SECTION M: EVALUATION FACTORS FOR AWARD
Basis for Award — RFO FAR 12.201-1 Comparative Evaluation
This acquisition uses simplified procedures under RFO FAR 12.201-1. The Government will conduct a comparative evaluation of quotations in accordance with RFO FAR 12.203(c)(2). The Government is not required to establish a competitive range, score quotations, or produce formal evaluation plans. The contracting officer has broad discretion in evaluating quotations.
Award will be made to the responsible quoter whose quotation provides the best value to the Government, considering price and the non-price factors identified below. When combined, the non-price factors are more important than price.
Evaluation Factors
• Technical approach: The quoter shall describe its approach for meeting all Bureau of Land Management specifications and contract requirements.
• Relevant experience: The quoter shall demonstrate experience constructing wire fencing in rangeland conditions and provide descriptions of similar projects and references. Experience with metal-post fencing is preferred.
• Capability and resources: The quoter shall demonstrate the ability to furnish the materials, tools, equipment, and other resources necessary to construct open-range/livestock-control barrier fence lines.
• Schedule: The quoter shall describe how it will complete the work within the required performance period and provide a proposed project schedule.
• Project management and supervision: The quoter shall describe how the work will be managed and supervised, including the proposed workforce, key roles, and responsibilities.
• The Government may communicate with quoters, request clarifications, and seek revised quotations if determined necessary. Past performance references that are not relevant to the requirement may be given less weight in the comparative evaluation.
