About this opportunity
The Bureau of Land Management Wyoming Region seeks fence replacement and realignment construction services for the Falxa-Iberlin project in Johnson County, Wyoming, with quotations due June 26, 2026 and questions due June 1, 2026. The procurement is set aside for small business concerns under NAICS code 238990, All Other Specialty Trade Contractors.
Place of performance is approximately 35 miles southeast of Buffalo, Wyoming, in Johnson County, accessible via existing improved roads and two-track roads; contractor is prohibited from constructing new roads. The project entails removal of approximately 11,740 linear feet of existing wildlife-unfriendly fence (1.5 miles of woven wire topped with barbed wire and 0.7 miles of 6-strand barbed wire) and construction of approximately 11,353 linear feet of new four-wire fence designed to wildlife specifications per BLM Manual H-1741-1, with barbed wire on the top three strands and smooth wire on the bottom. Scope includes 40 stress panels, 19 end panels, 8 corner panels, 2 wire gates, 4 reinstalled metal vehicle gates, and 2 deadmen; steel T-bar posts will be installed every 16.5 feet with steel tubular posts driven to 3 feet 3 inches depth. Work must be completed between July 1, 2026, and December 31, 2026, due to sage-grouse nesting timing stipulations. Contractor must commence within ten calendar days of Notice to Proceed and complete all work no later than December 31, 2026 or within four weeks of commencing construction, whichever is earlier; liquidated damages apply for failure to meet the completion deadline.
This is a Firm-Fixed-Price construction contract with payment on a lump-sum basis for mobilization/demobilization and per-unit pricing for removal and construction items. Award will be made to the responsible quoter whose quotation provides the best value considering price and non-price factors including technical approach, relevant experience with wire fencing in rangeland conditions (metal-post fencing preferred), capability and resources, schedule, and project management and supervision capabilities. Prevailing wage rates apply; the Department of Labor General Decision WY20260044 covers 16 Wyoming counties including Johnson County, with hourly rates ranging from $21.68 to $58.83 plus fringe benefits. Quotations must be submitted via email to hhle@ios.doi.gov with completed and signed SF-1442 form and pricing per the bid schedule. Amendment 0001 (May 19) extended the closing date and provided two site visit options on June 11 and June 15, each approximately two hours, at the intersection of Schoonover Road and Iberlin-Four Mile Road. Amendment 0002 (May 19) corrected the Statement of Work and provided Questions and Answers. Amendment 0003 (May 19, posted June 24) clarified quantities and required acknowledgment of receipt. The Contracting Officer is Laura Park; Contracting Specialist is Huong Tiffany Le.
