified in current edition of UPC.
B. Where installing piping adjacent to electric, domestic-water heaters, allow space for service and maintenance of water heaters. Arrange piping for easy removal of domestic-water heaters.
7. FIELD QUALITY CONTROL
A. Perform tests and inspections B. Tests and Inspections:
1. Leak Test: After installation, charge system and test for leaks. Repair leaks and retest until no leaks exists.
2. Operational Test: After electrical circuitry has been energized, start units to confirm proper operation.
3. Test and adjust controls and safeties. Replace damaged and malfunctioning controls and equipment.
C. Electric, domestic-water heaters will be considered defective if they do not pass tests and inspections.
D. Prepare test and inspection reports.
8. DEMONSTRATION
A. Owner's maintenance personnel to adjust, operate, and maintain commercial electric, domestic-water heaters.
4.0 Government Furnished
There is no Government furnished equipment.
5.0 Deliverables / Schedule
All written deliverables shall be phrased in layperson language.

Contractor shall provide product information sheets of all materials for approval before they are installed. Submittals must be received by the Contracting Officer and COR a minimum of 10 business days before installation to allow time for review and approval by the Government.
2 Schedule Work on this project will begin as soon as possible and shall be performed to minimize disruption of government use of the facilities and to minimize interruption of water services to the Supervisors Office.
Contractor shall submit schedule of work to be performed to the Contracting Officer prior to work beginning on this project.
3 Tests and Inspections

3 Operation and Maintenance Manuals
i. Operation Data: Include emergency instructions and procedures, equipment descriptions, operating procedures, and sequence of operations. Include
ii. Maintenance Data: Include manufacturer’s information, list of spare parts, maintenance procedures, maintenance and service schedules for preventive and routine maintenance, and copies of warranties.
iii. Include copies of warranties and bonds and lists of circumstances and conditions that would affect validity of warranties or bonds.
Contractor shall submit upon completion of the installation.
4 Warranty Special Warranty: Manufacturer agrees to repair or replace components electric water heaters that fail in material or workmanship within specified warranty period.
iv. Warranty Periods: From date of Substantial Completion for Commercial, Electric Storage Domestic Water Heaters:
1. Storage Tank: Three years
2. Controls and Other Components: One Year
Contractor shall submit upon completion of the installation.
6.0 Travel
Travel is the responsibility of the contractor.
7.0 Contractor’s Key Personnel
1. All plumbing work shall be performed by a licensed plumber. All electrical connections shall be made by a licensed electrician.
8.0 Security Requirements
1. USE OF PREMISES
A. The Contractor shall maintain a safe work area, free of debris and hazards at all times. Contractor shall clean up debris at the completion of each day’s work. Disposal of debris shall be at an established sanitary landfill, with all permits and related costs of disposal being the responsibility of the Contractor. The contractor shall not use existing on-site trash receptacles for disposal or interim storage of debris.
B. The Contractor will be allowed to store materials and equipment on the site at a location designated by the
Contracting Officer. Security of this storage will be the responsibility of the Contractor.
C. Confine work operations to immediate area of work. Do not disturb portions of Project site beyond areas in which the Work is indicated.
D. Full Government Occupancy: Except as defined in “Work Restrictions” in this section, the Government will occupy the site and building during entire work period of performance. Cooperate with Government during work operations to minimize conflicts and facilitate Government usage. Perform the work so as not to interfere with Government access to the stie and buildings or with Government’s day-to-day operations.
E. Keep driveways, parking areas, loading areas and entrances serving the premises clear and available to Government, Government employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials, Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from Government.
F. Contractor will be responsible for protecting existing structures, areas, materials, and equipment adjacent to the work being performed. Damage to existing structures, areas, materials, and equipment shall be repaired at the Contractor’s expense. Contractor shall be responsible for providing dust control and clean-up of tracking on carpets outside the work area.
G. Water Service: Use of Government existing water service facilities will be permitted without metering and without payment of use charges as long as facilities are cleaned and maintained in a condition acceptable to the Contracting Officer.
H. Sanitary Facilities: Use of Government sanitary facilities will be permitted as long as facilities are cleaned and maintained in a condition acceptable to the Contracting Officer.
I. Electric Power and Lighting Services; Use of Government’s existing electric power and lighting service will be permitted without metering and without payment of use charges as long as equipment is maintained in a condition acceptable to Contracting Officer.
J. Telephone Service: The Contractor is responsible for providing telephone service deemed necessary for the duration of the work. Cell phone service is generally available at the site, however, it may be limited at times.
Contractor is responsible for providing appropriate telephone service.
2. WORK RESTRICTIONS
A. Nonsmoking Buildings: Smoking is not permitted within the buildings or within 25 feet (8 m) of entrances, operable windows, or outdoor air intakes.
B. Do not schedule work during holidays, weekends, or between 6:00 PM and 7:00AM without written approval from the Contracting Officer.
C. Contractor shall submit schedule of work to be performed to the Contracting Officer prior to work beginning on this project. Work for this project will begin as soon as possible and shall be performed to minimize disruption of government use of the facilities and to minimize interruption of water services to the Hotshots Base.
3. FIRE PROTECTION
A. Store combustible materials in containers in fire-safe locations.
B. Remove and keep area free of combustibles, including rubbish, paper, waste, and chemical unless necessary for immediate work.
C. Maintain unobstructed areas to fire extinguishers, fire hydrants, fire-protection facilities, and access routes for firefighting. Prohibit smoking in hazardous fire-exposure areas.
D. Supervise cutting and welding operations, combustion-type temporary heating units, and similar sources of fire ignition.
E. Provide and maintain fire extinguishers and rag buckets for disposal of rags with combustible materials.
Maintain each as suitable for the type of fire risk in work area. Ensure personnel are trained in fire extinguisher use.
