About this opportunity

The US Coast Guard seeks bathroom renovations at USCG Station Noyo River in Fort Bragg, California, with proposals due September 18, 2026, and questions due September 11. The procurement is a total small business set-aside, restricting competition to entities meeting SBA size standards (NAICS 238220, $19 million threshold).

Place of performance is Fort Bragg, CA. The scope encompasses complete renovations of three bathrooms in Male Berthing, Female Berthing, and Command/Officer of the Day areas, including demolition, new plumbing fixtures (toilets, urinals, sinks, showers), LED lighting, tile flooring, ceramic tile wall coverings, vanities, stalls, partitions, ventilation systems, and accessories. The contractor must begin performance within 15 calendar days of award and complete all work within 60 calendar days of receiving notice to proceed. All work is performed during normal business hours (8:00 AM to 5:00 PM, Monday–Friday, excluding Federal Holidays), with utility disruptions coordinated at least 72 hours in advance.

Lead-containing ceramic tile (0.164% by weight) was identified in one sample and must be addressed in compliance with OSHA Lead in Construction Standard (29 CFR 1926.62) and Cal/OSHA requirements. No asbestos was detected. Payment protection equal to 100 percent of contract price is required within 15 calendar days of award.

The estimated project value is between $25,000 and $100,000, with Firm Fixed Price contract type. Award will be made to the responsible offeror submitting the lowest priced offer acceptable on technical approach, pricing, and past performance within the last five years and similar in size, scope, and complexity. Offers must remain valid for 30 calendar days minimum, and offerors must be registered in SAM.gov at submission. An organized site visit is scheduled for September 10, 2026 at 11:00 AM PDT; interested participants must email Shawn Jenkins and Jesus Yutig by September 8 with a completed Base Access Form. Amendment 002 posted answers to submitted questions on September 16.
