About this file

This is an Asbestos and Lead Survey Report prepared by Advantage Environmental & Safety Services (AESS) for the United States Coast Guard Station Noyo River located at 19325 S Harbor Drive, Fort Bragg, California. The survey was conducted on July 1, 2026, with the report finalized on August 3, 2026 (AESS Job No. 26-092). The scope involved a limited asbestos and lead-containing materials survey of designated interior areas including restroom, shower facilities, dressing room, berthing areas, and associated corridor spaces. Thirteen bulk samples representing 42 material layers were collected and submitted for Polarized Light Microscopy (PLM) analysis to detect asbestos content in accordance with 40 CFR Part 763 (AHERA) and EPA Method 600/R-93/116 protocols. Eight additional bulk samples were collected for lead analysis by flame atomic absorption spectroscopy (EPA Method 7000B). All samples were submitted under chain-of-custody to Schneider Laboratories Global, Inc., an AIHA-LAP, LLC and NVLAP accredited laboratory in Richmond, Virginia.

The survey findings indicate no asbestos was detected in any of the 42 material layers analyzed from ceramic tiles, grout, mortar, drywall, joint compound, texture, painted surfaces, and rubber baseboard materials. For lead analysis, detectable lead was identified in only one sample—a white 4-inch ceramic wall tile from the restroom/shower room—at a concentration of 1,640 mg/kg (0.164% by weight), which falls below the federal regulatory threshold for lead-based paint (≥0.50% by weight / ≥5,000 mg/kg). No lead was detected above laboratory reporting limits in the remaining seven samples. AESS recommendations include notifying personnel handling the identified lead-containing tile to follow OSHA Lead in Construction Standard requirements (29 CFR 1926.62) and properly characterizing any waste for disposal under California hazardous waste regulations. The report notes this survey was limited in scope and does not constitute a comprehensive, building-wide hazardous materials assessment.

1.0 Executive Summary

Advantage Environmental & Safety Services (AESS) was retained to perform an asbestos- and lead-containing materials survey of designated interior areas at the United States Coast Guard (USCG) Station Noyo River, located at 19325 S Harbor Drive, Fort Bragg, California 95437 (the “Site”). The survey was performed on July 1, 2026 by Matt Bailey, Certified Site Surveillance Technician (CSST) and Lead Sampling Technician, of AESS, and consisted of representative bulk sampling of suspect asbestos-containing materials (ACM) and suspect lead-containing building materials within the restroom, berthing, and adjoining corridor areas identified on the sample location diagram provided as Figure 1 (Section 5.3).

Thirteen (13) bulk samples (representing 42 individual material layers) were collected and submitted for

Polarized Light Microscopy (PLM) analysis of asbestos content. No asbestos was detected in any sample layer submitted. Eight (8) bulk samples were collected and submitted for lead analysis by flame atomic absorption spectroscopy (EPA Method 7000B). Detectable lead was identified in one (1) of the eight samples — a white 4-inch ceramic wall tile located in the restroom/shower room — at a concentration of 1,640 mg/kg (0.164% by weight), which is below the federal regulatory definition of lead-based paint (≥ 0.50% by weight / ≥ 5,000 mg/kg). No lead was detected above the laboratory reporting limit in the remaining seven samples.

A summary of findings and AESS recommendations is provided in Sections 5.0 and 6.0 of this report. Complete laboratory analytical reports, chain-of-custody documentation, and the sample location diagram (Figure 1) are included as Appendices A and B, with applicable personnel certifications provided in Appendix C.

2.0 Introduction and Scope of Work

This report presents the results of a limited asbestos- and lead-containing materials survey conducted by AESS at the request of the United States Coast Guard in connection with planned maintenance, renovation, or abatement-related activities at Station Noyo River. The purpose of the survey was to identify the presence and approximate concentration of asbestos and lead in designated suspect building materials so that appropriate handling, abatement, and disposal procedures can be planned prior to disturbance of those materials.

The scope of work performed by AESS included the following:

• A visual survey of designated interior spaces to identify homogeneous areas of suspect asbestos-containing and lead-containing materials.

• Collection of thirteen (13) representative bulk samples of suspect ACM in general accordance with 40 CFR

Part 763 (AHERA) and EPA Method 600/R-93/116 sampling protocols.

• Collection of eight (8) representative bulk samples of suspect lead-containing materials (paint and ceramic tile/glaze).

• Submission of all samples under chain-of-custody to Schneider Laboratories Global, Inc. (Richmond, Virginia), an AIHA-LAP, LLC and NVLAP accredited laboratory, for analysis.

• Preparation of a sample location diagram and this summary report of findings.

This survey was limited to the specific materials, locations, and areas identified by AESS field staff and shown on the sample location diagram in Figure 1 (Section 5.3). AESS did not perform a comprehensive, building-wide

Advantage Environmental & Safety Services | Confidential – Prepared for U.S. Coast Guard | Page 3 of 20 hazardous materials survey. Refer to Section 7.0, Limitations, for additional information regarding the scope and applicability of this report.

