The Agency has recieved several questions regarding the Service Contract Act wage rates applicable to this contract. To clarify the Government's previous response is as follows.
The awardee will be required to compensate its employees in accordance with the Service Contract Act. Wage Determination CBA-2016-9071 applies to the contract and dictates minimum wages payable. While the CBA may expire on August 31, 2019, it is not guaranteed to expire, and, therefore, offerors should submit their proposals with the understanding that the CBA applies to the entire period of performance. Pursuant to the clause at FAR 52.222-43(b), contractors will be required to warrant that the proposed prices do not include any allowances to cover increased costs as a result of anticipated wage determination adjustments. If the CBA WD does expire or change, contractors may be entitled to a price adjustment pursuant to the clause at FAR 52.222-43.

The 633rd Contracting Squadron (633 CONS) at Langley AFB, VA is conducting an acquisition for a follow-on contract for Civil Engineering (CE) Base Operations Support (BOS). This solicitation is being issued for non-personal BOS services at Fort Eustis, VA. The contractor is required to provide functional support for Building and Structure Maintenance; Surface Area Maintenance; Utility Systems Operation and Maintenance (O&M); HVAC Systems O&M; Dining Facility Maintenance; and Pest Control.
A single firm-fixed price (FFP) IDIQ contract will result from this solicitation. There will be a 28-day transition period scheduled to begin on 1 September 2018 (this date may change depending on the status of the acquisition process). The contract shall consist of a 12-month base period (which includes a 28-day transition period), and will consist of four 1-year option periods, with an optional six (6) month extension period of performance. This posting includes the request for proposal (RFP) and all its attachments.
Proposals are due on 1 January 2018. This will be an electronic solicitation release and no hard copies will be mailed. Questions will be considered at any time prior to, or during, the conference; however, offerors will be asked to confirm verbal questions in writing. Subsequent to the conference, an amendment to the solicitation containing an abstract of the questions and the Government's answers, and a list of attendees, will be made publicly available.
The Pre-Proposal Conference/ Industry Day will commence promptly at 13:00 (1:00 p.m.) and end at 1400 (2:00 p.m.). After a short briefing, parties may join the Installation bus tour. Interested participants must follow the instructions below for installation access.
When arriving on Fort Eustis prior to the 1:00 p.m. (EST) pre-proposal conference, stop at the Visitor's Canopy for security checks. It is the responsibility of each offeror to review the web page for notice of amendments, updates, or changes to current information.
This requirement will be conducted under the Small Business 8(a) program and will be evaluated using a Lowest Price Technically Acceptable Process. The factors to be evaluated are past performance, technical, and price. All responsible 8(a) firms may submit a proposal which shall be considered. Contact with Government personnel other than 633 CONS is strictly prohibited.
In order to be eligible for award, registration under the correct North American Industry Classification System (NAICS) code in the System for Award Management (SAM) database is required. To register, go to https://www.sam.gov. The North American Industry Classification System (NAICS) code for this solicitation is 561210. The small business size standard is $38.5 million. Instructions for proposal submission are included in the RFP.
Pre-Proposal Conference/ Industry Day
The Government is planning a pre-proposal conference/industry day, during which potential contractors may obtain a better understanding of the work required.
Offerors are encouraged to submit all questions in writing at least five (5) days prior to the conference. Questions will be considered at any time prior to, or during, the conference; however, offerors will be asked to confirm verbal questions in writing. Subsequent to the conference, an amendment to the solicitation containing an abstract of the questions and the Government's answers, and a list of attendees, will be made publicly available.
The Pre-Proposal Conference/ Industry Day will commence promptly at 13:00 (1:00 p.m.) and end at 1400 (2:00 p.m.). After a short briefing, parties may join the Installation bus tour. Interested participants must follow the instructions below for installation access.
When arriving on Fort Eustis prior to the 1:00 p.m. (EST) pre-proposal conference, stop at the Visitor's Canopy for security checks. Submit the required documents (proof of Insurance, Driver's License and Car Registration) to Security Forces for their review. Once base access is granted, proceed to Jacobs Theater, 647 Monroe Ave. If there are any issues, questions or concerns, please contact the following individuals:

Note: Security Forces will be informed in advance of the pre-proposal conference. However, each attendee must notify Security Forces of their destination upon arrival.
In no event shall failure to attend the pre-proposal conference constitute grounds supporting a protest or contract claim.
Offerors are cautioned that, notwithstanding any remarks, clarifications, or responses provided at the conference, all terms and conditions of the solicitation remain unchanged unless they are changed by written amendment. It is the responsibility of each offeror, prior to submitting a proposal, to seek clarification of any perceived ambiguity in the solicitation or created by an amendment of the solicitation.

Time: 1300-1400 (1:00 pm - 2:00pm)
Installation Tour: 1415 - 1530 (2:15pm - 3:30pm)
During the conference, an opportunity to tour the site of the work will be offered to attendees.
Offerors are expected to satisfy themselves regarding all conditions that may affect the work required or the cost of contract performance. In no event shall failure to inspect the site and/or equipment constitute grounds for any protest or contract claim.
