About this file

This is a Statement of Work for the Falxa-Iberlin Fence Replacement & Realignment 2026 project, prepared by the U.S. Department of the Interior, Bureau of Land Management (BLM), Buffalo Field Office in Wyoming.

The project involves the removal of approximately 11,740 linear feet of existing wildlife-unfriendly fence (1.5 miles of woven wire topped with barbed wire and 0.7 miles of 6-strand barbed wire) and the construction of approximately 11,353 linear feet of new four-wire fence designed to wildlife specifications per BLM Manual H-1741-1. The new fence consists of barbed wire on the top three strands and smooth wire on the bottom, with wire spacing of 18, 23, 30, and 42 inches from ground to top. The construction includes 40 stress panels, 8 corner panels, 19 end panels, 2 wire gates, 4 reinstalled metal vehicle gates, and 2 deadmen. Steel T-bar posts will be installed every 16.5 feet with steel tubular posts (every fifth post) driven to a depth of 3 feet 3 inches. The project site is located approximately 35 miles southeast of Buffalo, Wyoming, accessible via existing improved roads and two-track roads. The contractor is prohibited from constructing new roads, with maximum vehicle width of 72 inches off established roads. Work must be completed between July 1, 2026, and December 31, 2026, due to wildlife timing limit stipulations for nesting sage-grouse. Payment will be made on a lump-sum basis for mobilization/demobilization (50 percent at 50 percent completion, 50 percent upon final completion) and per-unit pricing for fence removal (linear foot and per-panel items) and fence construction (linear foot and per-panel items).

GENERAL INFORMATION AND REQUIREMENTS

PART 1: GENERAL

1.1 BACKGROUND

Sub-standard fencing prevents big game movement, fragments their habitat and presents health and safety risks for livestock. Reconstruction of fences to BLM’s specifications is critical for providing sufficient quality range for both big game and livestock. A goal from BLM Manual Section 6500, is to: “ensure that big game species on the public lands are provided habitat of sufficient quantity and quality to sustain identifiable economic and/or social contributions to the American People.” This project is consistent with Secretary Zinke’s Order 3362, Improving Habitat Quality in Western Big-Game Winter Range and Migration Corridors and supports President Trump’s memorandum to reduce the cost-of-living crisis for American families.

1.2 LOCATION: The fence is located approximately 35 miles southeast of Buffalo, Wyoming. The project site can be accessed by traveling on Interstate 90 east from Buffalo for 20 miles (exit 77) and then turning east onto Schoonover Road and traveling the county road for 5.5 miles. Turn south on Iberlin-Four Mile Road and travel the improved road for 6 miles to the project area. The project is accessed by oil and gas roads that parallel and intersect the fence in multiple locations. Access routes will be identified during the bid tour. Contractor shall get prior permission, through BLM, to travel on roads. Maps 1 and 2 display the location of and access to the fence in relation to Buffalo and Gillette, Wyoming (Map 1) and the local access routes (Map 2).

Map 3 depicts the original fence alignment, the two realignments, and the local topography.

1.3 DESCRIPTION OF WORK: The fence construction shall follow specifications from BLM fencing manual H-1741-1. The proposed fence shall be a four-wire fence with a maximum wire height of 42 inches. The top three wires shall be barbed wire, and the bottom wire shall be smooth. The wire spacing shall be 18, 23, 30 and 42 inches measured from the ground to the top wire with new steel tubular posts and metal T-bar posts. The bottom wire shall be 18 inches where there is little topographic variation between fence posts; where the bottom strand does not remain a consistent distance from the ground between fence posts, the bottom strand shall be 16 inches. Steel T-bar posts shall be placed every 16.5 feet. Every fifth (5th) post shall be a steel tubular post. See Figure 1 for design specifications, steel tubular shall be driven to a depth of 3 feet 3inches.

The fence shall consist of 8 straight runs across broken terrain of hills and gullies crossing approximately 7 gullies and 8 hilltops. The overall elevational change from the highest point to the lowest point along the fence is approximately 350 feet. Stress Panel (aka H brace) braces shall be utilized on topography changes of eight (8) percent or greater including hilltops, the bottoms of gullies, and the top-edges of gullies. Stress panels shall occur at approximately 40 locations. End panels (Three-Post) shall be constructed at the end of fence runs and both sides of gates. End panels shall be installed at approximately 19 locations. Three-Post Corner Panels shall be installed at directional changes of 20 degrees or more. Corner Panels shall occur at 8 locations.