3.0 Site Description

The Site is the USCG Station Noyo River facility located at 19325 S Harbor Drive, Fort Bragg, Mendocino County, California. The areas surveyed include restroom and shower facilities, an adjoining dressing room, women's berthing/bathroom, and men's restroom, together with associated corridor space, as depicted in the sample location diagram (Figure 1, Section 5.3). Suspect materials sampled included ceramic wall and floor tile with associated setting materials (mortar, thin-set, and grout), painted drywall and plywood substrates, joint compound/texture systems, and rubber baseboard with adhesive.

4.0 Survey Methodology

4.1 Asbestos Sampling and Analysis

Suspect ACM was identified by visual inspection and grouped into homogeneous areas based on material type, color, texture, and apparent date of installation. Representative bulk samples were collected from each homogeneous area using wetting techniques and dedicated sampling tools to minimize fiber release, double-bagged, labeled, and submitted under chain-of-custody to Schneider Laboratories Global, Inc. Samples were analyzed by Polarized Light Microscopy (PLM) in accordance with EPA Method 600/R-93/116 and 40 CFR Part

763, Appendix E, Subpart E. Materials composed of multiple layers (e.g., tile / setting bed / grout, or drywall / joint compound / texture) were analyzed and reported by individual layer.

4.2 Lead Sampling and Analysis

Suspect lead-containing painted surfaces and ceramic tile/glaze were sampled by removing a representative bulk chip or section of material. Samples were submitted under chain-of-custody to Schneider Laboratories Global, Inc. and analyzed for total lead content by flame atomic absorption spectroscopy in accordance with EPA

Method 7000B. Results are reported in milligrams of lead per kilogram of sample (mg/kg, equivalent to parts per million) and as percent lead by dry weight.

5.0 Summary of Findings

5.1 Asbestos Analytical Results

Thirteen bulk samples (Schneider Laboratories Order No. 695694), representing 42 analyzed material layers, were submitted for PLM analysis. No asbestos fibers were detected in any layer of any sample. A summary of sampled materials is provided in Table 1; the complete laboratory report is included as Appendix A.

6.0 Conclusions and Recommendations

6.1 Asbestos

No asbestos-containing material was identified in any of the thirteen samples (42 layers) collected within the areas surveyed. No special handling, abatement, or notification requirements under 40 CFR Part 61 (NESHAP), 40

CFR Part 763 (AHERA), or applicable Cal/OSHA asbestos regulations are triggered for the sampled materials in the sampled locations based on these results.

This finding applies only to the specific materials and locations sampled. Per the note on the sample location diagram (Figure 1), any suspect material encountered outside the scope of this survey that is not represented by a collected sample should be presumed to contain asbestos or should be sampled and analyzed prior to disturbance.

6.2 Lead

Detectable lead was confirmed in the white 4-inch ceramic wall tile (Sample Pb1) located at the center wall of the restroom/shower room, at 0.164% by weight. Although this concentration falls below the federal regulatory definition of “lead-based paint,” it confirms lead is present in this glazed tile material. AESS recommends the following:

• Personnel performing demolition, cutting, grinding, or removal of the identified ceramic wall tile (Sample

Pb1 location) should be made aware that the material contains lead and should follow applicable OSHA Lead in Construction Standard (29 CFR 1926.62) requirements, including exposure assessment as warranted by the specific task and controls performed.

• Debris and waste generated from removal of the lead-containing tile should be evaluated for appropriate disposal classification (e.g., TCLP or total threshold limit concentration [TTLC] waste characterization) prior to disposal, consistent with California hazardous waste regulations.

• The seven remaining sampled materials (ceramic floor tile and painted drywall/plywood) did not contain lead above the laboratory reporting limit and are not subject to lead-specific handling requirements based on these results.

• As with asbestos, any suspect painted or glazed material outside the scope of this survey should be presumed to contain lead or should be sampled prior to disturbance.

7.0 Report Limitations

This report has been prepared for the exclusive use of the United States Coast Guard for the specific Site, scope, and purpose described herein. The findings and conclusions are based on conditions observed and materials sampled at the time of the July 1, 2026 field survey and on the analytical results provided by Schneider

Laboratories Global, Inc. AESS did not sample every material or every location within the facility; materials of similar appearance located in inaccessible or concealed areas were not inspected. Actual conditions may vary from those described in this report, and this report should not be relied upon as a comprehensive, building-wide

Advantage Environmental & Safety Services | Confidential – Prepared for U.S. Coast Guard | Page 8 of 20 hazardous materials survey. This report is not intended, and should not be used, as a bidding or specification document for abatement work without further review and, if necessary, additional sampling by AESS.
