About this file
This is an Amendment of Solicitation (Amendment 0001) to solicitation 1240LP26Q0151 issued by USDA-FS CSA Intermountain 4, located in Ogden, Utah. The amendment is effective August 31, 2026, and contains a Questions and Answers section addressing clarifications to the Statement of Work for a single, one-time removal and replacement of an electric water heater at Black Hills National Forest (BHNF).
The project scope involves replacing an A.O. Smith Gold Xi Series DVE-80A 100 electric water heater, with the government accepting equivalent commercial units from other manufacturers that meet or exceed all stated specifications. Key clarifications include: no concrete base work is required as the unit will be installed directly on the existing concrete floor in the ground floor mechanical room; no formal site visit is scheduled; no additional permits are required, though the contractor must be a South Dakota state licensed plumber; there is a single, one-time replacement with no recurring services or additional base-period requirements; no known delivery access restrictions exist; and the removal/installation access route does not include stairs. Working hours are standard federal government hours, with building access and water/electrical shutdown scheduling to be coordinated with the contracting officer representative. Contractors should note that the basis of design specification is provided as reference, but equivalent products meeting all stated specifications are acceptable.

Questions and Answers Solicitation #1240LP26Q0151 - BHNF Remove and replace electric water heater:
Q 1: Clarification about the Statement of Work B5- “Install dowel rods to connect concrete base to concrete floor. Unless otherwise indicated, install dowel rods on 18-inch (450-mm) centers around the full perimeter of concrete base.
For supported equipment, install epoxy-coated anchor bolts that extend through concrete base and anchor into structural concrete floor.”
A1: There is no concrete base for this installation, so those references are to be considered deleted. The water heater is to be installed on the existing concrete floor. No concrete work will be required with this installation. The water heater will be supported by the existing concrete floor.
Q2: Is there a site visit scheduled?
A2: No formal site visit is scheduled.
Q3: The SOW identifies the A.O. Smith Gold Xi Series DVE-80A 100 as the basis of design.
Will the Government accept an equivalent commercial water heater from another manufacturer if it meets or exceeds all stated specifications?
A3: Yes, the government will accept an equivalent commercial water heater from another manufacturer if it meets or exceeds all stated specifications listed in the SOW.
Q4: Are any permits or inspections required for this project? If so, should those costs be included in the firm-fixed price, and may the contractor’s licensed subcontractor obtain the required permits?
A4: No additional permits are required. The contractor must be a South Dakota state licensed plumber.
Q5: The solicitation references a “2-month base period,” while the SOW appears to describe a one-time removal and replacement project. Can you please confirm that this is a single, one-time water heater replacement with no recurring services or additional base-period requirements?
A5: This is a single, one-time water heater replacement with no recurring services or additional base-period requirements.
Q6: Are there any restrictions regarding delivery access, working hours, building access, or scheduling of water/electrical shutdowns that should be considered when preparing the quote?