See Figure 2 for design specifications.

The fence line crosses rolling terrain, including many low spots. A deadman consisting of an extra wire staked down by a steel post, with one foot exposed, shall be used in minor depressions, where the bottom strand distance to the ground exceeds 20 inches, and in small gullies (see Figure 3). Deadman are necessary for approximately 2 locations.

The Government is open to Contractor suggestions for additional panel structure installation if by doing so it will make for a stronger and structurally adequate fence. Do not install additional panel structures until the Government has approved of them.

There are six (6) road crossings along the fence line; four (4) with metal vehicle gates (one also has a cattle guard), one (1) with a wire gate across the road and an adjacent wire gate, and 1 with a cattle guard and an adjacent wire gate. The metal gates shall be reused and the wire gates rebuilt. Figure 4 (Type B) provides the design specifications for wire gates and Figure 5 displays the design specifications for steel gate closers.

Access to the work site shall be by existing improved roads and two tracks. The contractor may utilize four-wheel drive, off-highway vehicles (OHVs), mini-excavators and front loaders along the fence-line. Maximum wheel or tread width of any vehicle used off established roads shall not exceed 72 inches. The Contractor shall not construct new roads. Vehicles, equipment, and boots would be cleaned prior to initial access of the project area.

The entire fence line has been surveyed and BLM will identify and flag the existing fence before site tours and again before construction. Construction timing of the demolition and installation of the fence is expected to occur between July 1, 2026, and December 31, 2026. Exact dates of installation will be coordinated with the Contracting Officer in the contract documents.

Also construct stress panels at points which wire is to be stretched, and a maximum of 1,320 feet center-to-center. Construct end panels at the end of fence runs and on both sides of gate openings. Construct corner panels when the angle of the fence changes more than 20 degrees. Crossbars shall be joined to brace posts using material of similar composition and strength or better than the brace posts. The joinings shall be MIG welded cupped-butt joints, keyhole brace brackets, bolt and collar clamps (Figure 3) or similar attachment approved by the Contracting Officer.

E. Wire: Stretch tightly and securely attach to steel posts, on the windward side, with standard wire clips. Wire is properly stretched when it is springy to the touch.

Terminate wire at each end post, gate post, corner post, or stress panel. Wrap wire around the post two times and tie off by wrapping around the incoming wire a minimum of four times.

F. Brace Wire: Double-loop brace wire and staple to brace post at a height 4-6 inches above brace member and anchor (pull) post at a point 4 inches above the ground level.

Wire shall be twisted or strained to provide necessary rigidity with a twist rod that shall be #4 (0.5 inch) rebar of 18-24 inches long and shall remain in place approximately midway along the brace wire. An equivalent twist rod or tension kit may be used for tension with Contracting Officer Representative approval.

G. Gates: Install Four Wire Type B Gates according to Work Data Sheet Figure 4.

H. Mechanical Gate Closers: Line up the latch with the gate. Adjust latch assembly after installation so that the latch does not bind and the gate hangs properly.

I. Minor Depressions or Minor Drainage Crossings: Add additional steel posts and wire when space between bottom wire and ground exceeds 20 inches for barbed wire fence.

Additional steel posts shall be set at the top and bottom of breaks or the centerline of the drainage depending on the size and shape of the drainages. Additional wire shall start and end from the main fence.

J. Gulley Bottoms: Construct a deadman, stress panel, end panel within gulley bottoms according to best fit for gulley bottom; deadman in tight V shaped gulleys, stress panels in narrow gulleys, and end panels in wide gulley bottoms. For gulleys with potential for big-water events, a 4-wire “break-away” gate across the gulley bottom with stress panels starting up the slope of each draw shall be constructed.

4.1 METHOD OF MEASUREMENT

A. Units: The work described in this section will be measured and paid for by the foot of fence as measured along the ground surface next to the completed fence, including distance across gate openings, end panels, stress panels, corner panels, and drainage crossings. The quantities of end, stress, and corner panels, and gates to be paid for will be the actual number of these items. Note: Gates do not include adjacent end or corner panels. These are separate items.

B. No direct payment will be made for minor depression crossings or drainage crossings.

The Contractor shall include consideration for these items in the bid price for other items of the contract.

C. Fence removal will be measured and paid for in Section 02827 – Fence Removal.

4.2 BASIS OF PAYMENT

A. Payment: Prices and payment will include full compensation for the work described in this section. Payment will be made under:
